Established in 1957, Cal State Hayward is a comprehensive university with a wide range of disciplines being taught to more than 13,000 students each semester. Immigration and California Communities By William A.V. Clark February 1999 A recent media headline during the governor's race in California in 1998 — "What a Difference Four Years Makes" — drew attention to the lack of any debate on the immigration issue. In 1994, in contrast, immigration was at the heart of gubernatorial debates in California. But has anything changed, especially at the local level? Are immigration's impacts different in 1998? A detailed analysis of communities where there has been large-scale immigration suggests that, while voter attention may not be directed to immigrant issues, immigration outcomes at the local level require even more political attention.
  • About four million new immigrants (including Immigration Reform and Control Act (IRCA) immigrants) were counted in California in the last decade or so. Forty-one percent of all immigrants to California settle in Los Angeles, another 9 percent in Orange County. More than 16,000 immigrants settled in one zip code in Burbank, a suburban city in the San Fernando Valley of Los Angeles, and more than 25,000 new immigrants settled in two zip codes in San Francisco. Hispanic foreign-born women with less than a ninth grade education average about 4.6 births in California. In Santa Cruz and Santa Barbara counties, foreign-born Mexican teenagers account for more than 40 percent of all teenage births.

Study: California will need 40 percent more water in 25 years
By Don Thompson ASSOCIATED PRESS 4:46 p.m. July 26, 2005 The nonpartisan, nonprofit Public Policy Institute of California plotted future use from current water consumption, population growth estimates and demographic projections. Fourteen million more people will each be using 232 gallons each day by 2030, at the current pace. But the institute says conservation, water planning and recycling can help meet the demand as the West struggles with continuous water shortages. The institute found that a 2001 state law is working well, requiring that housing developers demonstrate in advance that they have lined up enough water for new residents before they start building homes. Yet one-sixth of large municipal water utilities failed to submit water plans when last required five years ago, and other plans lacked adequate supply and demand projections. A Senate-approved bill pending in the Assembly would increase reporting requirements. California already has made strides in cutting indoor water use with more stringent plumbing codes and requiring water-efficient appliances.

Students pursuing this minor draw upon the strengths of many departments offering courses on the various dimensions of California, including Anthropology, American Studies, Humanities, History, American Indian Studies, Asian American Studies, English, Geography, Hospitality Management, La Raza Studies, Black Studies, Political Science, Biology, Meteorology, and Geology. Core courses are required to obtain the minor, with additional elective courses to be chosen by the student. On the political front, John Wildermuth, the San Francisco Chronicle’s respected political writer, recently described a sea change in California politics. “Driven by demographic, cultural and political shifts,” Wildermuth writes, “a rift is growing between California’s coast and its interior, replacing the north-south split that has defined state politics for more than 150 years.”
National Public Radio sees a “New California” being created from demographic shifts. NPR focused on the effect of “reverse migration” from the coast into the Central Valley. “In the next 40 years,” NPR reported, “experts foresee a California with 24 million more residents populating cities where now they see only farmland and foothills ... California is not an idea moving west, but an idea moving east.”
According to the Public Policy Institute of California the Central Valley's population is increasing at a torrid pace, surpassing every other major region of the state. Over the years, this trend will dramatically alter the state's social and political landscape…For the first time since the Gold Rush, more than half of Californians live outside the Bay Area and Los Angeles.
