The Khmer Rouge Years
On April 17, 1975, thousands of Phnom Penh residents celebrated in the streets as victorious Khmer Rouge troops entered the capitol. This joyous celebration, however, was not because the people of Phnom Penh were supporters of the Khmer Rouge; instead, they felt great relief that the five-year civil war had now come to an end. For the first several hours of that sunny morning it didn't matter which side you were on - Cambodia was finally at peace. This morning revealed a moment of hope. But hope quickly turned to fear as residents noticed that the Khmer Rouge troops weren't celebrating with them. Embittered and toughened after years of brutal civil war and American bombing, the Khmer Rouge marched the boulevards of Phnom Penh with icy stares carved into their faces. The troops soon began to order people to abandon their homes and leave Phnom Penh. By mid-afternoon hundreds of thousands of people were on the move. "The Americans are going to bomb the city!" was the answer given to residents if they asked why they had to leave Phnom Penh. No exceptions were made - all residents, young and old, had to evacuate as quickly as possible. As the Khmer Rouge knew well, there were no American plans to attack the city. The deception was a ploy to get people into the countryside, away from the urban confines of the city. The Khmer Rouge believed that cities were living and breathing tools of capitalism in their own right - KR cadres referred to Phnom Penh as "the great prostitute of the Mekong." (Chandler

It burns me up when people whine about their 'oppression'. What would a truly oppressed person have to say to them - or to Chomsky ( via John Ray Loung Ung Today is my birthday. April 17 is what's on my driver's license and other documents. But I don't know for sure, and probably never will. All I know is that I was born in Cambodia, sometime during 1970.
In Cambodia, we didn't celebrate birthdays, so while my mother and father knew the date, I had no reason to remember it ...

My family was forced to march to a remote village. There we lived without religion, school, music, clocks, radios, movies, television or any modern technology. The soldiers dictated when we ate, slept and worked. Desperate to eliminate any threats, real or perceived, to their plans for the country, the soldiers proceeded to execute teachers, doctors, lawyers, architects, civil servants, politicians, police officers, singers, actors.

Lawrence Weschler [FN1] January 7, 1999, marked the twentieth anniversary of the demise of the Khmer Rouge in Cambodia, a genocidal regime that killed an estimated one-third of the Cambodian population in less than four years of rule. [FN2] Two decades later, the atrocities of the Khmer Rouge have yet to be examined by an impartial authority [FN3] and Cambodian politics remain turbulent, impeding the peaceful development of Cambodian civil society. These two phenomena arguably are linked; until the Cambodian government and the international community develop a policy to repair the damage inflicted by the Khmer Rouge, the Cambodian people will be unable to live in a peaceful society. In order for Cambodian society to heal, the full truth about the Khmer Rouge regime must be examined and disseminated, creating a history that Cambodians can teach to their children. [FN4] While a strong case can be made for the need to prosecute the members of the Khmer Rouge, [FN5] an international tribunal for Cambodia may be most effective if limited to the prosecution of top leaders. Number 2, January 1998 A Permanent Cease-fire and A Return to the Original Framework
With a view to bring about a permanent cease-fire for the sake of durable peace and stability for Cambodia, on January 6, 1998, Samdech Second Prime Minister Hun Sen issued a statement embodying important measures as follows. To achieve a permanent cease-fire and a return to the original framework of the situation, Norodom Ranariddh has to:
  • withdraw his order to fight against the Royal Government, which was declared at the dawn of July 5, 1997; nullify the illegal appointments of Chief and Deputy Chief of General Staff, and other appointments which are contrary to the state laws and violate the King’s rights to decide, and because all these appointments are but the order to fight which bears the nature of secessionism aimed at creating a country of two states, and two armies in Cambodia; and declare the severance of relations, under whatever forms, with the outlawed Khmer Rouge who have infiltrated their troops disguised as Ranariddh’s troops to fight against the armed forces of the Royal Government of Cambodia.

    Public School System From the early twentieth century until 1975, the system of mass education operated on the French model. The educational system was divided into primary, secondary, higher, and specialized levels. Public education was under the jurisdiction of the Ministry of Education, which exercised full control over the entire system; it established syllabi, hired and paid teachers, provided supplies, and inspected schools. An inspector of primary education, who had considerable authority, was assigned to each province. Cultural committees under the Ministry of Education were responsible for "enriching the Cambodian language."
    Buddhist Education
    Before the French organized a Western-style educational system, the Buddhist wat, with monks as teachers, provided the only formal education in Cambodia. The monks traditionally regarded their main educational function as the teaching of Buddhist doctrine and history and the importance of gaining merit. Other subjects were regarded as secondary. At the wat schools, young boysgirls were not allowed to study in these institutionswere taught to read and to write Khmer, and they were instructed in the rudiments of Buddhism.

    No one knows for certain how long people have lived in what is now Cambodia, as studies of its prehistory are undeveloped. A carbon-l4 dating from a cave in northwestern Cambodia suggests that people using stone tools lived in the cave as early as 4000 bc, and rice has been grown on Cambodian soil since well before the 1st century ad. The first Cambodians likely arrived long before either of these dates. They probably migrated from the north, although nothing is known about their language or their way of life. By the beginning of the 1st century ad, Chinese traders began to report the existence of inland and coastal kingdoms in Cambodia. These kingdoms already owed much to Indian culture, which provided alphabets, art forms, architectural styles, religions (Hinduism and Buddhism), and a stratified class system. Local beliefs that stressed the importance of ancestral spirits coexisted with the Indian religions and remain powerful today. Cambodia's modem-day culture has its roots in the 1st to 6th centuries in a state referred to as Funan, known as the oldest Indianized state in Southeast Asia. It is from this period that evolved Cambodia's language, part of the Mon-Khmer family, which contains elements of Sanskrit, its ancient religion of Hinduism and Buddhism. Historians have noted, for example, that Cambodians can be distinguished from their neighbors by their clothing - checkered scarves known as Kramas are worn instead of straw hats.
