General Requirements To enter a bachelor’s degree program, an applicant must have a high school diploma or credits from approved college up to a maximum of 135 units. To enter any of the graduate programs at the California Institute for Human Science, an applicant must have completed a bachelor's degree in a field of study related to the curricula of one of the Institute's graduate degree programs. To enter a doctoral program, the applicant must have completed a master's degree or equivalent in an academic area of study appropriate to the Ph.D. degree program to be undertaken. When deemed necessary, the applicant will be required to take validating examinations or preparatory work. You are here: Education Studies Education Index 2003 SUMMARY OF THE ISSUE There are different ways to calculate the amount of money spent on education in California. More important is whether tax dollars going to education are being spent efficiently and effectively. ASSESSMENT Inflation-adjusted total education spending per pupil has gone up significantly over the past decade, but too many education dollars are wasted on state programs that have no record of success. RECOMMENDATION PROPOSITION 98 VERSUS TOTAL SPENDING Education spending is an input , not an output . That is, spending is a measurement of what goes into the educational process, not what results from it. With its accountability reforms of recent years, the Legislature has recognized the importance of focusing on outcomes. Thus, the state should continue to be concerned more with how its students perform rather than on how state spending compares with other states. [italics in original] The sad reality, unfortunately, is that education spending in California has been structured in such a way as to ensure systematic waste and ineffectiveness.

It concludes with a set of practical policy recommendations designed to increase student achievement. The following is a summary of the analyses, data, and conclusions. STANDARDIZED TESTS:
STANFORD-9 AND THE CALIFORNIA STANDARDS TEST Second-grade reading scores were at the 52nd percentile, from 39th in 1997. The fourth-grade reading score was 50, compared to 40 in 1997. The eighth-grade reading score was 48, up from 44 in 1997. Second-grade math scores were at the 62nd percentile, compared to 43rd in 1997. The fourth-grade math score was 58, from 39 in 1997. The eighth-grade math score was 52, up from 45 in 1997.

    General Education and Intersegmental General Education Transfer Curriculum (IGETC)
    The Intersegmental General Education Transfer Curriculum (IGETC) is a series of courses prospective transfer students attending California community colleges may complete at the community college to satisfy the lower division breadth/general education requirements at both the University of California and the California State University. Students have the option of completing the IGETC (as described in the chart below) or the specific lower division breadth/general education requirements of the school or college at the campus they plan to attend. The IGETC must be completed prior to transfer. The University has an agreement with each California community college that specifies which of its courses may be applied to each category of the IGETC. All courses must be completed with a grade of C or better. Courses are listed on the ASSIST website.

Criteria for Evaluating Ballot Propositions
  • Who are the real sponsors and opponents of the measure? Investigate the names of groups with which you are not familiar.
  • Does the measure deal with one issue which can easily be decided by a "yes" or "no"? Or is it a complex issue which should be thoroughly examined in the legislative arena?
  • Is it written well? Are there conflicts in the measure that may require court resolution or interpretation? Is it "good government" or will it cause more problems than it will resolve?
  • If the measure amends the Constitution, consider whether it really belongs in the Constitution. Amending the Constitution is cumbersome and costly and requires a vote of the people. Would a statute accomplish the same purpose?
  • Does the measure create its own revenue source? Does it earmark, restrict, or obligate a specific percentage of General Fund revenues? Consider the effect on the overall flexibility of the budget.

A History of Black Americans in California: EDUCATION While the convention's primary objective was repeal of the law that deprived Black people of the right to testimony, education was also recognized as a key issue. Many delegates considered education to be the vehicle for change. Convention delegates spoke of education as "a quality, a means to dignify men, to enable them to command respect of their fellows and increase their intelligence and wealth." [ An education committee was created at the Second Convention, held at the same location in Sacramento, December 9-12, 1856. The education committee did much to secure educational opportunities for Black youth. A statewide committee of Black men selected by the Second Convention's general assembly spearheaded the campaign to repeal the 1852 law that barred Black children from the common schools. [ ] Concurrently, it assisted parent groups trying to secure admission to their local common schools, and as an interim measure, it established private schools to provide immediate instruction.
