William Wallace Burns
Brigadier General, United States Army William Wallace Burns was born at Coshocton, Ohio, September 3, 1825. At 17 he was appointed to the United States Military Academy from which he grad in 1847, ranking 28th in a class of 38. He was posted to the Infantry, and served during Mexican War on recruiting duty, then spent several years at various Indian posts in the West and the Southwest. In 1858 he accepted a staff commission as Commissary of Subsistence with the rank of Captain. In the first months of the Civil War, he acted as George B. McClellan's Chief
Commissary in the West Virginia Campaign. He was appointed a Brigadier General of Volunteers on September 28, 1861, and in the Peninsular Campaign the following
Spring commanded a Brigade of John Sedgwick's Division of II Corps, during which he was wounded and favorably mentioned by McClellan. On sick leave for some months, he commanded the 1st Division of IX Corps at the battle of Fredericksburg. He evidently preferred administration to field command, for on March 20, 1863, he resigned his Volunteer commission and reverted to his staff rank of Major and
Commissary. He served as Chief Commissary in Departmentt of the Northwest until the close of the war and later discharged with distinction the same duties in various Southern departments.

Lieutenant General, United States Air Force Born: Stanley, Wisconsin, September 15, 1908. Graduated from high school in his hometown in 1926 and attended the University of Wisconsin for 2 years until becoming an aviation cadet at March Field, California, in Oct 1928. A year later he got his wings and was commisioned at Kelly Field, Texas, and assigned to Selfridge Field, Michigan, with the 17th Pursuit Squadron. He went to Hawaii in February 1932 as Operations and Training Officer for the 19th Pursuit Squadron. In November 1934 he came home to Crissy Field, California, for four months and then went to Randolph Field for 6 years as an instructor, flight and Assistant Staging Commander. During this tour he was prom to First Lieutenant in August 1935 and to Captain in January 1940. That May went to Chile as an advisor to the Air Corps Military Mission and while there was promoted to Major in Mar 1941, to Lieuteant Colonel in January 1942, and to Colonel in December 1942. In May 1943 he became Commanding Officer of the Air Defense Wing at Orlando, Florida, but was immediately sent to the 8th Fighter Command in England as Assistant Chief of Staff for Operations. He moved up to the 8th USAF a year later in the same job. In the last 6 months of war in Europe he served as Commanding Officer of the 4th Combat Wing and the 14th Bomb Wing, with promotion in June 1945 to Brigadier General.

Given the course of history between the first use of nuclear weapons in 1945 and the collapse of the Soviet Union in 1991, one can argue that nuclear deterrence worked. The successful prevention of the use of nuclear weapons during that period can be chalked up to diplomacy, careful development of nuclear capabilities by the nuclear powers, and sometimes, perhaps, blind luck. Unlike the predictions of some decades ago, many nations have not seized on the technical opportunities presented to them to develop national nuclear arsenals. International bilateral and multilateral agreements have tended to remove incentives to develop nuclear weapons, impose sanctions of one sort or another on those nations who do attempt such action, and reduce the nuclear weapons inventories of current nuclear powers. The effort to prevent the proliferation of nuclear weapons since World War II has had limited success, to be sure. Several nations have attempted to join the "nuclear club" with mixed success, and some continue that effort today. In the strange world of nuclear matters, where nuclear deterrence requires maintenance and even improvement of nuclear capabilities in the face of controverting logic, the five nuclear powers recognized by the nuclear Nonproliferation Treaty (NPT) continue to sustain sizeable nuclear forces.

Burns in 1935 when he received the Order of the British Empire for his inventions in the field of radial stereoplotters and multiplex aeroprojectors, all to do with contouring on aerial photographs. Burns had shown himself to be a mapmaker par excellence. He was also a man of many other talents and one great weakness — he had a contrary, dour personality, not a quality that normally leads to greatness.

The blue uniform to this day is worn by peace soldiers representing the United Nations at all fronts where strained relationships between foes require mediation. [Photo, courtesy National Archives of Canada/PA-113012] A Royal Military College cadet when World War I broke out, Burns was soon in France where he won the Military Cross for bravery as a signals officer. A year later, at the age of 20, he was the youngest staff captain in the British Empire’s armies in France. When the war ended, he chose to make his career in the regular army. At the Royal Military College, Kingston, Ontario, he proved to be a brilliant lecturer on military engineering. He also became an essayist of note: his “The Problems of Marlborough and Wellington in Coordinating Their Efforts with the Government” won him the coveted Bertrand Stewart prize, open to entries from the whole British Empire. When he wrote the entrance exam for staff college, he obtained the highest marks among all the competitors from the United Kingdom, India, the Dominions, and the Colonies.

At 5:30 P.M. on February 14, seventeen of Burns’s disciples on the General Mills account quit en masse. The choice of Valentine’s Day was a special fuck-you to Roberts, who had turned the holiday into a Lovemarks-related day of Saatchi-and-Kevin celebration. Within days, Interpublic, a Saatchi rival, collectively hired the seventeen at an estimated cost of $3 million a year in salaries. Rumors swirled that General Mills’s business would move with the Saatchi 17, as the trade press dubbed the renegades. A stunned Roberts ordered a company lawyer to query some of the remaining General Mills staff in hopes of finding out what they knew, and when they knew it. Later that week, Roberts flew to Minnesota and asked the same questions of the General Mills brass. He says he confronted Steve Sanger, the company’s CEO.
