    The "Revised" Julian Calendar
    Memorandum of Explanation
    By THE HOLY SYNOD
Some Orthodox Christians in both Europe and America celebrate the immovable feasts of the Orthodox Church on different civil calendar and Church calendar dates. For example: The Nativity of Christ-December 25th and January 7th; the Annunciation-March 25th and April 7th; the Dormition - August 15th and August 28th; and the feast of St. Nicholas - December 6th and December 19th. The 13 days difference is a scientific-technical one. The dates of the feasts of the Church are the same on an Christian Church calendars. Thus, for example, the Nativity of Christ, which for some parishes falls on January 7th on the civil calendar is actually shown on the Church's "old style" Julian Calendar as December 25th. There is only one JULIAN CALENDAR in the western world the original Julian Calendar was adopted by the Church without correction of its technical errors Then it was refined twice: once by the Church in the West and once by the Church in the East. The basic civil calendar remained the same. The four versions of the Julian Calendar in brief are as follows: The "ORIGINAL" JULIAN CALENDAR introduced by Julius Caesar dates from 44 B.C. The length of the natural solar year (the time it takes for the earth to make one orbit of the sun) was estimated to be 365 days and 6 hours. Every fourth year the extra six hours were collected and added as an extra day to the year, creating a leap year of 366 days.

    UI PERFORMS
    Benefit Accuracy Measurement Program
Calendar Year 1997 Data Calendar year (CY) 1997 data for the Unemployment Insurance (UI) Benefit Accuracy Measurement (BAM) program is summarized in the following table. The BAM program is one component of UI PERFORMS, the U. S. Department of Labor's system for promoting continuous improvement in UI performance. UI BAM rates are estimates based on randomly selected samples of UI payments. Overpayment and underpayment rates do not represent the actual percentages of errors detected in the population. These estimated rates are subject to sampling and nonsampling errors. The 95 percent confidence intervals for each State's overpayment and underpayment rates equal the estimated error rate plus and minus the value indicated in the column (+/). The true error rate is expected to lie within this interval for 95 percent of the samples of the size selected by the State. The 26,989 UI payments for which data were collected represents a completion rate of 99.9 percent of the cases sampled in CY 1997. Nonresponse bias is, therefore, not a significant issue. However, other sources of nonsampling error, such as differences among investigators in the interpretation of State unemployment compensation laws and administrative procedures, can effect accuracy rate estimates.

  • What's a calendar?
    • A calendar is a system for measuring time, from hours and minutes, to months and days, and finally to years and centuries. The terms of hour, day, month, year and century are all units of time measurements of a calender system.
  • How does one measure time?
    • Distance can be measured with a stick. Time is measured by observing the movements of the sun, moon and stars. People in all major cultures have since discovered this fact since pre-historical time.
  • What's a 'Day?'
    • Every one knows about the rotation of the Earth about its axis, which causes (apparent) movement of the Sun from East to West across the sky. So we define one cycle of movement of the Sun as one 'Day.'
The Chinese word is very straight forward and calls one day as one 'Sun.'
  • What's a 'Week?'
    • The concept of a "week" is less important in the Chinese calendar.
The ancient Egyptians had a ten-day week, and so did the Chinese. The ancient Assyrians invented the seven-day week, and the names of days of the week that we use even today are based on a system of assigning the five planets visible to the naked eye, the sun, and the moon to the seven days of the week.

    Description
Flow Measurement and Instrumentation is dedicated to disseminating the latest research results on all aspects of flow measurement, in both closed conduits and open channels. The design of flow measurement systems involves a wide variety of multidisciplinary activities including modelling the flow sensor, the fluid flow and the sensor/fluid interactions through the use of computation techniques; the development of advanced transducer systems and their associated signal processing and the laboratory and field assessment of the overall system under ideal and disturbed conditions. FMI is the essential forum for critical information exchange, and contributions are particularly encouraged in the following areas of interest:
