Haar, EPI President Hardly a week goes by without another article encouraging parental involvement in education accompanied by a poll showing the benefits of having parents active in their child's education. Busy parents have long been engaged in volunteer work within classrooms, extra-curricular activities, on school playgrounds, and at home. Today, however, parents who are contributing more time and money feel like they are resources to be tapped rather than major stakeholders in the system. Parents are turning to traditional parent-teacher groups for help. The question is: What kind of help can they expect? The century old National Congress of Parents and Teachers (PTA), has been a long-time proponent of parental involvement. The PTA has local affiliates in slightly over one-fifth of the K-12 schools in the United States. In Florida, about 26 percent of the schools have PTAs. However, all is not well with the PTA. At the PTA's national convention in Kansas City, Missouri, last June, most states reported no membership increases, while many states reported membership losses. Some states, like Indiana, have seen significant dropout rates. In 1994, the Indiana PTA lost 3,384 members and at least 9,000 members quit in 1996. In my opinion, there are several reasons for this decline.

No group of citizens has a closer view of these problems or a more immediate stake in addressing them than the parents of the country's 48 million schoolchildren. Here and there, parents have won minor battles to influence curricula or oust mediocre school-board members. But as individuals, parents are no match for the forces that favor the status quo. The mission of the PTA has always been to "work on behalf of the best interests of all children on issues that affect their health, education, and welfare" and "to encourage parent involvement." With almost seven million members, the PTA offers great potential for promoting parental involvement in the educational welfare of children. But in the 1990s, that mission requires of the PTA something it has been unwilling to do: demand accountability for performance and spending at every level of the educational system. Local Control Decades ago, parents had significant influence over their neighborhood schools. Over the years, however, school districts consolidated, teachers and administrators came to see themselves as credentialed professionals, and state laws standardized educational practices and curricula. Today, many parents are less likely to get involved in their children's educational environment. Nevertheless, the impetus for reform will have to come from parents active at the grass roots.

The rise in influence of public-school foundations comes as hundreds of teachers statewide face losing their jobs, districts spend more money on skyrocketing insurance costs, and state aid fails to keep up with the cost of services for growing numbers of special education students and English-language learners. "It's great for the districts that have private support," said Lindie Nall, whose child attends a West Des Moines school. "That doesn't mean we have equal education opportunity - because poor students won't get that support. I would clearly pay more taxes. That's why we're in Iowa - for priority-one education." Amanda Schwieger, 18, of Williams attends high school in the Northeast Hamilton school district, where school officials formed a foundation in January. Will joining benefit my kindergartner? A: Groups where parents and teachers work to improve the life of a school go by several names. The most familiar is PTA, (Parent Teacher Association), a national organization with chapters that pay dues and receive benefits in return. About 25 percent of parent-teacher groups are affiliated with the National PTA. PTO means Parent Teacher Organization, a generic term to describe groups independent of the PTA. Sometimes the groups are known as PTC (Parent Teacher Council) or HSA (Home School Association). Tim Sullivan, a school administrator who founded PTO Today, an organization offering guidance to the remaining 75 percent of teacher-parent organizations, says "reams of research show a strong correlation between a high-achieving school and an active parent-teacher group. So, Mom, sign up and find a suitable role, no matter what the group calls itself. Even if you can only find an hour per semester, you'll be sending a powerful message to your kindergartner that school is a priority for our family."
