Small businesses: A big part of our economy
Betty Udesen / The Seattle Times Chris Bihary, co-owner of the small, independent Queen Anne Office Supply, said business has improved in recent years. He attributes that to hard work, customer service, wide selection, competitive prices and community involvement. Small business is one of the most important parts of the economy. The Small Business Administration says about 25.5 million small businesses employ more than half the U.S. work force. Small business has helped create more than 14 million new jobs in the past decade. In addition, there are about 10 million people in the U.S. who are self-employed - small businesses by definition. About 600,000 new businesses are started each year. Washington state is one of the top 10 states for small businesses, with more than 185,000 here.   • Conflict between generations as to the strategic requirements of the business - what are the goals and how do we get there.
    Financial information is rarely disseminated to even the top managers (family and non family members) thereby thwarting those managers who, in fact, may be skilled in strategic planning, budgeting, costing, pricing, etc.

The HMRC had argued that Mr Jones had unfairly transferred some of his income, as share dividends, to his wife to benefit from her lower tax status, a ruling that taxation exprts say could now mean higher bills for many businesses. The Jones's were hit by a HMRC ruling last year that income from company dividends, received by a non-earning or low-earning spouse who is co-owner of the business, should be taxed at the same rate as the main earner's income. Mr and Mrs Jones, took their case to a HMRC tribunal last year, and lost, they then took the case to the High Court, hoping to overturn the tribunal verdict. ** Article Continues Below **
** The Taxation article continues now ** The issue revolved around the husband an IT consultant transferring income in the form of shares, which then generated dividend earnings, to his wife, the income was then taxed at the wife's lower income tax rate, a practice carried out by many small family concerns. It should be noted however that the case did have some unusal features, the HMRC's investigation was initiated by just the sharing of tax liabilities, but also by Mr Jones taking a vastly reduced salary, so he could share increased dividends with his wife. The HMRC felt the case was an extreme example hence why they took action, they go on to say; businesses that comply with the long standing settlements legislation will not face higher tax bills.

The Estate Tax and Family Business Only a tiny number of businesses are affected by the estate tax.
According to the IRS, of the 2.3 million people who died in 1998, only 780 left an estate with significant business assets. A Treasury Department analysis found that estates that included family businesses paid less than 1% of all estate taxes. Proponents of estate tax repeal have rejected reforms that would have protected small businesses.
In 2001, the Senate rejected a Democratic reform proposal that would have tripled the family business exemption to $4 million for individuals, $8 million for couples. That reform would have exempted the vast majority of farms and small businesses that currently pay estate taxes. In 2000, New York Times reporter David Cay Johnston interviewed six people named as "estate tax spokesmen" by the National Federation of Independent Business and the American Farm Bureau Federation. Only one of them was aware of the Senate proposal to triple the family business exemption. There are already special estate tax rules for family businesses.
