A 1996 report by the American Federation of Teachers noted with concern that only 17 of 25 states with charter school legislation required that charter schools use the same tests as other public schools to document student learning and called for all states to require that charter schools participate in state accountability systems. According to the report, the absence of comparison data in some states is "highly problematic" because charter schools promise greater accountability for results in exchange for increased autonomy. In contrast, charter school directors in Colorado expressed concern to researchers that state standards and assessments could result in curriculum uniformity and limit charter schools' flexibility to innovate (McLaughlin, Henderson, & Ullah, 1996). Web posted at: 8:34 p.m. EST (0134 GMT) LOS ANGELES (CNN) Problems in measuring student improvement are keeping charter schools from living up to the promise held out by their supporters, according to a California university study released Thursday. Researchers at the University of California, Los Angeles, found that most charter schools don't have ways to measure how much their students have improved. School districts have been unsure how to gauge and hold charter schools accountable for students' academic performance, researchers said. And the schools rarely provide clear outlines of their goals and how performance will be measured, they added. The researchers also said that charter schools have too much control over who they admit and are not required to reflect the racial mix of their districts.

A new report from the California Legislative Analyst's Office (LAO) recommends that the legislature grow and improve the state's charter school movement and address inefficiences in the law. The LAO's specific recommendations include: (1) remove the cap on the number of charter schools that may operate in the state, (2) restructure the charter school categorical block grant, (3) strengthen charter school oversight by permitting school districts to opt out of charter authorizing, allowing for multiple authorizers, and creating safeguards to promote stronger accountability, and (4) modify fee policies by delineating more clearly between facility fees and oversight fees, capping these fees, and eliminating the mandate-claims process for oversight costs.

(Palo Alto, CA)—California’s classroom-based charter schools were 33 percent more likely to meet student performance goals in 2004 than were regular public schools, according to a research report released today by EdSource, an independent nonprofit education research organization. The report also found that nonclassroom-based charter schools (which include independent study and home school support programs) performed significantly worse than classroom-based charter schools and slightly worse than noncharters. “Overall, charter schools are working successfully throughout California, and generally, charters using a classroom-based model are working best of all,” said Brian Edwards, Senior Policy Analyst at EdSource and co-author of the report, How Are California’s Charter Schools Performing? “A charter school can represent an excellent option for many California students, but parents must do their homework before enrolling their children. Parents shouldn’t make a decision based solely on school structure. They should also investigate how the school is performing and whether its educational approach is right for their kids.” The EdSource report focused on the percentage of schools that met their 2004 targets for improvement on California’s Academic Performance Index (API), a measure based on the combined results of several standardized tests. Because charter and regular public schools differ in many ways—including the demographics of their students—comparing schools’ ability to meet their improvement goals is fairer and more informative than comparing test scores between schools directly.

With the Charter Schools Act of 1992, California began allowing for the creation of a new type of public school. The school's organizers would operate more or less independently under a charter negotiated with a school district or county office of education. Groups could start new schools from scratch or convert existing schools to charter status. A charter school would be subject to fewer restrictions, but be more accountable for student achievement. Today about 500 charter schools operate throughout California. In recent years, a number of studies have attempted to assess the effectiveness of the charter experiment, particularly its impact on students' academic achievement. These studies come to very different conclusions depending on the schools, the timeframe, and the performance measures they analyze. This 24-page report discusses the complex nature of comparing charter and noncharter schools. It summarizes the most recent data from California's assessment and accountability systems, comparing types of charter schools with each other and with the larger system. It presents findings from prominent research studies and raises questions Californians should be asking about the state's charter schools and their performance.
