Cambodian PM tells U.N. to think again
Hun Sen was himself once a member of the Khmer Rouge but left before it seized power PHNOM PENH, Cambodia Cambodia's prime minister has called on the United Nations to reconsider its withdrawal from talks on bringing former Khmer Rouge leaders to trial, urging the world body not to "fall into the wrong path again" with the country's former rulers. Hun Sen told reporters Monday that Cambodia could wait "two or three more months" for the United Nations to change its mind, but said his government would not wait indefinitely. "I think it is not yet [too] late for the U.N. to change the decision," he said. In his first comments on the U.N. withdrawal from negotiations, Hun Sen reprimanded the organization for once recognizing the Khmer Rouge as the country's legitimate rulers. Despite being evicted from Phnom Penh in 1979 by a Vietnamese invasion force, the Khmer Rouge and their allies held Cambodia's seat at the United Nations well into the 1980s.

History: Little is known of the early history of Cambodia, although there is evidence of habitation in parts of the country as far back as 4000BC. It is also known that Chinese and Indian traders exchanged goods with people living on the coasts of present-day Cambodia and Vietnam in the early AD centuries. According to Chinese chroniclers, a kingdom known as ‘Funan’ flourished between AD300–600. A dynasty founded by the prince Jayavarman – possibly descended from the rulers of Funan – ruled from settlements in the eastern part of the country between around AD790 and the 11th century. Cambodian power spread westwards during this period into parts of Thailand. The succeeding dynasty, which ruled throughout the 12th and early-13th centuries, was based at the famous temple complex of Angkor Wat. Under King Suryavarman, the Cambodians extended their influence still further into southern Vietnam and northern Thailand. However, from 1220 onwards, Angkor came under concerted military pressure from the Chinese to the north and the newly emergent kingdoms of northern Thailand. By the end of the 15th century, Angkor had been abandoned and fell into ruin. It has remained unoccupied ever since, with the exception of a brief period during the early-16th century. From then until the establishment of the French protectorate, Cambodia was in thrall to its more powerful Thai and Vietnamese neighbours.

Web posted at: 10:07 p.m. EDT (0207 GMT) SIEM REAP, Cambodia (CNN) Hun Sen, the apparent front-runner in last Sunday's parliamentary balloting in Cambodia, claimed Thursday to have received the blessing of King Norodom Sihanouk for creating a three-party coalition government with two of his bitter rivals. But opposition parties, who claim the election was fraught with fraud, continued to react coolly to any talk of power sharing. Though King Sihanouk is largely a figurehead, his popularity among Cambodians and the fact that one of Hun Sen's chief rivals is the king's son, Prince Norodom Ranariddh would make his endorsement a coup for Hun Sen. While making no explicit statement of support for the proposed coalition, the king did allow himself to be photographed with Hun Sen outside his palace Thursday.

Cambodia Table of Contents Hun Sen's April 1987 proposal for a talk with Sihanouk was resurrected in August when the prince sent a message to Hun Sen through the Palestine Liberation Organization's ambassador in Pyongyang. Sihanouk was hopeful that his encounter with Hun Sen would lead to another UN-sponsored Geneva conference on Indochina, which, he believed, would assure a political settlement that would allow Vietnam and the Soviet Union to save face. Such a conference, Sihanouk maintained, should include the UN secretary general, representatives of the five permanent members of the UN Security Council, Laos, Vietnam, and the four Cambodian factions. He also suggested the inclusion of ASEAN countries, members of the defunct International Control Commission (India, Canada, and Poland), and other concerned parties. Sihanouk was clearly in the spotlight at this point. It was possible that his personal diplomacy would stir suspicion among his coalition partners, as well as among Chinese and ASEAN leaders. It was also possible that he might strike a deal with Phnom Penh and Hanoi and exclude the Khmer Rouge faction and its patron, China. Mindful of such potential misgivings, Sihanouk went to great lengths to clarify his own stand. He said that he would not accept any "high position" in the illegal PRK regime, that he would disclose fully the minutes of his talks with Hun Sen, and that he would not waver from his commitment to a "neutral and noncommunist" Cambodia free of Vietnamese troops.

Web posted at: 4:40 p.m. EST (2140 GMT) PHNOM PENH, Cambodia (CNN) Prime Minister Hun Sen made an about-face and said Friday that the architects of Cambodia's "killing fields" of two decades ago must stand trial for crimes against humanity. Hun Sen had come under fire since he said four days ago that it was not in the country's interest to try Khieu Samphan and Nuon Chea inner circle members of Khmer Rouge leader Pol Pot, whose 1975-79 revolution killed an estimated 1.7 million people. Pol Pot died early last year, reportedly from a heart failure. But the prime minister reversed his stance in the statement issued Friday, claiming his support of a trial had never wavered. "A court must be set up on the advice of national and international lawyers who are currently conducting their work," Hun Sen said. "I am one among many people who support an investigation into the genocidal regime of Pol Pot, which must be punished."

    PHNOM PENH, Cambodia The owner of an independent Cambodian radio station has been charged with inciting this week's anti-Thai riots in Phnom Penh. The mob violence has plunged Cambodia into a diplomatic crisis with Thailand, with Bangkok closing its border with its eastern neighbor, downgrading ties and suspending economic cooperation. This week's furore in the capital was apparently in response to a Thai actress's purported remarks that Cambodia's Angkor Wat temples actually belong to Bangkok. The popular star, Suwanan Kongying, has denied making the comments about Cambodia's national icon.

    Web posted at: 1:50 a.m. EST (0650 GMT) PHNOM PENH, Cambodia (CNN) Cambodian King Norodom Sihanouk said Monday he would be willing to give up his royal and constitutional immunity to appear before any court created to judge the Khmer Rouge and he would accept any prison sentence given him. "I am ready to appear before a tribunal (Cambodian or international) responsible for judging the Khmer Rouge and their real or supposed accomplices," the constitutional monarch said in a statement from his residence in Beijing. King Sihanouk briefly served as head of state during the Khmer Rouge's bloody revolutionary regime in the 1970s.

Art for Sale (benefits KEAP) The Khmer-Buddhist Education Assistance Project (KEAP) was founded in 1988 to assist Cambodian Buddhist temple communities following the near-destruction of Buddhism in Cambodia during the 1970s. KEAP assists with educational and learning needs while also promoting research on Buddhism and its social impact in Cambodia. We initially worked with the Buddhist wats (temple-monasteries) in the Khmer refugee camps along the Thai-Cambodian border. In 1992, with the repatriation of the refugees under a UN-sponsored peace plan, KEAP has worked inside Cambodia. Our main, ongoing activity has been distribution of Buddhist, cultural, and community development-oriented printed and taped materials to temples in Cambodia as a basis for re-opening temple libraries and community learning centers. From its home base in Crestone, Colorado (USA) and field office in Siemreap in the Kingdom of Cambodia, KEAP is a "Friends of Buddhism in Cambodia" organization, serving as a bridge between Buddhist and non-Buddhist donors abroad and struggling Buddhist educational groups and initiatives in need of support in Cambodia. In this manner, KEAP seeks to help promote a meaningful culture of peace, Khmer/ Buddhist self-esteem, and social renewal for a people and society devastated by decades of war, genocide, and social upheaval.

    SIEM REAP, Cambodia The tides of war that have swept Cambodia during the past two decades have left its best-known temples and monuments virtually untouched. Nearly 200 temples are scattered across Siem Reap province, at the northern end of the great Tonle Sap Lake, site of the capital of the Khmer empire whose rule once extended to large areas in modern day Vietnam, Laos and Thailand. Though many of the region's temples are centuries older and several are more beautifully decorated, the most famous by far is Angkor Wat A stone walkway leads to the main temple of Angkor Wat. This monumental structure, built in the first part of the 12th century for the worship of Hindu deities and the glory of King Suryavarman II, has become the universally accepted symbol of the Cambodian nation. The five towers of its central building only three are visible if you look at it head-on provide the motif for the flags of all four political groups now contending for control of the country. This status as national symbol has undoubtedly helped protect Angkor Wat, though Vietnamese soldiers are blamed for bullet holes that have shattered the breasts of a few of the graceful celestial dancers known as Apsarases carved on its walls.

    Web posted at: 1:10 p.m. EDT (1310 GMT) PHNOM PENH, Cambodia (CNN) The Cambodian capital was calm Saturday on the eve of a parliamentary election which international observers have described as the next best thing to "free and fair" polling. On Sunday, about 5,4 million registered voters will be able to cast ballots for candidates competing for the 122 seats in the National Assembly. The turnout is expected to be high, though many Cambodians feel less secure than when the United Nations organized elections in 1993, under the watchful eyes of 20,000 peacekeepers. Prince Norodom Ranariddh's royalist FUNCINPEC party won that vote, but Hun Sen forced his way into a co-premiership by threatening civil war. And last July, he used tanks and troops to depose Ranariddh in fierce fighting in the capital. Factoid: Cambodian election in short:
    • At stake are 122 National Assembly seats.
