The annual report by the UN Human Development Programme rated Canada number one out of 174 countries was designed to measure countries' standards of living beyond economic data so as to include its performance in health and education. Canada is a constitutional monarchy and our head of state is Her Majesty Elizabeth II, Queen of Canada. But the Canadian Constitution limits her powers in government and the Queen is generally considered a figurehead leader only. Some Canadians question the relevance of the Queen's position in Canada, in part because the nominal leader of Canada lives in another country and her position passes down to her descendants. In a poll of Canadians taken in the spring of 2002, more than half of respondents thought the royal system was outdated. However, only 41 per cent believed it was time to abolish the monarchy, down from 47 per cent in 1994.

Canada is a constitutional monarchy. Since 1534, when the King of France claimed possession of what is now Canada, the history of our country has been marked by the reigns of an uninterrupted succession of monarchs, both French and British, who have had a significant influence on our country's development. Under the Crown, Canada developed first as a colony of two empires, originally the French and subsequently the British, then as an independent dominion, and now as an entirely sovereign nation. The Crown occupies a central place in our Parliament and our democracy, founded on the rule of law and respect for rights and freedoms; the Crown embodies the continuity of the state and is the underlying principle of its institutional unity . The Crown is fused to all three branches of government. The Prime Minister, as head of the Executive, is the Governor General's principal advisor; the Crown is also a constituent element of Parliament, with the Senate and the House of Commons; and finally, all decisions made by the courts are given in the Crown's name. The most important characteristic of Canada's constitutional monarchy has been its ability to adapt to changing conditions over the course of our evolution from colony to nation. In the Senate Foyer and the Salon de la Francophonie hang the portraits of the kings and queens in whose names our laws have been, and continue to be, enacted.

The following year, a Canadian law, the Royal Style and Titles Act , formally conferred upon her the title of Queen of Canada. As Canada's Head of State, the Queen is represented by the Governor General. Vincent Massey was the first Canadian to be appointed to this position in 1952. The Queen has demonstrated her attachment to Canada by some 30 visits here. In 1957, she became the first monarch to preside over an opening of the Canadian Parliament. Two years later, she inaugurated, with President Eisenhower, the Saint Lawrence Seaway. Georges Vanier became our first francophone Governor General in 1959. The Maple Leaf was adopted as the national flag in 1965. The Queen participated in the celebrations of the centennial of Confederation in 1967, and also became the Sovereign of the newly created Order of Canada. In 1969, Parliament adopted the Official Languages Act recognizing English and French as Canada's two official languages. Regina, Saskatchewan A Sense of Community – We Are All Canadian
Thematic/Overview
The first full day of the 2005 Royal Visit will include a number of ceremonies that highlight uniquely Canadian symbols that speak to our collective sense of pride and identity. At the same time, the central role of the Crown in our system of parliamentary democracy and constitutional monarchy will be brought into focus by the majestic venue of the Saskatchewan Legislative Building and the presence of Her Majesty and His Royal Highness. Finally, a Government of Saskatchewan luncheon in the Town of Lumsden will pay tribute to Canadians who, on a daily basis in the communities in which they live, continue to build a sense of place and, by extension, a nation.
Day at a Glance
The Queen and The Duke of Edinburgh will arrive at the Saskatchewan Legislative Building for the official welcome to Canada and Saskatchewan in the state landau (carriage) with a mounted RCMP escort. This dramatic entry will combine two key messages of our historical reality: the stable continuum that the Crown brings to our national life and the rule of law that the RCMP, and its predecessor the North West Mounted Police, brought to the opening of the Canadian West. The Crown and the RCMP are quintessential symbols of our foundation of “peace, order and good government.” Once inside the Legislative Building, Her Majesty will once again underscore the important role played by First Nations in the history of the province by unveiling a centennial mural with an Aboriginal theme in the main rotunda. Of equal importance and lasting legacy, she will dedicate a committee room with a First Nations name that emphasizes their role in the execution of responsible government in a system of parliamentary democracy and constitutional monarchy.

Randy Boswell reports Twenty-four hours after the burial of the Queen Mother, a new national organization was launched yesterday as part of the most ainbitious campaign yet to sever Canada's formal ties to the monarchy. Citizens for a Canadian Republic founder Tom Freda says he and other supporters of the cause - including the well known Canadian actor Sean McCann - are linked with similar groups in New Zealand and Australia and are aiming to gradually build public support for a referendum on the issue. "For over 30 years, this debate has been dominated by one side, the Monarchist League of Canada, a group established to strengthen Canada's ties to the monarchy," Mr. Freda, a Toronto writer and businessman, said in a statement. "Supporters of the concept of a Canadian head of state are now prepared to even the playing field with an organization of their own."
