A Rand Corp study reveals that California's K-12 education system lags behind the rest of the country on pretty much every objective measure. On academic measures the state that once led the country in public education now leads only Louisiana and Mississippi... now that's something to be proud of... "woo-hoo, we beat Louisiana and Mississippi" (how much you wanna bet that most CA students cannot even spell either of those state names?) It's really stunning to see how little $45 billion a year buys you these days, almost half of California's budget, 43% to be exact is spent on public education and that's not even getting into the massive bond measures that have been floated in recent years to pay for public school infrastructure. Putting these kids through school and getting them into college is not only a priority, it's vital to the economic future of the State. Not only do we require an educated work force, people who are not qualified for well paying jobs consume more public services than those who are well employed. Therefore, not only do we need to generate the tax revenues through growing the economy, we need to minimize the public services expenditures from those that didn't get the education we paid for. And when I look at how much I pay in property taxes every year, well it just plain out pisses me off. Wonder what the schools are like in Colorado?

Q: What is the CA K-12 High Speed Network (HSN)? The mission of the California K-12 High Speed Network is to enable educators, students and staff across the state to have access to a reliable high speed network which has the capacity to deliver high quality online resources to support teaching and learning and promote academic achievement.
Q: Who owns the network? A: In September 2004, the Imperial County Office of Education, the Mendocino and Butte County Offices of Education, and School Services of California, Inc were selected to oversee state funding for K-12 high speed networking services. For the 2004-05 school year, the consortium contracted with the Corporation for Education Networking Initiatives in California (CENIC) to provide K-12 networking services. CENIC operates the existing K-12 network (formerly known as the Digital CA Project).

Drawing on a wide range of professional experience, software, and data, Proximity helps clients to more effectively use mapping, GIS, and related visual analyses in planning and decisionmaking applications. This section presents an overview of how geographic information systems (GIS) and mapping can be used to visually examine and analyze characteristics of schools and school districts in the State of California. Boundary files used to display these maps were developed by Proximity using the Census Bureau TIGER/Line files. The school and school district statistical data have been derived from the National Center for Education Statistics (NCES) (CCD) 1998-99 data files. The CCD data files provide data on all public schools and school districts in the US based on data reported by schools, districts, and states. CCD data used here were collected New York school districts by the California Department of Education. Proximity address-matched the school level file and added latitude-longitude coordinates to each school record (this process has been applied to all of the Nation's 94,000 public schools by Proximity). Use of the latitude-longitude coordinate enables the mapping software to superimpose the school locations on the maps.

January 3, 2005 RAND Report Shows California Schools Lag Behind Other States On Almost Every Objective Measurement California's public school system lags behind most of the nation on almost every objective measurement of student achievement, funding, teacher qualifications and school facilities, according to a new RAND Corporation analysis that is the first comprehensive examination of measurable dimensions of the state's education system. The study issued today chronicles how the state's K-12 school system has fallen from a national leader 30 years ago to its current ranking near the bottom in nearly every objective category. It was funded by the William and Flora Hewlett Foundation, which is working to build support for improving California schools. While the assessment of California schools is generally negative, researchers also note several positive trends, including significant improvement in student math achievement in recent years, and funding increases for school construction and repair. "A lot of people have expressed concern about the state of K-12 education in California," said Stephen Carroll, a RAND senior economist and lead author of the report. "We found that those concerns are well placed. California schools are lagging behind most other states and these findings suggest policymakers need to make major changes in order to repair the problems. Despite some improvements, the state has a long way to go to reclaim its standing as a national leader in K-12 education."

New York - June 21, 2004 - BrainPOP, the leading producer of animated educational movies for grades K-12, today announced that it has contracted with the Northern California Media and Technology Consortia (NCMTC) to provide its service of Flash-based online movies to K-12 schools in the consortia's member counties. The nine County Offices of Education (COEs) comprising NCMTC include Alameda, Calaveras, Contra Costa, Marin, Mendocino, San Francisco, San Mateo, and Solano. "Working with BrainPOP was easy and it's obvious that they have an educational heart. We are excited to offer BrainPOP to all of the contracting schools within the counties that are served," said Rovina Salinas, the co-chair of NCMTC and the learning resource supervisor for the Contra Costa COE. The student population for the NCMTC region is approximately 740,000. According to BrainPOP Chairman and CEO Avraham Kadar, M.D., "We are thrilled to work with NCMTC and extend significantly the relationship we started with some of these counties a few years ago. BrainPOP content is aligned with California standards and is becoming a key resource in these classrooms. This arrangement also demonstrates our ability to implement BrainPOP in the largest districts and counties across the nation."
