We began offering programs off campus in the 1970s, and have continued to grow as technology has advanced and as the need for off campus instruction has increased. The Designated Subjects Credential program and the Master of Arts degree have been offered off-campus since 1976. We started offering the entire baccalaureate degree in distant locations in 1994, and currently offer the BS degree at 35 sites. The Master of Science in Emergency Services Administration has been offered at distant sites since 1998, and is now located in two Northern California cities and two in Southern California in addition to the on-campus programs.

Taxing S.F. mayor could learn from California governor

Gov. Schwarzenegger has spent the last year attempting to transform California from an economic pariah to a pro-business competitor. To jump-start economic activity, he has set out to unburden businesses from heavy taxes and regulations. The governor has made it clear that the state's No. 1 goal is to become more business friendly. Major cities, however, have yet to get the message. Consider, for example, San Francisco. In his first year in office, Mayor Gavin Newsom had to tackle a $300 million budget shortfall with an economy that has remained stagnant at best. Although he was forced to make necessary cuts and to re-negotiate labor contracts, Newsom chose to go after businesses to fill in the city's fiscal gap. He did so, in Schwarzenegger-like fashion, by taking it to the people in the form of propositions, the most notable of which is Proposition K on the Nov. 2 ballot. Proposition K would impose a 0.1 percent tax on businesses that take in more than $500,000 a year in gross receipts, a rather inclusive figure. This new tax would be in addition to San Francisco's hefty 1.5 percent payroll tax, one of the highest in the nation. If passed, $17 million is expected for the current fiscal year with $30 million generated annually for the next four years.

EDITORIAL: Time to address the pension problem
How long will it be before the California Legislature or the state's cities and fire districts drum up the courage to demand a rewrite of the gold-plated pension plan that permits public-safety employees to retire at 90 percent of their highest pay after 30 years service? Some relief may come during the next legislative session, as noted in last week's cover story, an update on the pension problem. But the legislation promised by Assemblyman Keith Richman, a Granada Hills Republican, isn't likely to get much of a hearing unless local governments speak up. Mr. Richman says his bill, which would require a constitutional amendment, would set up a 401(k)-type system for all state retirement programs. That would be substantially different from the "defined benefit" system in use today. Under that system's "3 percent at 50" plan, a hypothetical Menlo Park firefighter with 30 years service can retire at age 50 and receive a pension of $86,281 a year until death. Other municipal employees are now eligible to receive 3 percent at 60, or 90 percent of their highest pay at age 60 if they retire, although few if any cities in San Mateo County have adopted this plan. These generous pensions, which far exceed the norm in private industry, have made retired California public employees some of the highest paid in the nation. A study of non-safety (miscellaneous) employee pensions by the state Legislative Analyst's Office compared benefits of California, Texas, Florida, Illinois and Oregon state employees. It shows that California state employees enjoy the highest average annual benefit at each age threshold studied. For example, at age 65, the average state employee in California retires at $46,500; Texas followed at $40,775; Oregon, $29,606; Illinois, $28,913; and Florida, $28,410.

The word, "California Republic" was placed beneath the star and bear. It was adopted by the 1911 State Legislature as the State Flag.
