AND LIFE-LONG LEARNING Thursday, May 13, 1999 2175 Rayburn House Office Building Washington, DC The Administration and the Congress of the United States are being called upon again to respond to the growing need for more and better teachers. According to the latest teacher supply and demand projections, the nation will need to hire 2.2 million people to teach who are not currently teaching in the nation's elementary and secondary schools in the next decade. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor.

INTRODUCTION What officially began in the early 1980s as ways to ward off projected shortages of teachers, alternative routes to teacher certification have become major players in the production of highly qualified teachers. We at the National Center for Education Information (NCEI) have been polling state departments of education annually since 1983 regarding alternatives to the traditional approved college of education program route for licensing teachers. We have not only found a rapid development of alternative routes at the state level, but an explosion of individual providers of alternate route programs within each state. In addition, a consensus of the essential characteristics of an alternative teacher certification program has evolved. In 2005, 47 states, plus the District of Columbia, report 122 alternative routes to teacher certification being implemented by 619 providers of individual programs around the country. Based on data submitted by the states, NCEI estimates that more than 250,000 persons have been licensed through alternative routes to teacher certification programs since the mid-1980s, with most of the growth occurring in the last decade. Approximately 35,000 individuals are entering teaching through alternative teacher certification routes each year.

Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements.

Teacher shortages and public discussion about the quality of teacher education have been catalysts for the implementation of alternative routes to teacher certification for several states. Alternative certification is defined by specific state programs. While it is too early to know the results of such programs, evaluation questions can be framed. WHAT IS ALTERNATIVE CERTIFICATION FOR TEACHERS? Teacher certification, in general, is a process designed to ensure that individuals who enter teaching meet minimum standards for competence (Koff, Florio, and Cronin, 1976). These minimum standards for initial entry are set by each state; the National Association of State Directors of Teacher Education and Certification produces a manual containing these certification requirements. Typically, these requirements include specific numbers of undergraduate credit hours from institutions of higher education in subject matter (such as math and English), in professional studies (such as child development and teaching methods), and in student teaching. Universities and colleges "certify" that their graduates have met these minimum credit hour standards as part of the state teacher licensure process. In some states, certificates are issued at graduation; in others, certificates are issued after a probationary teaching period.

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. In addition to measuring the quality of teacher practice, teacher assessment also serves to further the dialogue about what is considered good teaching practice. ASDS is involved in teacher assessment projects that are making use of new methodologies to document teacher knowledge and skill, both for formal certification and for teacher support and improvement. These include projects that address a specific need for a targeted group of teachers (e.g., certifying teachers to teach English language learners, helping beginning teachers improve their practice) as well as projects that are targeted at improving teacher quality in different academic areas (e.g., science and arts). TEACHER CERTIFICATION PROGRAMS VIA DISTANCE LEARNING Many colleges and Universities offer K-12, teacher certification programs at a distance. Shown below are the links, point-of-contact information, and brief descriptions for the programs identified so far. When available, more will be added to this list, and some will appear in the DANTES External Degree Catalog. The list appears below in alphabetical order. We do not endorse one program over the other. Research carefully, giving consideration to cost, program length, academic and professional requirements, and how/when any on-campus courses or practice teaching may be accomplished. Critical Reminder : Most of these programs tend to be very state-specific and may even be limited to state residents. Also, teacher certification or licensure is controlled by the state in which the teacher plans to teach. "Teacher Certification Reconsidered: Stumbling for Quality."
Teacher Certification Isn't Working
October 18, 2001 - The Abell Foundation just released "Teacher Certification Reconsidered: Stumbling for Quality." It argues that Maryland's teacher certification requirements should be loosened or eliminated because there is no credible evidence that they ensure quality. We agree. There is simply no good evidence that teacher certification produces demonstrable gains in student achievement. In fact, much of the research is embarrassingly deficient. A February 2001 report by the University of Washington Center for the Study of Teaching and Policy agrees: "There is no research that directly assesses what teachers learn in their pedagogical preparation and then evaluates the relationship of that pedagogical knowledge to student learning or teacher behavior." Taking the opposite view is the National Commission on Teaching and America's Future (NCTAF) led by Professor Linda Darling-Hammond. The Commission has been urging the states to adopt expanded certification requirements. Professor Darling-Hammond called the Abell Foundation's report a "stunning exercise in misrepresentation."
