After the demise of its communist dictatorship in November 1989, Bulgaria became a parliamentary democracy in 1990. A coalition government headed by former King Simeon Saxe-Coburg as Prime Minister took office in July 2001 following the victory of his National Movement Simeon II (NMS) party in June parliamentary elections. The Bulgarian government is comprised of four main branches—(1) the President, (2) the unicameral legislative body called the National Assembly, (3) the Council of Ministers chaired by the Prime Minister, and (4) the independent judicial system managed by the Supreme Judicial Council. The President, as head of state and commander-in-chief, has these primary responsibilities: scheduling elections and referenda, representing Bulgaria abroad, concluding international treaties, and heading the Consultative Council for National Security. The 240 members of the National Assembly serve four-year terms. Political parties must have at least 4% of the national vote to enter the Parliament. Among the National Assembly's responsibilities are the following: enacting laws, approving the budget, scheduling presidential elections, selecting and dismissing the prime minister and other ministers, declaring war and deploying troops outside of Bulgaria, and ratifying international treaties and agreements.

Bulgaria Guaranteed compensation for workers in the event of company bankruptcy
In January 2005, new legislation was introduced which gives workers and employees in Bulgaria the right to guaranteed compensation in the event of employer insolvency. To provide for such an eventuality, contributions will to be made to a special fund at the National Social Security Institute (NSSI). The amount of these contributions will be determined every year by the Law on the Budget of the NSSI. For 2005, however, the amount is to be calculated as 0.5% of the wages and is an expense borne entirely by the employer.

EU's Prodi: EU May Help Bulgaria Free Libyan-Held Nurses Associated Press - October 22, 2004 SOFIA, Bulgaria (AP) - Outgoing European Union Commission President Romano Prodi Friday said the warming of E.U.- Libya relations could aid Sofia's efforts to secure the release of five Bulgarian nurses sentenced to death by a Libyan court. The court in May sentenced to death five Bulgarian nurses and a Palestinian doctor for allegedly infecting more than 400 Libyan kids with the AIDS virus. "The normalization of relations with Libya will help deeply, substantially the possibility of finding a solution" to this issue, Prodi told reporters in Sofia. "The case must be solved as soon as possible and we make all the political and humanitarian effort" to secure Libya's favorable decision, he added. Prodi said he had repeatedly raised the issue with Libyan leader Moammar Gadhafi, and promised he would continue his "personal engagement" after the end of his term as the E.U. executive's head at the end of this month. Bulgaria's government and human rights groups have said Libya concocted the story to hide unsafe practices in its hospitals.

History and Government
History: In the 19th century, Bulgarian nationalists began to organise, noting the decline of the Ottoman Empire and in expectation of eventual independence. Following an uprising in 1876, Bulgarian volunteer forces, with strong Russian support, defeated the Turks and were able to establish an independent state under the terms of the Treaty of San Stefano in 1878. The remaining years of the century were fairly chaotic, as the restored monarchy and newly-formed political parties jostled for position. The most important developments were the emergence of a strong socialist movement and the politicisation of the rural population, organised around the Bulgarian Agrarian Union. King Ferdinand was the dominant figure in Bulgarian politics up to World War I, although was discredited thereafter, due to his support for the Germans. The popular Agrarian leader, Aleksandur Stambolyiski, imprisoned by Ferdinand, formed a reformist government that lasted until 1923, when it was overthrown in a right-wing coup. The government of Alexander Tsankov, which replaced Stambolyiski’s administration, established a royalist-militarist government with King Boris as head of state. The Communists had launched several unsuccessful uprisings but their chance came towards the end of World War II, when – having been relatively unaffected by the fighting – Soviet forces entered the country in 1944. King Boris conveniently died and the Soviet-backed Fatherland Front seized power. The monarchy was abolished and a republic declared. The Front, dominated by the Bulgarian Communist Party, took 70 per cent of the vote in a national plebiscite.
