The Colorado River is a vital link in sustaining the economy of Southern California water for irrigation, water for cities and hydroelectric power for both. Today it supplies about 65 percent and by the turn of the century, still as much as 55 percent of the total water used south of the Tehachapi Mountains, from the Pacific Ocean to the river. Most of the agricultural use is in the southeastern part of the state north and south of the Salton Sea, along the river near Blythe and across the river from Yuma, Arizona. This area supplies the nation with a large part of its winter fruits and vegetables and many other farm products more than $1 billion worth every year. Urban use of the Colorado is primarily on Southern California's coastal plain from Ventura County to the Mexican border and inland as far as Riverside and San Bernardino counties. In addition to the large cities of Los Angeles, San Diego and Riverside, some 135 others depend on the Colorado for at least part of their water supply. In addition, the metropolitan region receives about 3 billion killowatt-hours a year of electricity from the hydroelectric generating stations on the river.

Updated Summary Chart of Local Public Financing Laws Now Available The Center for Governmental Studies (CGS) has just released an updated, comprehensive series of charts outlining public financing laws in cities and counties across the nation. These charts are a part of the CGS series, " Public Financing in American Elections ," a multi-year comparative research project on the effectiveness of public financing laws adopted in local jurisdictions in the United States. Currently twelve cities and counties have public financing laws. Tucson, Arizona has the oldest such law, adopted in 1985. In May 2005, Portland, Oregon became the most recent city to enact a public financing law and the first in the country to adopt a full public financing program, which means that the city government provides all of the financial resources necessary for qualified local candidates to run for public office. Mission Statement The California Institute for Peruvian Studies realizes that by the combined effort of concerned individuals it is possible to make a difference in stemming the losses being sustained to Peru¢Â€Â™s patrimony due to increased urban and suburban development, agricultural expansion, vandalism, and other forces so commonly felt throughout the globe. To accomplish its Mission the California Institute for California Studies sends short-term teams to its designated study areas: 1) the south-central coastal region of Peru, and 2) the Trujillo area on the north coast, to undertake archaeological site surveys and excavations. All research is done under a permit from the Peruvian government and with the participation of both Peruvian and non-Peruvian volunteers working together.

U.S. Water News Online SACRAMENTO California's thirst for water will jump by 40 percent over the next 25 years at current rates, with much of the water going for landscaping in the hot, dry inland valleys that will see the bulk of the population growth, a new study warns. The nonprofit Public Policy Institute of California plotted future use from current water consumption, population growth estimates and demographic projections in the study. Fourteen million more people will each be using 232 gallons each day by 2030, at the current pace. But the institute says conservation, water planning and recycling can help meet the demand as the West struggles with continuous water shortages. The institute found that a 2001 state law is working well, requiring that housing developers demonstrate in advance that they have lined up enough water for new residents before they start building homes. Yet one-sixth of large municipal water utilities failed to submit water plans when last required five years ago, and other plans lacked adequate supply and demand projections. A Senate-approved bill pending in the Assembly would increase reporting requirements. California already has made strides in cutting indoor water use with more stringent plumbing codes and requiring water-efficient appliances.

LACK OF NEEDLE EXCHANGE PROGRAMS MAY HAVE PERMITTED 10,000 PREVENTABLE HIV INFECTIONS IN THE U.S, SAYS UCSF STUDY
Needle exchange programs could have prevented nearly 10,000 HIV infections among injecting drug users, their sex partners and their children in the United States since 1987, according to a University of California San Francisco study published in the March 1 issue of the medical journal The Lancet Expanding the Lancet study data, the authors reported today (March 3) specific data for 16 of the largest cities in the United States, estimating that the number of preventable infections range from 2,308 in New York City to 14 in Gary, Ind., for 1987-95. Treatment costs related to these infection rates are calculated at $128,417,120 for New York City and $778,960 for Gary. Estimates of preventable HIV infection for other U.S. cities are Atlanta, 186; Baltimore, 499; Boston, 182; Chicago, 561; Dallas, 39; Detroit, 152; Houston, 260; Los Angeles, 95; Miami, 297; Newark, NJ, 397; Philadelphia, 641; San Juan, PR, 315; Seattle, 48; and Washington, DC, 646. If needle exchange programs (NEPs) were established now, study co-authors say an additional 11,300 HIV infections could be prevented in the United States by the year 2000.
