Maintained by pioweb@ucsc.edu May 9, 2005 UC College Prep Online expands to operate online charter schools By Jennifer McNulty Building on the success of its online college-prep programs, the University of California is gearing up to establish a UC Online Academy with three online charter schools slated to open in the fall of 2006.
UC College Prep Online
(UCCP), based at UCSC, recently received a three-year $550,000 grant from the California Department of Education's Public Charter Schools Grant Program to develop online schools in Imperial, Mendocino, and Butte Counties.
The academy will provide access for independent learners and special needs students to a high-quality college preparation curriculum. Potential beneficiaries might include students in foster care or migrant families that move around, teen mothers, students in the court system, students engaged in competitive athletics or performing arts, and those who are hospitalized.

California State Architect Castellanos On The Impact Of The Built Environment On Neighborhoods
With the billions of dollars being directed towards school construction in California, and particularly in Los Angeles, the need to examine and analyze the most efficient application of building standards for public school facilities has never been more significant. NSBN is pleased to present this interview with Stephan Castellanos, the California State Architect , in which he addresses the impact of the built environment on students and neighborhoods.
Stephan, from your vantage point as the state's architect, what's at stake during this first year of the Schwarzenegger administration re the built environment? What policies need to be addressed, adopted or enhanced?
We've spent a lot of time in the last few years focusing on the total environment for school children in California. We've been trying to move the Field Act beyond the notion that many people have of it, as a seismic safety provision, to being one that is about defining the kinds of environments that can enhance learning. We're promoting the idea that facilities themselves should be learning tools. We're hopeful that we can continue that agenda, and that we can continue our movement to create stronger partnerships between the state architect and school districts. We see school districts as partners in delivering safe, sustainable and effective learning environments. So the next step would be to expand these partnership efforts beyond our pilot programs (in San Diego and Los Angeles) to include all school districts in the state.

"Charter Schools" A Ruse For Destroying Public Education?
Virginia political/religious leaders Jerry Falwell and Pat Robertson have vowed to destroy public education in America. Their tools for doing this are school vouchers and charter schools. While Virginia has approved charter schools, it's proponents are dismayed they have to follow the same standards, including the Virginia SOL, as the public schools. Their intention was never education, but the removal of science and history and substitution of religious myth. They also demand to use uncertified teachers and to be exempted from all civil rights laws including ADA regulations for the handi-capped. (religious institutions are already exempt.) Fortunately, vouchers were overwhelmingly defeated in November in California and Michigan. In fact, Washington County, Virginia has approved charter schools, but has had no takers because the fundamentalists didn't want to operate as schools. Now Tennessee has gotten into the act. But the almost 50% drop-out rate in the state has nothing to do with schools. It's family priorities. Here is the fundamentalist' agenda is in their words in 1995:

    Charter schools suffer from ill-prepared teachers, unequal funding, says PACE study By Kathleen Maclay, Media Relations BERKELEY This analysis of national data about charter school educators was led by scholars with Policy Analysis for California Education (PACE), an institute based at Stanford University and the University of California, Berkeley. "Charter schools now offer hope for hundreds of thousands of families, many dissatisfied with mediocre or unsafe local schools," said PACE co-director Bruce Fuller, a UC Berkeley professor of education and public policy who directed the study. "Ironically, we discovered that many charter students are exposed to less qualified teachers and weaker instructional support than if they had remained in regular public schools." More than 2,600 charters schools have sprouted since 1991, serving just under 700,000 students in 36 states and Washington, D.C. Each operates on public funding but independent of its local school board and most government rules.
