Study: California's Public Schools Lag Behind Almost All Other States
RAND Researchers Do Find Some Upsides
POSTED: 8:28 am PST January 4, 2005 UPDATED: 8:41 am PST January 4, 2005 LOS ANGELES California's public school system, once the envy of the nation, lags behind school systems in nearly every other state in virtually every respect, according to a newly released study. The state's school system falls short according to almost every objective measurement student achievement, funding, teacher qualifications and school facilities, according to a new RAND Corporation analysis. The study funded by the William and Flora Hewlett Foundation chronicles how the state's K-12 school system has fallen from its status as a national leader 30 years ago to its current ranking near the bottom in nearly every objective category. But there were some upsides, according to RAND researchers. These included significant improvement in student math achievement in recent years and funding increases for school construction and repair.

    Overall Program Goals:
    The goal of the Advanced HVAC Systems for
    • The next generation of California K-12 classrooms, resulting from Prop 47 and local bond funding, are more comfortable, healthier and more energy efficient.
    • Teachers have better control over the IEQ and thermal comfort of their classrooms.
    • Students and teachers are sick less, more comfortable, and perform better.
    • School districts spend less on energy costs and are able to spend more on books, computers, and salaries.
    PIER Goals:
    This program meets the PIER Goal of Improving the Energy Cost/Value of California's Electricity by accelerating the introduction of more efficient and reliable equipment and methods to heat, cool, and ventilate K-12 school classrooms. More than 20% of California's school districts have year-round programs, and more than 20% of students attend schools year-round. Reduction in energy demand produced by this program will reduce California's peak demand for electricity in all seasons.
    Program Objectives:
    The objectives of this Program are to successfully develop and introduce thermal displacement ventilation to California K-12 schools and to investigate the health and energy performance impacts of UVC lights on coils and drain pans in K-12 schools. Specific performance measures for each of these objectives are:
