Brunei Inching Towards Paperless Culture For Better Governance Bandar Seri Begawan - The e-Government project is implemented to ensure that the public and business communities will be able to receive efficient and effective service from the government and at the same time, enable the development and the growth of the economy. This was stated in a keynote address by the Permanent Secretary at the Prime Minister's Office, Dato Awang Haji Hazair who is also the chairman of the e-Government Programme Executive Committee, at the preparatory seminar for the implementation of e-Government projects yesterday. He said it is the objective of His Majesty's government through the e-Government, which can give service and governance process on line, to create a civil service which is more efficient, effective and responsive. It is also hoped that the programme will serve as a catalyst to the country's development while introducing a work culture that is more effective and productive through the paperless administration. Dato Haji Hazair underscored updating the work process and procedure system as one of the important aspects in the implementation of the e-government programme.

The conduct of state affairs rests primarily on the basis of the constitution, law and legislation and an independent judiciary. "Brunei has a long history which stretches 600 years back to the first Sultan. Its civil service has functioned since then even though not in the current form that we see today. The modern civil service began after the Second World War. However, I will concentrate on the civil service as it is today which began with the independence of Brunei Darussalam on 23rd February 1984 and the introduction of a ministerial system of government. "The supreme executive authority of the government of Brunei is vested in His Majesty both as the Sultan and Yang Di-Pertuan and as Prime Minister, while administratively the executive functions of the Government are carried out by ministries and departments. Ministers head the ministries appointed by His Majesty. The number of ministries is 12 and some ministers head more than one ministry. Permanent Secretaries act as Chief Executive Officers of the ministries. Ministries have one or two Permanent Secretaries with the exception of the Prime Minister's Office. The Prime Minister's Office has 4 Permanent Secretaries. These are in turn assisted by Director-Generals, Directors and Heads of Departments.

Seika National Fisheries Research Institute There is strict protection of these mangroves. Some areas are protected as 'natural monuments.' Rather than aquaculture, enhancement and management of fishery resourcessea ranchingare expected to improve the sustainable utilization in mangrove areas. Target species for sea ranching in mangrove areas include mudcrab and black porgy . The mangrove situation in Southeast Asia is different from Japan's. To help countries in the region, the Japanese government has implemented a 5-year project with SEAFDEC that will develop mangrove-friendly aquaculture techniques and protect the environment.

Santiago Baconguis , Department of Environment and Natural Resources Mangrove areas before the 1980s were considered vast tracks of wastelands that had to be developed into other uses. In 1967, there were 418, 990 ha of mangroves; 15 years later, 239,387 remained; today, only about 100,000 ha are left. There are many causes of this destruction. On top of the list is charcoal and firewood utilization, followed by the expansion of agricultural areas, fishponds, urban and industrial development, harbor construction, mining and housing projects. With the rise in human population comes the demand for agriculture, aquaculture and industrial development.

  • It is customary for Bruneians to eat with their fingers rather than use spoons and forks. Is polite to accept even just a little food and drink when offered. When refusing anything offered, it's polite to touch the plate lightly with the right hand. They sit on the floor, especially when there's a fairly large gathering of people. It is considered feminine to sit on the floor with a woman's legs tucked to one side, and equally polite for men to sit with folded legs crossed at the ankles. It's rude for anyone to sit on the floor with the legs stretched out in front, especially if someone is sitting in front. It is considered impolite to eat or drink while walking about in public except at picnics or fairs.

    Brunei is an independent sovereign Sultanate, which is governed on the basis of a written Constitution. His Majesty The Sultan and Yang Di-Pertuan is the supreme executive authority in Brunei Darussalam. His Majesty has occupied the position of Prime Minister since resumption of independence in 1984. Land and People
    Located 443km north of the Equator, the country’s land area covers 5,765 sq km. It faces the South China Sea on Borneo’s north western shore and shares a common border with the East Malaysian state of Sarawak. There are four districts: Brunei-Muara, Temburong, Tutong and Belait. The Climate is equatorial: hot, humid and wet all year round.
    Brunei Darussalam’s population grew at an annual average rate of 2.7% from 211,400 in 1984 to 330,700 in 1999. It comprises of two-thirds Malay and the rest are other indigenous peoples, Chinese and expatriates. Malay is the official language but English is widely used. Though the official religion is Islam, other faiths are also practiced.

Culture
    Brunei Darussalam is richly endowed with cultural heritage steadfastly maintained until today. The setting up of the Arts and Handicraft Centre in 1975 in Bandar Seri Begawan is a living testimony as to the preservation and the proliferation of the arts and crafts of the bygone days which Brunei was renown for such as boat making, silver-smithing, bronze tooling, cloth weaving as well as mat and basket weaving. Relics and other various artistic heritage of Brunei Darussalam besides the ones mentioned above include Malay weaponry, woodcarvings, traditional games, traditional musical instruments, 'silat' (the traditional art of self defense) and decorative items for women.

He was speaking at the state banquet hosted in his honour by the Sultan of Brunei at the Royal Palace here Saturday. He said with sincerity, flexibility and commitment, both Islamabad and New Delhi could settle their problems and begin a new era of durable peace that alone could ensure the welfare and bright future for peoples of South Asia. The prime minister said he greatly valued the views of the Sultan of Brunei on the regional and international issues, especially on the challenges faced by the Islamic world. He said it was imperative to revitalise the Organisation of Islamic Conference (OIC) and there was a need for launching a concerted effort to address the problems that have long inflicted pain and suffering on Islamic societies. "We need to project the correct image of Islam that stands for peace, tolerance and compassion. At the same time, reforms are required within the societies for modernisation and socio-economic development. This is also essence of the concept of enlightened moderation presented by President Pervez Musharraf," he said.

In the northwestern corner of the island of Borneo, along the shores of the South China Sea, lies the sultanate of Brunei Darussalam. With a total land area of 5,765 square kilometers, Brunei is divided into four districts namely, Brunei Muara, Tutong, Belait and Temburong. In physical size, Brunei is similar to Canada's province of Prince Edward Island. Bandar Seri Begawan, the country's capital is located in the Brunei Muara district. About 70% of Brunei's land area is covered by unspoiled rainforest, home to many varieties of flora and fauna found only on the island of Borneo. A great portion of the country's dense rainforest is situated in and around Temburong district. Brunei's population is mainly composed of Malays with a mixture of Chinese and Indian communities. Expatriates and a few indigenous groups comprise a minority of the population. Bahasa Melayu is the official language but English is widely spoken and understood by a large part of Brunei's population. The country is ruled according to established Islamic values and traditions by the present monarch, His Majesty Sultan Haji Hassanal Bolkiah Mu'izzadin Waddaulah. Brunei's form of government is called a Malay Islamic Monarchy and is one of the oldest in the region, with over 600 years of recorded history.

Key Economic Indicators GEOGRAPHY Brunei Darussalam is situated on the north-west coast of the island of Borneo. It has a total land area of 5,765 km2 with a coastline of about 161 km along the South China Sea. The South China Sea surrounds the northern portion of the land while the Malaysian State of Sarawak borders all the other sides. CLIMATE Brunei Darussalam has an equatorial climate which is characterized by a uniform warm temperature, high humidity and heavy rainfall. Temperatures average at about 28 degree Celsius, while rainfall varies from 2,500mm annually on the coast to 7,500mm in the interior.
REGIONS Brunei Darussalam is divided into four districts, namely, Brunei-Muara, Tutong, Belait and Temburong. Its capital, Bandar Seri Begawan, is located in the Brunei-Muara district. The capital is the centre of Government and business activities. All the other major towns are within a 2-hour driving distance from Bandar Seri Begawan.
POPULATION In 2004, the population of Brunei Darussalam was estimated to be 357,800, growing at an average rate of 2.3% per annum. Brunei Darussalam has a multi-racial society, comprising mainly of Malays (67%) and Chinese (11%). Other races such as Indians, other ethnic groups and expatriates make up the rest of the country’s population.

MEDIA RELEASE th August 2004 YOUNG BRUNEIANS HEADING FOR JAPAN Short Term Exchange Programme for ASEAN High School Students As part of the programme which began in 2001, the Japanese Government has invited twenty high school students, two from each of the ASEAN countries, to Japan where they will be given the opportunity to study at a Japanese high school. The students will enjoy a three week stay. Since its establishment, the programme has attracted Bruneian students who have thoroughly enjoyed participating in the scheme and gained valuable experience. This year’s participants will leave for Japan on 6 th September and return to Brunei on 30 th September. The aim of the programme is to promote international exchanges and to deepen the understanding of Japan and Japanese culture among the younger generations from ASEAN countries. Open-minded high school students will be able to easily adapt to the Japanese way of life and will gain a deep understanding of Japanese culture. The valuable experience gained by these young people plays a great part in enhancing mutual understanding between Japan and ASEAN and also gives further thrust to the construction of a new Japan-ASEAN partnership in the future.
