Jerry McKinney The faculty of the Department of Military Science are highly qualified and experienced professional U.S. Army officers selected for their instructor qualifications and academic background. Each officer is a graduate of at least two required Army schools in their respective fields in addition to an advanced course program. Each officer also attends the School of Cadet Command, which is the Army's training school for ROTC professors. Students find departmental faculty helpful in guiding them through their academic experience as well as helping them pursue career goals.
The Program
The Army ROTC Program develops the mental and physical qualifications of students in preparation for positions of leadership within the military and civilian communities. Its instruction is challenging, professional, and enjoyable, and it complements all major areas of study. The course of study offered in military science is designed not only to prepare the student for service as a commissioned officer in the United States Army, Army Reserves, or National Guard, but also to provide him/her with knowledge and practical experience in leadership and management that will be useful in any facet of society.

William Surles "Bill" McArthur, Jr., ( Colonel, USA, Ret.)
NASA Astronaut PERSONAL DATA: EDUCATION: Graduated from Red Springs High School, Red Springs, North Carolina, in 1969; received a bachelor of science degree in applied science and engineering from the United States Military Academy, West Point, New York, in 1973, and a master of science degree in aerospace engineering from the Georgia Institute of Technology in 1983. ORGANIZATIONS: SPECIAL HONORS: EXPERIENCE: McArthur retired from the Army in 2001. A Master Army Aviator, he has logged over 4500 flight hours in 39 different air/spacecraft. NASA EXPERIENCE: McArthur was assigned to NASA at the Johnson Space Center in August 1987 as a Space Shuttle vehicle integration test engineer. Duties involved engineering liaison for launch and landing operations of the Space Shuttle. He was actively involved in the integrated test of the flight control system for each Orbiter for its return to flight and was a member of the Emergency Escape and Rescue Working Group. Selected by NASA in January 1990, McArthur became an astronaut in July 1991. Since then, McArthur has held various assignments within the Astronaut Office including: working issues relating to the solid rocket booster, redesigned solid rocket motor, and the advanced solid rocket motor. He served as Chief of the Astronaut Office Flight Support Branch, supervising astronaut support of the Mission Control Center, prelaunch Space Shuttle processing, and launch and landing operations. McArthur also served as Director of Operations, Russia, overseeing training activities for astronauts in Star City. A veteran of three space flights, McArthur has logged 35 days, 2 hours, 25 minutes and 10 seconds in space, including 13 hours and 16 minutes of EVA time in two space walks. McArthur served on the Expedition-10 backup crew. He is assigned as Commander of the Expedition-12 crew.

Regimental Commander, 223d Infantry Regiment (Combat Arms)
The idea of an "Officer Candidate School" (OCS) being established at Camp San Luis Obispo in the summer of 1950 was merely that, an idea. However, because of the need for junior officers in the California Army National Guard, Major General Curtis D. O’Sullivan, then Commanding General of the 49th Infantry Division, conceived a program to establish such an academy within the State of California, outside the exiting Army Program located at Fort Benning, Georgia. The newly created State OCS program graduated its first class in 1951.
Soldiers who entered the program became "Cadets" (later on becoming Officer Candidates or OC’s for short in the 1990’s) came from the Army National Guard and the Army Reserve. During the next 10 years, OCS came under close scrutiny from Active Component officers from Fort Benning, but proved highly successful and began to expand its format. The Program of Instruction was provided by the US Army Infantry School, ensuring the training was conducted to the same standard as taught at Fort Benning. Emphasis was placed on the very best instruction available. As the academy grew in size and importance, facilities for academic training became necessary. In 1961, OCS training officially came under the newly created California Military Academy (CMA) with its home at Camp San Luis Obispo. For the next 35 years, the term "CMA" would be synonymous with OCS.

Governor Arnold Schwarzenegger today announced the appointment of Major General Thomas Eres as adjutant general of the State Military Forces for the State of California. "General Eres has demonstrated leadership and accomplishment throughout his years of service to the state and the nation; He is well qualified to lead the largest and most tasked National Guard force in the United States," said Governor Schwarzenegger. "During this period when our National Guard is facing extraordinary challenges both at home and abroad, I have every confidence in General Eres to maintain the high standards and traditions of the institution." In his most recent position, General Eres focused his efforts as a lecturer with the National Interagency Civil-Military Institute (NICI), presenting Executive Courses on WMD and Counter Terrorism issues involving use of the military in support of Civil Authority. He has participated in symposiums addressing international law, business diplomacy, intelligence, homeland security and terrorism. His focus includes the interrelationship of intrastate, interstate, national and international entities dealing with post September 11, 2001 realities of public safety. "I am honored that Governor Schwarzenegger has entrusted me with the command of the more than 22,000 men and women serving in the California Army and Air National Guard," said General Eres. "Like them, I am ready to serve and will ensure the finest state of readiness and response attainable."

Who is eligible to apply?
All candidates applying for a nomination from my office must be a U.S. citizen and legal resident of the 16th Congressional District of California. They must be at least 17 years old and not yet 23 on July 1st of the year of admission. They also must not be married, pregnant, nor have a legal obligation to support a dependent. Entrance requirements
Candidates are evaluated in the areas of academics, leadership, and physical aptitude, and must meet certain medical standards. Candidates must receive a Congressional nomination to be considered for an appointment to any of the service academies. Nominations Members of Congress are authorized to grant Congressional nominations to candidates residing in the district they represent. Others authorized to nominate candidates include the Vice President and our two U.S. Senators, Dianne Feinstein and Barbara Boxer. Candidates should apply for nominations at the same time they apply to the service academy.
