Bulgaria Time and Date Bulgaria Government Back to Top Government: Strong central government, with system of nine provinces (consolidated in 1987 from 28 districts), run by people's councils with limited autonomy and authority over local services, publicly owned enterprises, and administration. After ouster of Todor Zhivkov in 1989, communist party retained control of government but titles of head of state and party chief were separated. First noncommunist government elected 1991. Since 1990, president was head of state, prime minister was chief administrator and head of fourteen-member Council of Ministers (cabinet). Unicameral legislature (National Assembly, Narodno subranie) with 400 delegates; election law simplified in 1991 for direct representation by district. Legislative decision making slowed by distribution of seats between Union of Democratic Forces (UDF) and Bulgarian Socialist Party (BSP; formerly Bulgarian Communist Party, BCP). Politics: Until 1989, BCP had complete control in oneparty system with only nominal opposition. Opposition parties legalized after Zhivkov ouster in 1989. In 1990 BCP/BSP lost control of Council of Ministers when internal splits and strong opposition forced resignation of its last government, replaced by caretaker coalition government representing major parties. UDF, coalition of over twenty parties and movements, assumed leading role in 1991; with Movement for Rights and Freedoms, it formed working legislative majority after 1991 election and controlled Council of Ministers. Numerous smaller parties, notably Bulgarian Agrarian National Union and Bulgarian Social Democratic Party, remained active.

    Constitutional Specifications
    Article 166 of the Constitution of the Republic of Bulgaria states that the Flag of the Republic of Bulgaria is a tricolor: white, green, and red from top, placed horizontally. According to the Bulgarian State Seal and National Flag Act, The three color fields shall be identical in form and size: Form - rectangular with a 3:5 width-to-length ratio. Size: 18 cm x 30 cm, 24 cm x 40 cm, 90 cm x 150 cm, 129 cm x 215 cm. Colors: white - with a degree of whiteness not less than 80%, green - #17-5936 TS according to the Pantone-textile scale, and red - #18-1664 TS according to the Pantone-textile scale.     A Reader's Guide to Bulgaria aims to provide U. S. government officials and their families with suggested readings to to enhance their assignment in Sofia. It is hoped that analysts and other members of the foreign affairs community will also find the guide helpful. Although most of the guide consists of an annotated bibliography, the "Sidebar" sections highlight important subjects, events, and political figures. The information in these sections comes from the books listed, and is intended to spark the reader's interest in subjects that otherwise might be passed up. Many of the books cited in this guide may be found in the library of the Foreign Service Institute or in the George Washington University's Gelman Library. This guide was prepared by John D. Bell , Chair of the Bulgarian Area Studies Course, with the assistance of Kirsten Crosby , an intern at FSI from the University of North Carolina. It is based on an earlier version prepared by

    Bulgaria Country Report on Human Rights Practices for 1997
    Released by the Bureau of Democracy, Human Rights, and Labor, January 30, 1998. BULGARIA Bulgaria is a parliamentary republic ruled by a democratically elected government. Following his election victory in late 1996 in the country's second direct presidential elections, President Petar Stoyanov of the Union of Democratic Forces (UDF) was inaugurated in January and began a 5-year term of office. At the beginning of 1997, the Bulgarian Socialist Party (BSP), heir to the Communist Party, and two nominal partners governed in a coalition. Widespread political unrest caused by a worsening economic crisis culminated in crippling nationwide strikes and daily antigovernment protests in January and early February. Under mounting popular pressure, the BSP-led Government agreed in early February to hold early elections in April, in which the UDF-led coalition won an absolute majority in the National Assembly. UDF leader Ivan Kostov was chosen as Prime Minister. The judiciary is independent but continued to suffer from corruption and structural and staffing problems.
