By Carol Lynn Mithers When Robina Suwol, forty, dropped off her sons at Sherman Oaks Elementary School, in Los Angeles, on March 30, 1998, she noticed a man spraying something along the side of the building. He must be cleaning, she thought absently as she opened the car door for Banden, then ten, and Nicholas, then six. As the boys got out, mist from the spray wet their heads and faces. “Yuck!” said Nicholas, “This tastes terrible!” “What tastes terrible?” wondered Suwol, but with a line of impatient parents behind her at the curb, there was no time to find out. The more she thought about what had happened, however, the more anxious she became. The man had been wearing a hazardous-materials suit. If what he was spraying was so dangerous that he needed protection, why was it being used around kids? She called the school office, and was directed to the L.A. Unified School District’s maintenance department.

Issues at stake
Several major issues were at stake in the decision, which was among the most contentious of all of the Supreme Court's cases this term. Among the areas this decision will touch are:
Education : The ruling will impact the discussion of funding for public schools, which was a contentious issue during the 2000 campaign. Proponents of vouchers argue that the government should spend its money in the most productive educational environments regardless of religious affiliation; opponents argue that government funds should remain in public, secular school settings.
Church-State Separation : Strict church-state separationists oppose all school voucher programs because they feel that such programs give students incentives to attend religious schools, in violation of the establishment clause of the Constitution. Supporters of vouchers counter that the programs provide students with a wider range of choicesincluding both religious and secular schoolsso that they can receive the best education possible.
Faith-Based Initiative : The Court's ruling will likely impact the larger debate about President Bush's faith-based initiative , in that whether government money is allowed to fund religious education may fuel the arguments of either those who do not want government grants to fund faith-based organizations, or those who do.

  • Candidates are almost never hired without first visiting a school. While there is no typical school interview process, many schools schedule the following for visiting candidates: a meeting with the head of school, the department head, and/or one or more senior administrators; interviews with teachers; and teaching a demonstration lesson for 30-45 minutes. Some schools try to hold all the interview components in a single day, while others prefer to spread the process over two or more visits. Certain high schools will also include a student participation component where students meet with and help evaluate a prospective teacher.

College/University Students and Recent Graduates If I am a recent college graduate, what are my chances of being hired?
  • California Independent, Private, and Charter schools generally prefer to hire experienced educators or candidates with teaching-related experience. Examples of this would be experience as a camp counselor, tutor, Big Brother or Sister, etc. In elementary schools, novice teachers usually start as Assistants or Associates, working with a lead teacher. What's Wrong with School Vouchers?

In recent years, the national debate over vouchers has gathered momentum. It became an important issue in the 1996 presidential campaign. Voucher bills are now on the agenda in Congress and in at least thirty state legislatures, despite past rejections in Oregon (1990), Colorado (1992), and California (1993), and a ruling last May by the Ohio District Court of Appeals declaring a program offering vouchers to poor families in Cleveland to send their children to religious schools unconstitutional, a violation of church/state/ separation. In January, a Wisconsin state court judge struck down Milwaukee's voucher program for parochial school students. The U. S. Supreme Court has not yet ruled on the constitutionality of tax-funded vouchers for religious schools, but the issue is sure to come up. [Five years after Rabinove wrote his commentary, the U. S. Supreme Court ruled that taxes could be used to fund vouchers to send children to parochial schools. However, I do not believe this issue is closed. In the future, someone of one religion will again challege the use of his or her taxes to indoctrinate children in another religion. In the meantime, by permitting government funds to flow to parochial schools, the Supreme Court did not prevent government controls from following those funds.]

Rethinking the Federal Role in California Schools: Proposals for Reform The Federal Role Only recently has the state adopted rigorous academic standards for its public school students. Since 1996, California has spent billions on class-size reduction. Nevertheless, a recent state-sponsored study finds that students in smaller classes are not necessarily learning a great deal more. Because of the costs associated with cutting class size, schools are often forced to sacrifice other programs such as libraries, music, and special education. Class-size reduction also exacerbates an already serious problem, making it even more difficult for low-performing districts to find quality instructors. The report concludes that more state dollars should be spent on ensuring good teaching, not smaller classes. Other problems abound. After identifying the problems, the briefing addresses how to improve current programs and critiques reforms now being debated in Washington, D.C. The Federal Government and the CDE : An Ineffective Alliance Nationwide, the federal government contributes between seven and 10 percent annually of all education revenues. Overall, according to another Pacific Research Institute briefing, California will receive just under $4.4 billion in federal education funds for the current fiscal year.

David Stirling, vice president of Pacific Legal Foundation www.pacificlegal.org writes a regular column, “Those in Power Over Us,” in California Political Review. The recent Supreme Court decision holding constitutional Cleveland’s use of taxpayer- funded vouchers at private and parochial schools is touted in glowing terms by most conservative commentators. “The most important civil-rights case in almost 50 years,” declares one. “One of the most significant political decisions ever made by the Court,” comments another, adding that the “decision will do more to rescue a deteriorating educational system than any other act to come from Washington, D.C.,” in 25 years. And I agree with both assessments. Indeed, recognizing the forces in conflict within the public education arena, I am heartened that vouchers, as a concept, were preserved by the High Court as a viable alternative in the ongoing public education debate.

A Message from the California Association of Private School Organizations (CAPSO) Private schools are partners in the education of the public. California's private schools currently educate 600,000 students representing nearly 10% of the state's total K-12 enrollment. One out of every five K-12 schools in California is a private school. Private schools provide students with knowledge, skills and values that are essential for productive and responsible participation in a democratic society. Graduates of California's private schools make significant contributions to every aspect of life in the state, often distinguishing themselves for their social, cultural, economic, scientific, academic, legal, religious and political achievements and leadership. Whatever their particular orientation, California's private schools uphold and promote the values of public participation and service to community.. Private schools are diverse and pluralistic. American private education reflects the diversity that is a hallmark of our country's strength, freedom and creativity. Private schools span the ideological gamut, from Society of Friends (Quaker) schools to military academies, include parochial schools associated with multiple faiths and denominations, and feature an array of non-sectarian schools with differing philosophies of education, visions and missions. What is now the Fresno Diocese was once a very sparsely populated desert and forest land that was one portion of the vast Diocese of Guadalajara comprising some two-thirds of the total area of Mexico. In 1769, all of Upper and Lower California were added to it.
The first Diocesan records are kept with the arrival of Blessed Junipero Serra, a Franciscan Missionary, and his companions. Guadalajara becomes an archdiocese, with a suffragan diocese, Sonora. This includes the Mexican States of Sonora, Sinola, and Upper and Lower California. Mexico wins its independence from Spain. Rome erects the Diocese of Monterey to embrace the entire State of California. The first Bishop of the Diocese is a Spanish Dominican, Rev. Joseph Sadoc Alemany. He had become a naturalized American citizen. The Archdiocese of San Francisco is erected. The Diocese of Monterey receives its first bishop, Most Rev. Thaddeus Amat. Bishop Amat renames his jurisdiction as the Diocese of Monterey and Los Angeles. The Episcopal See moves to Los Angeles. Our Lady of Mercy Church in Merced is established.

Last year alone, proposals to use government vouchers to support private education were entertained in at least 21 state legislatures, and there were high-profile referendums in Michigan and California, major federal appeals court decisions in Ohio and Florida, and a significant U.S. Supreme Court ruling. And although vouchers were overwhelmingly rejected in the state referendums and rebuffed in the federal appeals court decisions, the push continues. Time noted on December 25 that 2000 closed with "a rough few weeks for supporters of school vouchers," but said that "the unusual pro-voucher coalition of inner-city parents, Catholic clerics and deep-pocketed entrepreneurs vows to fight on." Perhaps most importantly, the U.S. Supreme Court may too be moving toward permitting vouchers, even for openly religious private schools.

During a round-table interview with reporters from five Texas newspapers, Bush declined to go into detail on his personal views of the origin of life. But he said students should learn about both theories, Knight Ridder Newspapers reported. DEAR MR. PRESIDENT: SHUT YOUR YAP! Who the devil cares if some people believe that “Intelligent Design” is the “correct” interpretation for the massive amount of fossil and anthropological evidence showing how human beings evolved? If it were up to you Mr. President and the right wing idiotarians who are pushing this “theory” humans would still believe that the earth was the center of the universe and that stars were fixed in the sky in a series of crystal spheres. That’s what the overwhelming majority of people believed as recently as 500 years ago. The damage you and the idiotarians are doing to the minds of our young people is unconscionable. And it’s got to stop. So take your idiotic theory and shove it where the sun don’t shine and leave science to the rationalists. We’ll leave faith based issues to experts like you.
