State Laws
The right to a public education in California is a fundamental right fully guaranteed and protected by the California Constitution. Recognizing the central role that education plays in our society, the California Legislature has enacted numerous laws designed to promote equality in educational opportunities and to safeguard students against discriminatory practices in public schools providing educational services.
For example, public school teachers are prohibited from giving instruction, and school districts are prohibited from sponsoring any activity which adversely reflects upon persons because of their race, sex, color, creed, handicap, national origin, or ancestry. Instructional material used in public schools must not include matter which is discriminatory on the basis of race, sex, color, creed, handicap, national origin or ancestry. Scholarships, loans and grants must be awarded in a nondiscriminatory manner. Discrimination based upon sex is also prohibited in athletic programs provided by public schools or supported by public funds.

The Bureau for Private Postsecondary and Vocational Education part of the California Department of Consumer Affairs works to protect students attending privately operated postsecondary educational institutions.
These schools contribute to California's economy, providing educational options for younger students, and increasingly catering to older students looking to advance or change their careers. The Bureau regulates approximately 1,800 schools serving an estimated 400,000 students.
The Bureau establishes educational standards that are intended to serve as the minimum standard for instructional quality and institutional stability for private postsecondary schools in California. The Bureau responds to student complaints and oversees a fund designed to help reimburse a student's tuition if a school closes unexpectedly. The Bureau is also responsible for approving education and training programs for veterans.

Lipton Gonzalez, for example, is a biology professor's dream. In high school he scored the maximum "5" on the advanced placement tests in biology and calculus. Now a college sophomore, he has a 3.9 grade point average and is working on a research project on how coronary bypass surgery affects platelet and neutrophil levels in the blood. But he could not afford a four-year college. Instead, he lives at home and attends the Kendall campus of Miami-Dade Community College, which charges only $471 per semester for tuition. Two-thirds of Kendall's 20,000 students are Hispanic. "Sometimes people rag on us because we go to a community college," says Lipton, who was born in Cuba. But now he and several dozen classmates are getting the chance to prove themselves by attending free courses and carrying out research with professors at the nearby University of Miami, which also pays them stipends, covers their community college tuition, and, if they do well, invites them to complete their junior and senior years at the university tuition-free. "I'm doing things that I've never tried before and I really like it," says first-year student Tatiana Ferreiro, who is learning to use new stable isotope techniques to study how the intrusion of saltwater affects photosynthesis rates and the broader health of freshwater plants in Florida. "The only way you can really learn about science is to experience it yourself." Betty Blanco, who is sequencing DNA to learn about genetic variation among small Florida mammals that are environmentally threatened, says, "I consider this a pathway to what I want to do next."

Introduction The welfare reform package passed by Congress and signed by President Clinton in August of 1996 represents the largest single change in federal welfare provisions since the "Great Society" years of the Lyndon Johnson administration. Taking direct aim at assumptions of entitlement in assistance programs, these reforms disqualify populations from eligibility, set time limits on participation, require states to transition recipients into employment, and change the rules for a host of special programs. The provisions of this bill are many and complex; their impact can be expected to reverberate in state, county, and city governments - and in California's public schools as well. Vocational education is always fighting for its very existence, even in the best of times, says Darlene Gilles. California Healing Arts College was founded in 1988 by Dr. Paul Schwinghamer, a chiropractor and educator, devoted to the field of massage therapy. The College is accessible from the Fremont BART Station via AC Transit. The campus setting consists of two buildings with a total of 34,500 square feet of classroom and administrative space.
