Information for Out of State Teachers
California's credential for service in a self-contained classroom (elementary and middle school) is the Multiple Subject Teaching Credential. The credential for service in departmentalized classes (junior high, middle and high school) is the Single Subject Teaching Credential. There are three steps to becoming a fully credentialed teacher in California. Below is an outline of the steps involved. Each step requires an application, fee and verification of requirements. Your fingerprint cards must be submitted for clearance with your first credential application. Step 1: Two Year Preliminary Credential

Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

‘Fast Track’ Teacher-Certification Efforts Are Examined
By Debra Viadero Montreal A new study looking at “fast track” teacher-certification programs in four states highlights some of the trade-offs states face as they seek quicker ways to stem teacher shortages and get qualified teachers into classrooms. The study, produced by researchers at Harvard University’s graduate school of education, examines alternative-route programs for certifying teachers in California, Connecticut, Louisiana, and Massachusetts. Researchers presented some of their findings from the project here last week at the annual meeting of the American Educational Research Association. The Washington-based AERA’s April 11-15 gathering drew more than 12,000 researchers from the United States and 52 other countries. Such certification programs now operate in at least 46 states as an alternative to traditional, university-based programs for preparing teachers. But the idea of alternative routes covers a wide range of approaches, not all of which are considered fast-track. The gamut includes, for instance, homegrown programs run by districts, condensed university programs for career-switchers, stand-alone state-run programs, and private efforts such as Teach for America, which recruits high-achieving college graduates for teaching stints in hard-to-staff schools. Susan Moore Johnson, the lead researcher on the Harvard project, said the fast-track programs her research group studied attracted prospective teachers because they offered quick, convenient training—usually no more than five to eight weeks over the summer—and because they charged low or no tuition.

    Texas Center for Educational Research, Austin, TX For more than a decade, alternative certification has become increasingly available as a route to teacher certification. In Texas, for example, nearly a third of the 87 teacher training institutions offer alternative certification, either as an option within the teacher preparation program or as the entire program. Education service agencies (ESAs) have become increasingly involved in teacher certification. Of the 28 Texas alternative certification programs (ACPs), 13representing nearly halfare located in ESAs ("State Board for Educator Certification," 1999). The Demand for Alternative Teacher Certification Subject areas such as math and science have suffered from teacher shortages for the past two decades (Darling-Hammond, Hudson and Kirby, 1989). Although there were many able scientists and mathematicians interested in teaching, they were "unable to smoothly enter the field" (Dill, 1994). Similarly, the field of special education has also been faced with teacher shortages because of the influx of special needs students in schools. This shortage has prompted educators to explore alternative means of preparing certified and qualified special education teachers (Rosenberg and Rock, 1994). Another issue impacting teacher supply and demand is the decline in the number of minorities entering teaching fields (Stoddart and Floden, 1995). It is projected that by 2020 about 40 percent of the K-12 school population will be minority students, with little hope for the percentage of minority teachers to parallel this figure (Pallas, Natriello, and McDill, 1989; Zeichner, 1993). The importance of teachers as role modelsespecially teachers from students' own cultural grouphas long been recognized; thus, this shortage is viewed as a major detriment to the education of minority students (Middleton, Mason, Stilwell and Parker, 1988).

    Washington, DC The Administration and the Congress of the United States are being called upon again to respond to the growing need for more and better teachers. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor. While none of these issues warrants the degree of hand wringing the news of them has generated, they do point to some serious problems in this country regarding how teachers are trained, licensed, recruited and hired. I have been asked by you to address the issue of alternative teacher certification routes and the benefits of these programs in bringing quality individuals into the teaching profession. Let me begin by providing some history of how alternative teacher certification came to be. Historically, colleges of education have been the primary source of elementary and secondary school teachers. The traditional route by which one became a teacher was to complete a teacher education program at a college or university that had been approved by the state licensing authority. School districts then recruited directly from the institutions within their states that produced teachers who had gone through such state- approved programs.

    Y oga for People with Cancer is a three-part certification program designed to train experienced Yoga teachers to work safely with people with cancer at any stage of illness. The goal of this program is to enable Yoga teachers to adapt traditional Yoga practices to meet the physiological and psychological needs of people with cancer and to communicate effectively with medical personnel. At the completion of the program, Yoga teachers will be qualified to design and implement wellness/stress management-based classes for people with cancer. P art 1 is a seven-day residential program that provides a research-based conceptual framework for adapting Yoga practices to the special needs of people with cancer.     The Role of State Certification These findings lead to the conclusion that family involvement was not a high priority in state certification.     Kristen has been practicing yoga and meditation for 10 years and in June of 2001 she received her Certification as a Meditation Instructor from the Temple of Kriya Yoga in Chicago. Her Yoga and Meditation class focuses on meditation, mantra and healing pranayama done in partnership with yoga asanas to help focus the mind, strengthen the body and releive stress. As a visual artist Kristen uses her skills to create meditations and visualizations that are enveloping, soothing and therapeutic.

    Melanie received her yoga teacher certification from the White Lotus foundation in Santa Barbara, California. She has wanted to share the benefits of yoga with others since she began practicing 5 years ago. She became a yoga teacher in August 2001. She teaches Hatha Yoga and the White Lotus Flow Series for beginners and advanced beginner students. Dee Davis
    Dee Davis, RYT, is a registered yoga teacher in Hatha, Prenatal and Child Yoga. She is certified to teach pelvic health through the Women’s Health Foundation as well as Resist-a-ball Yoga. She is also certified by Indigo Yoga for Children and has completed two levels of Radiant Child Yoga. She has attended workshops in various yoga disciplines, including ashtanga, anusara and vini yoga. Dee currently teaches Hatha, prenatal yoga, mommy and baby, children, and teen yoga classes in studios across Chicago. Her classes encourage students to become in tune with their bodies, while they strengthen, align, and most important, have fun.
