CHAPTER 895: MISCELLANEOUS GENERAL PROVISIONS
§895.52 Recreational activities; limitation of property owners' liability. §895.52(1) Definitions. In this section: (a) "Governmental body" means any of the following: 1. The federal government. 2. This state. 3. A county or municipal governing body, agency, board, commission, committee, council, department, district or any other public body corporate and politic created by constitution, statute, ordinance, rule or order. 4. A governmental or quasi-governmental corporation. 5. A formally constituted subunit or an agency of subd. 1., 2., 3. or 4. (b) "Injury" means an injury to a person or to property. (c) "Nonprofit organization" means an organization or association not organized or conducted for pecuniary profit. (d) "Owner" means either of the following: 1. A person, including a governmental body or nonprofit organization, that owns, leases or occupies property. 2. A governmental body or nonprofit organization that has a recreational agreement with another owner.

Reservoir Eutrophication and the Value of Recreational Activities: A Case Study of Flaming Gorge Reservoir Introduction
Flaming Gorge Reservoir is located in southwestern Wyoming and northeastern Utah. The reservoir's 42,000 surface acres make it the ninth largest fresh water body in the five-state intermountain region of Idaho, Utah, Colorado, Wyoming and Montana. Its size, and reputation as a trout fishery, attract fishermen from many locations throughout the intermountain region. In the 1970's Flaming Gorge became a nationally renown trout fishery producing a world record brown trout in 1977. In recent years the reservoir has become well known for the large lake trout it produces. A wide variety of other recreationists are also attracted to Flaming Gorge by the scenic beauty of the area, particularly at the southern end of the reservoir. Flaming Gorge Dam was built in 1962 by the U.S. Bureau of Reclamation to impound water from the Green River. The reservoir serves the purpose of storing water for irrigation and power production. Because of its size, the reservoir is also utilized as a multipurpose recreational area providing a base for such activities as fishing, boating, waterskiing, and swimming. The reservoir is surrounded by 201,114 acres of public land so there is ample space for other types of recreational activities such as camping and hunting. Both the reservoir and the public land surrounding the reservoir constitute a National Recreation Area which is operated by the joint efforts of the U.S. Forest Service and the Bureau of Land Management. Wyoming Game and Fish and Utah Division of Wildlife are responsible for fisheries management in the reservoir.

Americans love the great outdoors, and they are looking more and more to the Internet for information on planning trips, choosing campsites, or checking out the latest gear. The National Park Service gathers visitation statistics for all areas they administer, and according to a National Park Visitor Use Summary, there were 287,130,879 recreation visits in 1999 alone.1
The following list of Web resources offers information on various outdoor recreational activities. The sites include commercial and governmental gateway sites as well as individual sites developed by enthusiasts of a particular outdoor sport or activity. Most cover U.S. locales, although a few include international information.

Permitted Uses
The Ice Age NST is intended to be primarily a hiking trail. The Appalachian NST generally serves as a model or pattern for the concept of a national scenic trail. The Appalachian Trail's strong image as a footpath through primarily wooded areas sets a tone for others - the simple footpath and outstanding scenery are considered unifying elements. All segments of the Ice Age NST are open for travel by foot for walking, hiking, and backpacking. Other non-motorized activities such as cross-country skiing and snowshoeing are permitted in most locations. Some isolated segments permit bicycle, horse, and snowmobile use, but these uses are generally accommodated on rail-trail segments, other short sections of hardened surface, or on those segments that are parts of previously established multiple-use trails that have been incorporated into the Ice Age NST route. Camping: Facilities for camping along the Ice Age NST vary greatly. Some managing authorities permit camping anywhere along the trail. Others permit camping only at designated sites. In some cases, the trail may already be open to use but designated camping sites have not yet been established. Along such segments it may be difficult to find any place to camp legally. Users are urged to plan their trip in advance to assure themselves proper overnight accommodations. Patience is needed while the trail is being developed. Above all, avoid trespassing and violating private property rights.

Horseback Riding Stables
The Inn of the Mountain Gods is the perfect mountain retreat facility. Our riding stables are open seasonally from April-October weather permitting and not during scheduled Big Game Hunting.. Daily trail rides run at 9 am, 11 am, 1 pm and 3 pm and last 1 hour. Guests who plan on riding longer are asked to make a reservation. The cost is $20 an hour/person (riding doubles is not allowed).There is an age restriction, so riders must be at least 8 years of age.
Fitness Room and Pool
The Inn of the Mountain Gods mountain retreat facility has an indoor pool and a 15 person hot tub, located on the 2nd floor of the Hotel. The pool hours are from 6 am until 10 pm daily. There is no lifeguard on duty, so children 12 and under must be accompanied by an adult.

RESPONSIBILITIES
The Department of Parks and Recreation, manages, maintains, and operates all parks and recreational facilities of the city; develops and implements programs for cultural and recreational activities; and beautifies the public streets of the city. Its mission is to enhance the leisure lifestyle and quality of life for the people of Oahu through active and passive recreational opportunities.
STAFFING AND BUDGET
For fiscal year 2004 the Department of Parks and Recreation was authorized 839 full time regular positions, 23 temporary positions and 244 Personal Services Contract employees. The department appropriated
