California study raises doubts about charter schools

Web posted at: 8:34 p.m. EST (0134 GMT) LOS ANGELES (CNN) Problems in measuring student improvement are keeping charter schools from living up to the promise held out by their supporters, according to a California university study released Thursday. Researchers at the University of California, Los Angeles, found that most charter schools don't have ways to measure how much their students have improved. School districts have been unsure how to gauge and hold charter schools accountable for students' academic performance, researchers said. And the schools rarely provide clear outlines of their goals and how performance will be measured, they added. The researchers also said that charter schools have too much control over who they admit and are not required to reflect the racial mix of their districts.

CHIME Charter Elementary Named 'Charter School of the Year'
(NORTHRIDGE, Calif., Jan. 27, 2005) CHIME Charter Elementary School, which has extensive ties to California State University, Northridge, has been named "Charter School of the Year" by the California Charter Schools Association. The award was announced last night at a gala celebration at the Pasadena Civic Auditorium, the culmination of the association's annual statewide conference. "We are pleased to recognize CHIME Charter Elementary School as the Charter School of the Year," said Caprice Young, CEO of the California Charter Schools Association. "CHIME is proving that students from any background can succeed as long as they have a committed teaching staff that is empowered to make a difference for the students they serve." CHIME principal Julie Fabrocini, a part-time education instructor at Cal State Northridge, said teachers, staff, students and parents at the four-year-old school were honored by the award. "All of us at CHIME are so proud of the work we do to make this school accessible to children who are gifted, typically developing and who have disabilities," she said. "As professional educators who base instructional decisions on best practices and research, we are elated to have the community at large join us in celebrating the value of learning for all children."

Will California's charter school teachers soon be unionized?
The California Teacher's Association has their eye on charter school employees With major financial backing from the National Education Association, California’s largest teachers’ union has launched an initiative to organize employees in hundreds of charter schools in the state... For its part, the 2.7 million-member NEA is backing the California effort in the hope that it will yield lessons for union organizers elsewhere. NEA leaders also argue that unionized teachers can play a watchdog role in charter schooling by pushing for greater public accountability, particularly in schools run by for-profit companies... Although Arizona still has more charter schools than any other state, California now has the highest enrollment, with some 170,000 students in charter schools. Some California charter leaders are upbeat about the prospect for productive partnerships with unions, pointing to some places where such relationships have already been forged. Others are deeply suspicious of the 335,000-member CTA’s organizing effort, afraid it will bring to charter schools a rules-oriented mentality that they left regular public schools to escape. Criticism Directed At American Federation Of Teachers
POSTED: 2:44 pm PDT August 18, 2004 UPDATED: 3:54 pm PDT August 18, 2004 LOS ANGELES California charter school supporters contended Wednesday that a highly publicized national report knocking the schools is flawed. Their criticism was directed at the American Federation of Teachers, which released the report concerning charter school student performance on the 2003 National Assessment of Education Progress test. An AFT news release Tuesday stated that nationally, "charter school students mostly underperform and sometimes score about as well as regular public school students." But the California Charter Schools Association maintains that California charter schools actually perform as well or slightly better on student achievement than the state's broader public school system.

Charter school association calls for reform
By BEAU YARBROUGH/Staff Writer State Sen. George Runner, R-Lancaster, said Thursday he would soon propose legislation to strengthen the oversight ability of school districts that authorize charter schools. "We're working with the Secretary of Education's office on a bill ... to strengthen the audit ability county superintendents have when it comes to charter schools," Runner said. Attacking the issues raised by the audit from the other end, officials with the California Charter School Association announced they will introduce legislation to hold authorizing school districts accountable if they don't watch charter schools closely enough. California Charter Academy was never a member of the Los Angeles-based CCSA, which represents about 70 percent of the state's 512 charter schools.

A charter school is an independent public school established and operated under a charter for a fixed period of time. Minnesota was the first state to pass charter legislation in 1991; California followed in 1992. There are now 3,000 charter schools operating nationwide, serving approximately 690,000 students in 40 states plus Washington, D.C. and Puerto Rico ( see box 1
Without sufficient public funding for quality facilities, charter schools face considerable uncertainty and instability as they often begin in temporary space not intended for educational purposes and must deal with the disruption of moves to new locations. One such example is a project in Inglewood that is converting a hospital to a school ( see box 2 ). With the growth in the charter school field including 155 new charter schools in California since 2000 there is clearly a significant need for widely available, reliable capital to finance charter school facilities.

Charter school scam's fallout harms all children
SAN FRANCISCO The San Francisco Chronicle's recent exposure of a scandal-ridden chain of charter schools supposedly overseen by the hapless Fresno, Calif., school district spotlights a problem within the charter movement.
And it creates a problem for a respected charter school unconnected with Fresno's now-notorious Gateway Academy.
The Fresno Gateway lost its charter in January after the Chronicle revealed its $1.3 million in debt, uncredentialed teachers, employees without criminal background checks and falsified attendance records. Allegedly, its 14 satellite schools illegally taught religion, charged tuition and reported bogus students.
San Francisco's Gateway High School is acclaimed for its achievement, especially with learning-disabled students. Now the "good" Gateway must fight the perception of a connection to "that" Gateway. It's an unjust plight.
The "good" Gateway has learned the hard way that the charter movement needs to police itself. Admired Principal Peter Thorp is an influential figure in the charter world with the clout to get this rolling.
Charter schools are public schools that operate largely unshackled by the 12 massive volumes of the California Education Code. They're free to innovate and experiment as traditional public schools can't.

Charter school fight turns nasty

Sentinel staff writer Alianza Charter School attorneys plan to go to court today, hoping to shake the money free and proceed with a lawsuit that could have implications for charter schools statewide. The school plans, in the larger lawsuit, to challenge a district decision to ship Alianza across town this summer. At stake, Alianza backers say, is the right of all California charter schools to pursue innovation and provide school choice, without interference from traditional public schools. "There are a lot of eyes ... on this case," said Gary Larson, spokesman for the Los Angeles-based California Charter Schools Association. But parents and teachers blasted the decision, arguing a cross-town move would lead to a steep drop in enrollment and threaten the K-6 school’s unique Spanish-English language "dual-immersion" program. The school’s charter, renewed by the district last year and valid through 2008, states that "Alianza Charter School will continue to occupy the existing site."
