California Charter School Accreditation Program
The California Network of Educational Charters (CANEC) has announced what it is calling the first recognized accreditation program designed specifically to measure charter school quality to be launched by a state charter school association. The program, a partnership between CANEC and the Western Association of Schools and Colleges (WASC), aims to raise the standards for charter schools operating throughout the state.
The new WASC-CANEC Accreditation Program which emphasizes rigorous self-study, self-evaluation, and on-site visits by external review teams – will provide school faculty, families, and community leaders with reliable verification of charter school quality. More importantly, the program will encourage improvement in the overall effectiveness of California’s charter schools. WASC is one of the six regional organizations charged with accrediting public and private schools, colleges, and universities in the United States.
CANEC believes that the new Accreditation Program will give charter schools the guidance and support they need to succeed, while bringing assurance to key stakeholders. By holding charter school operators to the highest levels of performance, this program aims to boost the academic quality and financial stability of charter schools operating in California.

Accountability for Student Performance An Annotated Resource Guide for Shaping an Accountability Plan for Your Charter School June 1998 About this Guide... The origins of this resource guide lie in informal conversations over the past year among the directors of a number of state charter school resource centers and others on the need to strengthen accountability systems in charter schools. An informal survey of resource center directors by Charter Friends National Network in early 1998 also found this issue to be the top priority concern of the centers and the schools they represent. To begin to focus this conversation, the Friends Network helped convene about thirty "Friends Group" leaders, chartering authority officials, school leaders, and other national experts on assessment and accountability for a two-day meeting in early February. Out of this meeting, a smaller working group developed and circulated a six-point framework for schools to help them design and implement their own accountability programs. This resource guide is an extension of that frame-work and is intended to be the first in a series of assessment and accountability tools that will be developed and made available to schools through the resource centers. Among the resource center leaders who helped draft and circulate the six-point framework were Robin Steans, Leadership for Quality Education in Chicago, Eric Premack and Laurie Gardener, California Charter School Development Center and Sarah Tantillo, New Jersey Charter School Resource Center. A complete list of individuals who participated in the February meeting may be found at the end of this resource guide.

Specifically, you requested the views of the Department of Labor (the Department) as to whether the status of CSTRS as a "governmental plan" within the meaning of section 3(32) and section 4(b)(1) of Title I of ERISA would be adversely affected by accepting contributions pursuant to state law from a certain "charter school" operation (i.e., Charter School No. 17), assuming those contributions were made on behalf of its employees for the limited period that the school's charter was in effect and were made so as to allow its employees to participate in CSTRS for only that same period. Charter school association calls for reform
By BEAU YARBROUGH/Staff Writer State Sen. George Runner, R-Lancaster, said Thursday he would soon propose legislation to strengthen the oversight ability of school districts that authorize charter schools. "We're working with the Secretary of Education's office on a bill ... to strengthen the audit ability county superintendents have when it comes to charter schools," Runner said. Attacking the issues raised by the audit from the other end, officials with the California Charter School Association announced they will introduce legislation to hold authorizing school districts accountable if they don't watch charter schools closely enough. California Charter Academy was never a member of the Los Angeles-based CCSA, which represents about 70 percent of the state's 512 charter schools.

It is situated on the north side of the City of Santa Barbara. From the original six-classroom building, Peabody has expanded to its 33 classroom campus for K-6 students. In 1993, the staff, parents, and students reached a consensus that becoming a charter school would allow the ability, flexibility, and latitude to provide innovative curriculum, development, and instruction. Working together with the Board of Education of the Santa Barbara Elementary School District, a contract was negotiated to create a charter school as permitted under Senate Bill 1448 of the State of California. As a charter school focused on meeting students' needs, the school functions with the freedom to create its own academic programs, teaching methods, measures of success, community and family involvement guidelines and fiscal responsibilities. Among the school's program highlights are: extended school day/late start Fridays; Gifted and Talented Education program; art enrichment; the Splash Zone, which hosts ceramics and fine arts classes daily with our artists in residence; Peabody Peacemakers, a voluntary cadre of upper grade students trained in conflict resolution vocabulary and strategies; second language instruction in English or Spanish; sports.

Charting (and Spinning) a Wasteful Course
For all the talk about research-based educational policy and high standards, the Bush administration has endorsed a wasteful and reckless scheme to divert public funds over to the funding of charter schools that are usually freed from meeting standards, honoring labor agreements and showing good results. A recent study comparing the test results of charter schools with their public school counterparts gives the lie to the simplistic claims of right wing, free market advocates of privatized schooling.

Not only is the data about charter school performance embarrassing, the American Federation of Teachers, which released the analysis, claims in " First-Ever NAEP Charter School Results Repeatedly Delayed " that the Department of Education tried in various ways to withhold the data until it could manufacture an explanation (spin) to excuse away the results. "The government’s first obligation to the public was to release the NAEP charter school results, just like it does with other NAEP results," said Bella Rosenberg, an author of the AFT report. "Repeatedly delaying that report for the sake of packaging the results with an official explanation tarnishes NAEP’s gold-standard reputation."

However, two dissenting voices were raised by permanent-status Open Classroom teachers John Kaufman and Larry Nigro. "Something’s telling me, ‘Stop! Hold on!’" said Kaufman, whose wife Katie Rasmussen is a teacher in the district’s Montessori program. "There’s still just something about splitting away and pulling away from the rest of the district." Other options for proponents "What this charter is growing from doesn’t really feel healthy," Nigro said. "I’m a public school teacher, and this doesn’t feel like public school." The Light that he met with Kaufman and Nigro last Tuesday to discuss their positions on the matter. "Both of them are concerned that this isn’t being pushed for the right reasons," Kebell said. "Normally you have to start a charter to have some type of innovative program," he added. "They already have an innovative program. I believe the reason here is to circumvent the seniority rights of teachers in the district."

    School-wide Graduation Outcomes have come from two primary sources: the California State Standards and the New Standards published by the National Center on Education and the Economy and the University of Pittsburgh. The state standards comprise the bulk of our content-based outcomes (i.e. students will understand the cause, major players, and resolution of the Civil War) and the New Standards comprise the bulk of our process-based outcomes (i.e. students will produce a report that develops a controlling idea that conveys a perspective on a subject). In order to graduate from the Lighthouse Community Charter School, students must achieve mastery of the Graduation Outcomes in eight separate academic areas. The eight academic areas of focus are often integrated as teachers take on the role of generalists, rather than specialists in a particular area. WA LEGISLATURE PASSES CHARTER SCHOOL LAW!!!!
LAW WILL TAKE EFFECT ON JUNE 10, 2004 Thursday, March 11, 2004 Dear Friends, The Washington Legislature yesterday did what no previous Washington Legislature had been able to do before: pass identical charter school bills in both the House and the Senate during the Legislative Session. Charter bills had passed the House in 1995, 1996, 1997, and 1998, but in the Senate, none of the bills ever reached the Senate floor. Charter bills passed the Senate in 2003 in both the regular and special sessions, but neither bill ever reached the House floor. Yesterday, March 10, 2004 was a very special day in the long struggle to bring the CHOICE of charter public schools to the children, families and educators of Washington state. Engrossed Second Substitute House Bill 2295 (E2SHB 2295) passed the state House of Representatives in the early afternoon on a vote of 51-46.
