Definitions: Some Perceived Differences Between Learning Support Centers and Developmental Education Because learning support and learning assistance centers are associated with the term "learning assistance," and because learning assistance is sometimes used as a synonym for "developmental education," the following quotations are offered to help make a distinction between a campus center (by whatever name it is labeled) and developmental education courses. "Second, a counseling approach is vital to success. By this is meant that the student is accepted as he is. He is welcomed with warmth and he is not judged. He relates to the learning assistance center staff in a collaborative manner to establish reasonable goals. Again this appears to be a simple approach, but it is frequently overlooked and it takes constant monitoring to maintain this attitude.
A California Postsecondary Education Commission report published as PROMISES TO KEEP: REMEDIAL EDUCATION IN CALIFORNIA'S PUBLIC COLLEGES AND UNIVERSITIES, Commission Report #83-2, January 1983, stated that "Although such centers originally sprang from campus counseling in order to serve special-admission students, today they [learning assistance centers] are independent entities whose purpose is the development of academic skills for all students."

Professional Development Systems:
A Simplified Framework with State Examples
Comprehensive professional development systems for early care and education personnel are accessible and based on a clearly articulated framework; include a continuum of training and ongoing supports; define pathways that are tied to licensure, leading to qualifications and credentials; and address the needs of individual, adult learners. Enhancing a spirit of life-long learning is one goal of any professional development system; similar to this goal, a professional development system itself is never a finished product and should continually evolve and be refined to best meet the needs of the population it serves. Within professional development systems are several interconnected components. These components fall under five broad elements: 1) Funding; 2) Core Knowledge; 3) Qualifications and Credentials; 4) Quality Assurances; and 5) Access and Outreach. The E d ucational Services Branch of the Ventura County Superintendent of Schools Office provides direct services to students and our customer school districts. We provide services to students where the County Office is the most appropriate agency to operate specialized student programs and coordinate countywide special student events. Programs such as Special Education, Court and Community School and the Regional Occupational Program are assigned to this section of the organization. The Educational Services Branch also provides a broad array of training, support and resources for professional educators, staff and officials throughout the county. This b ranch is uniquely situated to link districts with State legal requirements and educational goals, identify emerging educational needs, and develop and disseminate sound and responsive educational practices and programs. In addition to the departments coordinated by the Educational Services Branch, Educational Services is responsible for the following on-going VCSSO Sponsored activities: Educational Services Areas of Focus ACADEMIC DECATHLON The Academic Decathlon is a unique opportunity for high school students in Ventura County to compete against like teams of students countywide. The top Ventura County team participates in the statewide Academic Decathlon competition. A California team then participates in the United States Academic Decathlon which is the premier scholastic competition for students in America from both public and private high schools. The Academic Decathlon consists of ten academic events. The mission of the United States Academic Decathlon is to promote and recognize learning and achievement by emphasizing the value of academic excellence for all students. The Ventura County Superintendent of Schools Office inaugurated the first Ventura County Academic Decathlon in 1982 and has continued to coordinate this competition on an annual basis. Moorpark High School won the Academic Decathlon National Championship in 1999
