The program, a partnership between CANEC and the Western Association of Schools and Colleges (WASC), aims to raise the standards for charter schools operating throughout the state. The new WASC-CANEC Accreditation Program which emphasizes rigorous self-study, self-evaluation, and on-site visits by external review teams – will provide school faculty, families, and community leaders with reliable verification of charter school quality. More importantly, the program will encourage improvement in the overall effectiveness of California’s charter schools. WASC is one of the six regional organizations charged with accrediting public and private schools, colleges, and universities in the United States. The origins of this resource guide lie in informal conversations over the past year among the directors of a number of state charter school resource centers and others on the need to strengthen accountability systems in charter schools. An informal survey of resource center directors by Charter Friends National Network in early 1998 also found this issue to be the top priority concern of the centers and the schools they represent. To begin to focus this conversation, the Friends Network helped convene about thirty "Friends Group" leaders, chartering authority officials, school leaders, and other national experts on assessment and accountability for a two-day meeting in early February. Out of this meeting, a smaller working group developed and circulated a six-point framework for schools to help them design and implement their own accountability programs. This resource guide is an extension of that frame-work and is intended to be the first in a series of assessment and accountability tools that will be developed and made available to schools through the resource centers. Charter bills had passed the House in 1995, 1996, 1997, and 1998, but in the Senate, none of the bills ever reached the Senate floor. Charter bills passed the Senate in 2003 in both the regular and special sessions, but neither bill ever reached the House floor. Yesterday, March 10, 2004 was a very special day in the long struggle to bring the CHOICE of charter public schools to the children, families and educators of Washington state. Engrossed Second Substitute House Bill 2295 (E2SHB 2295) passed the state House of Representatives in the early afternoon on a vote of 51-46.
