tHE ETHICS OF CAPital punishment by J. Daryl Charles This article first appeared in the Christian Research Journal , volume 17, number 1 (1994). For further information or to subscribe to the Christian Research Journal go to: http://www.equip.org SYNOPSIS Historically, the church has affirmed the right of the civil magistrate in matters of capital justice. Contemporary culture, in contrast, is permeated with arguments against capital punishment. Even among those professing Christian faith, there is widespread opposition to the death penalty. As a trend, the ever-increasing role of the media in manipulating public sentiment in the face of pressing ethical debates promises not to subside. While we may grant that the Christian community is divided over this issue and while we take no delight in its clarification, the church — in keeping with its earthly mandate — is to instruct the state in matters of justice. The highly publicized 1992 executions of Robert Alton Harris (California) and Roger Keith Coleman (Virginia), for better or worse, injected a new level of urgency into the debate over capital punishment. In both cases the extent to which the American public was treated to a numbing display of sentimentality by media pundits was nothing short of breathtaking. A more recent case involving a disabled murderer, Charles Sylvester Stamper, further fueled the death penalty debate on a national level. Stamper, who killed three people in a restaurant robbery, became the first person in a wheelchair to be put to death since the

    Introduction to the Professional Ethics Page
    It is the intention of the page editors that this page will provide a forum for discussing issues concerning the practice of ethics in the Information Systems profession. The real challenge for an international discussion regarding ethics in the IS profession is not to indulge in a never-ending debate on the feasibility or necessity of having a code of ethics, but rather, to be able to capture and share the essence of our profession so that it can provide a guiding light to the many more people who are already or who will one day be part of this profession. We intend to introduce progressively new features to this page and earnestly solicit your feedback. In particular, we would like these pages to be not only a source of information, but also a focus of debate - again, not so much on the feasibility or necessity of a code of ethics, but on ethical and professional issues that are critical to all of us in the IS community. While codes of conduct and practice are perhaps the most well-known characteristics of the debate on ethics, there is much that cannot be codified or prescribed that is worthy of discussion, including the way in which ethics is taught in the Information Systems curriculum.

    When Parliament opens
    After a general election, a new session of Parliament officially opens following a proclamation from the Governor General. The prime minister advises the Governor General on appropriate timing for the opening.
    Day One is taken up mainly with procedure: members of Parliament must be sworn in by the clerk of the House before they can take their seats. Members can either swear an Oath of Allegiance or make a solemn affirmation.
    After all 308 MPs have been sworn in and take their seats in the House of Commons, they are summoned to the Senate, where they are told they can't get down to work until they've elected a Speaker of the House of Commons.
    Before the ballots are cast, each candidate can speak for up to five minutes. The vote has been by secret ballot since 1986, when John Fraser beat out 38 other candidates after 11 ballots. Before that, the Speaker was appointed.

    Utopia
    he function of philosophy is the creation of sciences. This is a science of civilization, called "utopian analysis," which supersedes the philosophy of ethics and aesthetics. It builds on the moral science of Hobbes and Locke, and does not commit the naturalistic fallacy. In it ideals take the place of theories, and political experiments test the truth or falsity of ideals. Utopian analysis is the heart of Jumping Lightyears topia is not a place. The word "utopia" is Latin for "nowhere." Utopia is not perfection, and it is not one particular form of society. There are countless ways of realizing the seven well-established ideals, which are (1)life, liberty and the pursuit of happiness; (2)reciprocity, (3)democracy, (4)hierarchies of community, (5)equal opportunity, (6)justice, and (7)the beautiful city. It is by building a higher community that includes both sides that we prevent war. Reciprocity is a fancy name for the golden rule. The science of utopia is all about establishing or refuting ideals. But most of this book is devoted to a utopian dream. This is my dream, not the only possible dream, and if I lived in the year 3000 CE, I might dream a different dream. n the web, we see countless other utopias, which seem self-evident to their authors. And to each of them I say where is your evidence? Where is the analysis that shows the ideals on which the utopia is based? Where are the political experiments that refute alternatives and establish this one? In other words, how do you know? What seems self-evident to the author may seem a recipe for anarchy or tyranny to another. That is why we need a science of utopia.

    Preamble
    Commitment to ethical professional conduct is expected of every member (voting members, associate members, and student members) of the Association for Computing Machinery (ACM). This Code, consisting of 24 imperatives formulated as statements of personal responsibility, identifies the elements of such a commitment. It contains many, but not all, issues professionals are likely to face. Section 1 outlines fundamental ethical considerations, while Section 2 addresses additional, more specific considerations of professional conduct. Statements in Section 3 pertain more specifically to individuals who have a leadership role, whether in the workplace or in a volunteer capacity such as with organizations like ACM. Principles involving compliance with this Code are given in Section 4 The Code shall be supplemented by a set of Guidelines, which provide explanation to assist members in dealing with the various issues contained in the Code. It is expected that the Guidelines will be changed more frequently than the Code. The Code and its supplemented Guidelines are intended to serve as a basis for ethical decision making in the conduct of professional work. Secondarily, they may serve as a basis for judging the merit of a formal complaint pertaining to violation of professional ethical standards.

    Why Do I (WE) Hunt ! This is the question that every person who is new to the sport, or is a seasoned veteran, must continually ask themselves. Every person will probably respond in a different way to this question. The answer must come from down deep inside of the individual and usually invokes a very passionate response. I hunt for the pure enjoyment of the sport. I love being in the woods well before dawn and watch the woods come to life all around me as dawn breaks. I sit in awe of the other animals I share the woods with on any given day. The shrill cry of the Blue Jay greets me. . The sound of geese circling their favorite feeding grounds is a welcome sound. The squirrels and chipmunks scurry around looking for food and keeping me company while I await my quarry. The drumming of a grouse on a clear, crisp Spring morning is a sound that all should be allowed to appreciate. Also, the thundering gobbles of the old "Boss" Tom Turkey can startle even the hardiest of hunter. There is nothing like watching the sun rise above the ridge on a clear, crisp morning. In the Fall, I the hunter can only hope to hear the sound of two bucks sparring for dominance. But, I think that the best sound of all is the sound of footsteps approaching my stand on a clear, windless morning. This is the time I truly know I'm alive. My heart starts pumping, almost jumping out of my chest. I constantly remind myself to calm down, verify my target, pick a spot and make a good clean shot !

    a) God is good. b) God wills us to do what is good. c) God is the basis of ethics.
    However, in this chapter, I want to pursue a quite different, and more metaphysical, interpretation of c), namely the idea that the existence of God explains the existence of moral values. The fact that certain acts are good or bad depends in some way on God and his properties. Some theists have appealed to this explanatory role in arguing for the existence of God. The argument, knows as the 'moral argument' for God, goes roughly like this:

    "When The Cure Seems Worse Than The Disease"

    Director, Center for Bioethics University of Minnesota A Maine woman recently decided to discontinue medical treatment for her 4-year old son who suffers from HIV infection. Her decision came after the death in 1996 of her 3-year old daughter from AIDS. The woman's perception was that her daughter's suffering and death were a result of the medical treatment she had received. The Maine Department of Human Services asked for custody of the boy, claiming his mother's refusal of medical treatment for her son amounted to child abuse and neglect. A state district court judge upheld her right to withhold treatment, saying that "The state of Maine is now in no position to tell her, in the case of her unique experience, that she is wrong in her current judgment to wait for better and more reliable treatment methods." What does the woman's decision tell us about how far parents should be able to go in making unorthodox decisions about medical treatment for their children?
