The expenditure of public funds for K–12 education has a long tradition in the United States. While the United States Constitution does not make any federal provisions for public education, every state’s constitution guarantees some level of free public schooling for its citizens. Each state governs its own public education system and decides how to pay for it. The amount of money spent on schools is certainly a factor in the quality of the education students receive. Of even greater importance is the way funds are spent. To understand school finance, then, it is important to know how much money is available, how it is spent, and who controls those decisions. Where the money comes from
Historically, local property taxes have been the major source of funding for public schools. Typically, the property tax rate was set by the local school board, other local officials, or directly by citizens. This local control led to dramatic differences in school funding, usually depending on the relative property wealth of the surrounding community. During the 1970s and 1980s, the courts in many states ruled that these wealth-related differences in school support needed to be eradicated. They called on state governments to come up with new ways to fund public schools more equitably.

The four initiatives
The Serrano decision Proposition 13 In 1979, the Gann Limit or Proposition 4 was passed. The Gann Limit allowed government spending to grow at a rate no faster than inflation and the change in population. However, all that Gann accomplished was to constrain government spending to an ever decreasing percentage of personal income. By 1988, K-12 education supporters were frustrated and placed Proposition 98 After understanding how the major initiatives have formed California school finance, one is left wondering how the decisions are made by state leaders regarding funding allocations and how a school district decides how it will spend its funds.
Revenue Allocations
Proposition 98 sets the minimum levels of funding that must be provided to each district. But each year state leaders can spend above the minimum levels if they choose. The state leaders also create special purpose revenues or categorical programs to serve specific groups of students. The state also decides how federal funds will be passed on to the districts. A typical district in the state of California receives the majority of its revenue from its revenue limit or local property taxes and state aid. This averages about 80% of the operating revenues. An average of 11% is from state categorical programs, 2% from federal programs, and the remaining 7% from local sources for rentals, leases, and donations. (Edsource, 2003.)

Executive Summary
This report was prepared by a committee of the California Interagency Working Group on Indoor Air Quality (CIWG-IAQ). Its goal was to evaluate the current status and critical needs of California schools’ facilities with respect to indoor environmental quality (IEQ). The report presents a review of available information and a set of recommendations and proposals aimed at policy-makers and public school administrators for initiating corrective change and developing measures to prevent IEQ problems in California schools. There is evidence that many schools in California have serious IEQ problems, which are causing health concerns in students and staff, reducing teaching and learning effectiveness, and draining resources away from the schools’ core functions. Notably, in a recent U.S. General Accounting Office assessment of the nation’s school facilities, California was ranked
