The Second Meetings of the ASEAN Ministers Responsible for Culture and Arts (AMCA) and the AMCA Plus Three (People’s Republic of China, Japan and the Republic of Korea) were held in Bangkok on 3-4 August 2005. The Meetings were preceded by a Senior Officials Meeting on 2 August 2005.
1. The AMCA Meeting was attended by H.H. Pehin Orang Kaya Seri Dewa Major
3. The Meeting was officially opened by H.E. Mr. Vishnu Khruangam, Deputy Prime Minister of Thailand. In his Opening Speech, the Deputy Prime Minister welcomed all ministers and their delegations to the Meetings and to Thailand. He informed the audience that, since their inaugural meetings in Kuala Lumpur in 2003, the AMCA and AMCA+3 processes have been progressively consolidated and have shown significant dynamism. 4. He underscored the importance of exploiting the experience gained over the past years to improve the efficiency of future cooperation activities. In this regard, he expressed that this ministerial meeting would consider and adopt a cooperation framework on human resource development and development of small and medium enterprises in the culture sector as the priority areas to further enhance ASEAN as well as ASEAN Plus Three cooperation. 5. He informed the audience that the Thai Government had been undertaking great efforts and had great hope in the task of bringing the thirteen countries closer. In this regard, he believed that all member countries have the responsibility of working in a framework of mutual respect and equality in order to fulfill the wish of all their peoples living in peace and prosperity.

1. The Third Conference of ASEAN Ministers Responsible for Information was convened in Manila from 16 to 17 December 1993. The Conference was preceded by the Third Meeting of ASEAN Senior Officials for Information held from 13 to 14 December 1993. 2. The Meeting was attended by H.E. Pehin Dato Isa bin Ibrahim, Special Adviser to His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam in the Prime Minister's Office and Minister of Home Affairs of Brunei Darussalam; H.E. Mr. Harmoko, Minister of Information of Indonesia; H.E. Dato' Mohamed Rahmat, Minister of Information of Malaysia; H.E. Mr. Jesus C. Sison, Press Secretary of the Philippines; H.E. Brigadier-General George Yeo, Minister of Information and the Arts of Singapore; H.E. Formerly known as Jesselton before it's name was changed in 1986 to Kota Kinabalu, the states capital is also affectionally called KK by locals. Known as 'The Land Below The Wind' because geographically, it is below the typhoon belt. The three million population of SABAH is as diverse as its ecology. Comprising of a colourful mix of 32 ethnic group and other non-indigenous people - they are all interwoven by culture, tradition, marriage and language. Ambassador of Brunei Darussalam presents credentials as Permanent Delegate to UNESCO
31-05-2005 - On 27 May 2005, H.E. Dato Paduka Zainidi Sidup, Ambassador Extraordinary and Plenipotentiary of Brunei Darussalam to France, visited the Director-General and presented his credentials as Permanent Delegate to UNESCO. The Director-General warmly welcomed the Ambassador as the first Permanent Delegate of his country to UNESCO. They discussed the prospects of joint cooperation, particularly in the areas of science and technology policy and the developing tsunami warning system and, as well as preparations of a flag-raising ceremony at UNESCO's 33rd General Conference in October 2005, to welcome Brunei Darussalam as the Organization's 191st Member State. As part of initial steps to develop the bilateral relations, the Director-General proposed to organize a full orientation briefing by UNESCO's Sector for External Relations and Cooperation.
Brunei Darussalam joined UNESCO on 17 March of this year, following discussions with the Organization's regional representation and consideration in the context of UNESCO's cooperation with the Member States of the Association of Southeast Asian Nations (ASEAN), of which Brunei is a Member. For regional cooperation within the decentralization policy, Brunei Darussalam has joined the cluster of States working with UNESCO's Jakarta Office and Regional Science Bureau for Asia and the Pacific. Brunei Darussalam is currently establishing a National Committee for UNESCO; a representative from the Ministry of Foreign Affairs attended the Training Seminar for Newly-Appointed Officials of National Commissions from Asia and the Pacific, which took place in Seoul from 28 March to 1 April 2005.

Junior Secondary Mathematics Student’s Learning Environment and Satisfaction in Brunei Darussalam Curtin University of Technology, Western Australia Paper Presented at the Annual Conference of the Australian Association for Research in Education December 2-6, 2001, Fremantle, Western Australia ABSTRACT INTRODUCTION The education policy, the school’s culture and specific situational factors all contribute to the routine habits of teachers and students. A school’s culture has its own language, knowledge and vocabulary which each contribute to a particular orientation to mathematics education. The education system in Brunei Darussalam is centralised and examination oriented. At various stages during their education, students in Brunei Darussalam undergo examinations that determine their selection, placement and promotion. The education system is largely content driven, with an emphasis on students passing the examinations. There would appear to be limited change in teaching styles and general classroom management since the 1960s, with reports (Ministry of Education, 1993a) indicating that teachers are experiencing problems in the teaching and learning mathematics in Brunei Darussalam's schools. The present study investigated the extent to which these reported problems might be affecting the mathematics classroom environment in Brunei Darussalam's junior secondary schools. In addition, because students' attitudes towards mathematics are considered an important factor in mathematics classrooms, this study also included assessment of students’ attitudes and investigated their association with the nature of the mathematics classroom learning environment.

Zone of Peace Text Adopted; In Other Actions, UNEP Executive
Director Re-elected; UN Year of Cultural Heritage, 2002, Proclaimed
The General Assembly this afternoon affirmed the importance of the South Atlantic to global maritime and commercial transactions.  It took this action in adopting, by a recorded vote of 93 in favour to none against, with 1 abstention (United States), a resolution on the Zone of Peace and Cooperation of the South Atlantic.  (See Annex II.)
By the draft on the South Atlantic zone of peace, the Assembly also affirmed the determination to preserve the region for peaceful purposes, and activities protected by international law, in particular the United Nations Convention on the Law of the Sea.  The Assembly called on all States to promote the objectives of the zone of peace, and refrain from actions inconsistent with them, in particular those that might provoke tension or conflict.
By a separate recorded vote of 86 in favour to 1 against (United States), with 1 abstention (Singapore), the Assembly adopted a paragraph related to transport of radioactive and toxic wastes.  (See Annex I.)
