Canadian authorities have arrested US president George W. Bush in Ottawa. He has been charged with several offences under Canada's War Crimes Act. Vice-President Dick Cheney has mobilized the American military and all border crossings between the two nations have closed. Canadian Prime Minister Paul Martin has urged for calm in a short radio and television broadcast to the Canadian people immediately after the arrest. Part of the Prime Minister’s broadcast is included here: “This decision was not made lightly. But, it was also a decision that was impossible not to make. The United States is not outside the rule of law, and cannot expect to get an unlimited “free pass”. This decision puts a grave strain upon both our nations, and I urge calm and restraint from our American neighbours, as well as from Canadians. I have met with the cabinet, and with our colleagues in the House. This is a time of great crisis for us as a nation. But as people, we will survive this test. Earlier I enacted the Emergency War Powers Act. This is necessary to guarantee our domestic security. This is not a time for panic, for lawlessness, for anything other than a responsible and sobre focus on what lies immediately ahead.” Prime Minister Martin also said, “President Bush has been arrested under the Canadian War Crimes Act and the charges against him are being processed. He is being treated in accordance with the Geneva Convention and he will be treated fairly.”

In the past, many of his detractors have dismissed him as a "lightweight." A chump. A joke. Many of them still do. And it's easy to see where they got this impression. Whenever he gives a speech, he invariably comes off sounding like some kind of ignoramus, who experiences difficulty wrapping his lips around the words that scroll across the Teleprompter. And when he has to work off-the-cuff, his folksy demeanor makes him seem more like the store manager of a Radio Shack than the President of the United States. But George W. Bush is fully aware of how his enemies perceive him, and this is precisely how he wants them to react. His personality and mannerisms are actually the result of deliberate effort. This is not to say that it's all an act, but he does emphasize these elements of his personality for the benefit of the press and general public. And yet these affectations continue to be astonishingly effective; his act still manages to fool even his political opponents, who really ought to know better. After all, the basis of Bush's phenomenal political career has been people's underestimating him. As his political advisor Karl Rove said in 2002: "I can't explain why they underestimate him, but they do. Whatever the reason, I hope they keep doing it."

November 8, 2002 Text of United Nations Security Council Resolution 1441 Good morning. With the resolution just passed, the United Nations Security Council has met important responsibilities, upheld its principles and given clear and fair notice that Saddam Hussein must fully disclose and destroy his weapons of mass destruction. He must submit to any and all methods to verify his compliance. His cooperation must be prompt and unconditional, or he will face the severest consequences. The world has now come together to say that the outlaw regime in Iraq will not be permitted to build or possess chemical, biological or nuclear weapons. That is the judgment of the United States Congress, that is the judgment of the United Nations Security Council. Now the world must insist that that judgment be enforced. Iraq's obligation to disarm is not new, or even recent. To end the Persian Gulf War and ensure its own survival, Iraq's regime agreed to disarm in April of 1991. For over a decade the Iraqi regime has treated its own pledge with contempt. As today's resolution states, Iraq is already in material breach of past U.N. demands. Iraq has aggressively pursued weapons of mass destruction, even while inspectors were inside the country. Iraq has undermined the effectiveness of weapons inspectors with ploys, delays, and threats making their work impossible and leading to four years of no inspections at all.

Bush said Sunday he is confident the nation will rebound from the week's terrorist attacks, and he urged Americans to go back to work on Monday knowing that their government is determined to "rid the world of the evil-doers." "Tomorrow, when you get back to work, work hard like you always have. But we've been warned. We've been warned there are evil people in this world. We've been warned so vividly," Bush said. "And we'll be alert. Your government is alert. The governors and mayors are alert that evil folks still lurk out there. As I said yesterday, people have declared war on America and they have made a terrible mistake." "My administration has a job to do and we're going to do it. We will rid the world of the evil-doers," he said.
