The association exists to promote positive and effective policy and governance of our Kern County public schools. The association is committed to the preservation, advancement and improvement of our public schools. We encourage and cooperate with all persons and associations whose purposes shall be, in the public interest, the betterment of the educational opportunities of the people of Kern County by legal and ethical means. The association promotes the enactment of legislation for the improvement of educational programs and advances public education through others so far as is reasonably possible.

June 2 Vote Could Set National Precedent
In 1967, California Gov. Ronald Reagan signed legislation authorizing bilingual education and ending a 95-year-old state mandate that "all schools shall be taught in the English language." The bipartisan legislation passed during an era of militancy on civil rights issues and was based on evidence that English-only schooling had harmed Hispanic, Asian, and Native-American students. The 1960 Census showed, for example, that 50% of California's Mexican-American residents aged 18-24 had dropped out of school before completing the 8th grade. Now, 30 years later, a wealthy and politically ambitious California businessman by the name of Ron Unz wants to ban bilingual instruction and re-impose an English-only mandate on all state classrooms. Unz is the man behind the so-called "English for the Children" initiative that will go before California voters on June 2. The ballot measure, officially known as Proposition 227, goes far beyond the symbolism of previous English-only campaigns and strikes at the heart of public education and the right to equal educational opportunity. Further, it is part of a national backlash against immigration and, if successful, could establish a chilling precedent for other districts and states with large numbers of students who do not speak English as their first language.

    Textbook Committees:
    Historically, this has been one of the creationist's most successful tactics. The idea here is to influence the treatment of evolution in biology textbooks, insuring that the subject is mentioned only briefly or not at all. Dorothy Nelkin describes how this tactic works: The creationist effort to influence the state textbook committees usually focuses on a handful of large states, where they can the get maximum effect for a minimum expenditure of money and manpower. The state of California alone, for instance, accounts for over ten percent of all money spent on textbooks in the United States. Another large state, Texas, has traditionally been sympathetic to the creationists (in 1994, the Republican Party in Texas adopted a platform plank advocating teaching creationism in the schools), and also accounts for a large portion of the textbook market. In both of these states, creationists attempt to win a majority on the textbook selection committees so they can influence the content of biology textbooks. By pressuring these large markets towards expunging or limiting mention of evolution in textbooks, the creationists hope to influence the textbooks which are made available to other states as well. And such efforts seem to have been at least partially successful. In the late 1970's, when creationists were attempting to pressure the California state education committee to mandate "equal treatment" for creation science, The most widely- used biology textbook in the state (also used throughout the country)

    Return to News Menu News Archive July 6, 2005 SACRAMENTO The Education Coalition today issued the following statement in reaction to last night's proposed budget agreement: More than 1.7 million parents, teachers, school board members, school employees and administrators represented by the Education Coalition are deeply disappointed that the budget agreement announced yesterday doesn't keep the promise to provide adequate funding for California's students and public schools. This budget is certainly not "terrific" nor is it the "best budget agreement" ever, as the governor claimed. This budget fails to mend the governor's broken promises to education, it fails to meet the Constitutional requirements of the voter-approved Proposition 98, and it underfunds our schools by $3.1 billion at a time when they receive nearly $1,000 less per pupil than the national average. We are further disappointed that the governor now plans to makes things worse by campaigning for an initiative that gives him the power to gut Proposition 98, reduce education funding below the minimum funding guarantees and slash base funding for our schools by billions.

SPENCER MICHELS: This is the newly elected Democratic governor of California, Gray Davis, reading to second graders in San Jose to plug his education program. Davis made improving California schools the top priority during his campaign. GOV. GRAY DAVIS: We have really, as a society, almost given up on public schools. We need to take a high expectation approach to learning. SPENCER MICHELS: It was a theme that resonated with voters, who had seen the quality of the state's public schools plummet since the 60's. Per-pupil spending in California dropped from fifth-highest in the nation to 41st today. Within two weeks of taking office, Governor Davis launched his plan. GOV. GRAY DAVIS: The purpose behind these bills is to ask more of teachers, students, principals, and parents, so that the kids will have the very best chance possible to elevate their game.

Governor Hugh Carey appointed the Task Force to investigate school finance reform after the New York State Supreme Court ruled that the system of state school financing at the time was unconstitutional in the Levittown vs. Nyquist case.

    Washington Post The selection of Carl Cohn is set to be announced today. The San Diego school board is expected to make the announcement at a news conference today, putting an end to a superintendent search process criticized by some as too secretive. Trustees announced 11 days ago that they had unanimously chosen a superintendent but, in an unusual move, withheld his identity pending contract negotiations. Educators and civic leaders were abuzz with excitement about the prospect of having such a highly regarded educator who is admired by teacher unions, academics and big-name philanthropists. "They have one of the top superintendents in the nation by anybody's standards, who is a proven commodity for years and years," said Richard Loveall, director of executive search services for the California School Boards Association. The 97,000-student district was the first in the nation to require school uniforms for students in kindergarten through eighth grade. During his tenure, from 1992 to 2002, student absenteeism and suspensions dropped significantly.
