School Fiscal Services Division Subject: Notice of the First Apportionment for the Instructional Time and Staff Development Reform Program, Fiscal Year 2002-03 This apportionment, in the amount of $41,428,796, has been made from funds provided by Section 1(a)(1)(A) of Assembly Bill 3011 (Chapter 101, Statutes of 2002). These funds shall be allocated and expended consistent with the provisions of the 2001-02 Budget Act, i.e., Item 6110-112-0001 of the 2001 Budget Act (Chapter 106, Statutes of 2001). June 21, 2005 Dear County Superintendents of Schools, Auditors, and Treasurers: NOTICE OF THE SECOND APPORTIONMENT FOR THE
INSTRUCTIONAL TIME AND STAFF DEVELOPMENT REFORM PROGRAM
FISCAL YEAR 2004-05 This apportionment, in the amount of $100,964,224, is made from funds provided by Item 6110-112-0001 of the Budget Act of 2004 (Chapter 208, Statutes of 2004) in support of the Instructional Time and Staff Development Reform Program (California Education Code sections 44579 through 44579.4). The intent of this program is to enhance staff development opportunities and to increase the number of school days in a school year by providing funding to local educational agencies (LEAs) to conduct staff development activities on days that are in addition to a 180-day instructional school year. Staff development includes teaching strategies, classroom management, and other training designed to improve pupil performance, conflict resolution, intolerance and hatred prevention, and academic content in the core curriculum areas that are provided by the LEA. Funding is calculated at $306.50 per certificated employee attending staff development training on a non-instructional day for up to three days. LEAs may also receive $158.92 per classified classroom instructional aide and certificated teaching assistant for one day per employee. Upon receipt of this apportionment, LEAs that participated during fiscal year 2003-04 will have received 75 percent of their fiscal year 2003-04 final claim less funds overpaid. The balance owed for 2004-05 will be paid after the final claims for 2004-05 are certified on June 30, 2005. At that time, LEAs participating for the first time in fiscal year 2004-05 will receive funds in one payment.

  • Provides information and advocates for staff development to a variety of state-wide educational institutions such as the Academic Senate, Faculty Association of California Community Colleges (FACCC) and Community College League of California (CCLC). Advises the California Community Colleges Chancellor's Office with regard to the development and interpretation of state regulations and required reports. Shares staff development resources on how to start and maintain effective staff development programs and dealing with specific problems and situations. Provides training opportunities for staff development officers and their institutions. Provides a variety of publications including a Contact Directory, listing all the staff development officers in California and a speaker resource publication which lists available speakers for on campus programs. Organizes state and regional conferences as well as mini conferences to address current issues and trends in staff development. Registration fees are discounted for 4C/SD members.
