Sep 19 Sacramento SEARCH SacUnion.com Print Email Comments Study: California Will Need More Water in 25 years By Don Thompson, The Associated Press Published: July 27, 2005 The nonprofit Public Policy Institute of California plotted future use from current water consumption, population growth estimates and demographic projections in the study released Wednesday. Fourteen million more people will each be using 232 gallons each day by 2030, at the current pace. But the institute says conservation, water planning and recycling can help meet the demand as the West struggles with continuous water shortages. The institute found that a 2001 state law is working well, requiring that housing developers demonstrate in advance that they have lined up enough water for new residents before they start building homes. Yet one-sixth of large municipal water utilities failed to submit water plans when last required five years ago, and other plans lacked adequate supply and demand projections. A Senate-approved bill pending in the Assembly would increase reporting requirements. California already has made strides in cutting indoor water use with more stringent plumbing codes and requiring water-efficient appliances.

One reason for the low reimbursements for physician services in California may be that some of its cities and suburbs, particularly in the San Francisco Bay area, have many more physicians than needed. That's a possible implication of a San Francisco health policy group's new report, which says that California has roughly the number of practicing physicians it needs to care for its population, but because of wide variances in physician concentration from urban to rural areas, a few parts of the state have way too many physicians, while other parts have too few. The report itself does not discuss the price impact of the apparent physician glut in the San Francisco area. In The Practice of Medicine in California: A Profile of the Physician Workforce, the Center for the Health Professions at the University of California San Francisco (UCSF) paints a very different picture of California one of adequate or slightly more than adequate physician sup ply in many populous areas than the one of developing shortages in selected specialties in the nation as a whole that appears from tracking the physician market around the country (e.g., see article p. 11).

Surrounded by rich agriculture and mountains, Bakersfield is a fast-growing metropolitan area recently voted an All-America City. The city has a rich history of Country and Western music, white water rafting, and mountain sports. CSUB, a safe and friendly campus of 7,900, has a new library and small classes. The Intensive English Language Center (IELC) prepares the student with the skills needed for study in American universities.

The Intensive English Language Center (IELC), located on the campus of California State University, Bakersfield, is an intensive American English language program designed to prepare undergraduate and graduate students for successful academic study in the United States. The non-credit program offers courses in reading, writing, listening, and speaking, including pronunciation. In addition, classes are also offered in grammar, American Culture, vocabulary, academic study skills, including TOEFL preparation. I-20's are issued for study in the program. IELC, also, welcomes persons who want to improve their English for professional or personal reasons. High school graduates with two years of English language study are eligible to apply for the program. Four sessions are offered throughout the year with 23 hours of instruction per week.

Executive Summary One of the most important tools for historic preservation in California is the State Historical Building Code, legislated in order to facilitate the rehabilitation and adaptive reuse of historic buildings while preserving original archaic materials, historic interiors and unique design elements. As stated in the legislation which set up this program: "It is the purpose of this part to provide alternative building regulations and building standards for the rehabilitation, preservation, restoration (including related reconstruction), or relocation of buildings or structures designated as historic buildings. Such alternative building standards and building regulations are intended to facilitate the restoration or change of occupancy so as to preserve their original or restored architectural elements and features, to encourage energy conservation and a cost-effective approach to preservation, and to provide for the safety of the building occupants." The SHBC is an alternative code. It was adopted first as a discretionary code in 1976, but subsequently became mandatory throughout the State in 1985. It consists of a set of principles and guidelines dealing with different building code issues fire safety, access compliance, seismic strengthening, materials conservation, etc. which is performance-oriented rather than prescriptive. The SHBC allows building officials to exercise discretionary judgment and flexibility in making code decisions on a case-by-case basis; these decisions set precedent for other like cases and help to reconcile the dual goals to protect public safety and maximize the retention of historic building fabric.
