Families qualifying for CalWORKs; SSI/SSP recipients; certain low income families, pregnant women; and low income children. Some recipients may hold dual eligibility for both Medi-Cal and Medicare. Not just the underclass on welfare, California study shows
The study is unusual in that it focuses on families, rather than individuals, and on the proportion of family income that comes from the public coffers, an approach the researchers hope will help the legislature and governor in redesigning the state's welfare programs to comply with federal changes. Unless the Clinton administration proposes new federal regulations, the new federal law gives states considerable flexibility in redesigning their welfare programs. "Using families as the reference unit maintains a consistent definition across welfare programs and, more important, considers the income, resources and work activities of all family members together. This approach, in our judgment, more truly reflects the living conditions of welfare participants," the authors wrote. Funded by the San Francisco-based Public Policy Institute of California, the study was released Feb. 11 in Sacramento where MaCurdy and O'Brien-Strain answered questions from state legislators, their aides and welfare agency officials. MaCurdy is a Stanford professor of economics and a senior fellow at the Hoover Institution. O'Brien-Strain is a doctoral student in economics here and a researcher on the staff of the policy institute. The study challenged some popular perceptions of welfare families. Most AFDC families do not include a woman who was ever a teenage mother. Nearly 60 percent of the heads of welfare families completed high school and many had some college education.

(March 14, 2001) - Health Net of California, one of the largest health plans in the state, and Family HealthCare Network have partnered to help improve access to medical care for the medical group's Tulare County patients. Through a unique grant program, Health Net provided $125,000 to Family HealthCare Network to purchase, maintain, and staff two vans to expand the medical group's patient-outreach efforts. "Family HealthCare Network has told us that many patients are unable to keep their appointments because they lack reliable transportation," said David Meadows, Health Net vice president of California Health Programs, which oversees the company's Medi-Cal and Healthy Families products. "Through our grant, we are helping eliminate a significant barrier to quality medical care in Tulare County."     Program Scope
    Human sexuality studies provides students with knowledge about the processes and variations in: sexual functions and reproduction; intimate relationships; sexual and gender role development and behavior; and the social, cultural, historical and moral contexts of sex and love. This interdisciplinary field relies primarily on faculty from the Colleges of Behavioral and Social Sciences, Health and Human Services, Humanities, and Science, who serve as advisers to students wishing information or assistance in making curricular choices. Students can use the Minor in Human Sexuality Studies to complement their majors. The program provides an opportunity to gain basic knowledge; develop an awareness of attitudes; and to acquire skills for counseling, teaching, and conducting research. The Minor in Lesbian, Gay, Bisexual, and Transgender Studies intends to delineate and analyze meanings that have been associated with homosexuality in various artistic, biological, cultural, educational, ethical, historical, and literary contexts; and examine the related issues of mixed-gender and cross-gender roles and practices.
