California's Commission on Teacher Credentialing (CTC) has slammed the door on the American Board for the Certification of Teacher Excellence (ABCTE) program that purports to fully certify teacher candidates who manage to pass a set of tests. What was apparently intended as a quiet, low-key informational presentation to introduce a teacher "certification-by-testing" scheme backfired on ABCTE's Kathleen Madigan after more than 20 people spoke in opposition to the adoption of ABCTE's Passport to Teaching test as a route to state licensure. opposition from leading national education organizations including NEA

ABCTE made a similar presentation to the Texas Senate Education Committee, but no action was taken as a result. However, Texas State Teachers Association (TSTA) leaders and its allies in opposing the ABCTE program will carefully monitor developments there. The State Board for Educator Certification has already allowed other testing-only routes to state licensure despite the objections of TSTA and other education organizations.

    Certification Requirements and Information Sheet Below is a list of requirements you must meet to obtain a multiple subject (elementary school) or single subject (high school) teaching credential in California.
  • Must have a bachelor's (or higher) degree from a regionally accredited college or university; Passage of the California Basic Educational Skills Test (CBEST); Demonstration of knowledge of the subject you want to teach (by examination or an approved program of coursework) Completion of a character identification clearance through a state and federal fingerprint check; Completion of a state-approved Teacher Preparation Program. This program must include coursework in teaching methodology, child/human development, and related subjects. It must also include a supervised fieldwork component.
  • While there are no "shortcuts" to obtaining a teaching credential there are Pre-intern and Intern programs that provide paid employment as a teacher while completing the program. Intern programs are designed to meet the shortage of teachers in specific areas which generally are: math, science, special education, English, bilingual and elementary teachers. If you are interested in day-to-day substitute teaching, the basic requirements are a bachelor's degree and passage of the CBEST. You may apply for the 30-Day Substitute Permit directly to the California Commission on Teacher Credentialing. This permit will allow you to substitute in any school district in California that is in need of substitute teachers. It is good for one year and allows you to sub all year long in any classroom (but for no longer than 30 days for the same classroom teacher).

  • Request an NBPTS application or call 1-800-22-TEACH . Applications for the 2000-2001 administration of National Board Certification are available starting May 1, 2000 at no charge. The assessment fee for the 2000-2001 school year is $2,300.
    Complete the application and send it with a nonrefundable check for $300 payable to:

    NBPTS will mail you the portfolio materials once they have received both your application and the $300 nonrefundable payment. After the December 31, 2000 deadline, no applications for 2000-2001 will be accepted.
