HIS ROYAL HIGHNESS PRINCE HAJI AL-MUHTADEE BILLAH
10 August, 1998, corresponding to 17 Rabiulakhir, 1419 Hijriah in the Islamic Calendar was a historic event for Brunei Darussalam. The date marked the Royal Proclamation of His Royal Highness Prince Haji Al-Muhtadee Billah as the Crown Prince of Brunei Darussalam. The Proclamation puts His Royal Highness in line to become the 30th Sultan of Brunei.
His Royal Highness Prince Haji Al-Muhtadee Billah was born on 17 February, 1974 corresponding to 24 Muharram 1394 Hijriah of the Islamic calendar. The Prince was the third child of His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Muízzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty Paduka Seri Baginda Raja Isteri Pengiran Anak Hajah Saleha.
Throughout his academic life, His Royal Highness was not only industrious in his academic studies and extra-curricular activities but was also equally diligent and devoted much time and attention to his religious education, Islamic and welfare matters. In 1988, The Prince completed the reading of the Holy Quran (Khatamal Quran) and the 'surah-surah Lazim' and also studied various aspects of Islamic teachings through specially assigned tutors.
The Prince's education began early in life, at the Putera-Puteri (Prince-Princess) School at the Istana (Palace) Darul Hana. Subsequently, His Royal Highness progressed through the Brunei Junior Certificate (1988) and the 'O' level examination of the General Certificate of Education (Cambridge) in 1991 and 'A' level examination of the General Certificate of Education (Cambridge) in 1994. In 1995, the Prince attended a course of tutorials at the University of Brunei Darussalam and at the Oxford Center for Islamic Studies, United Kingdom.

    Brunei Darussalam, a small, wealthy monarchy located on the north coast of Borneo, is a sultanate ruled by the same family for 600 years. The 1959 Constitution provided for the first delegation of political power by the late Sultan Omar Ali Saifuddin to an appointed council of state, but in 1962 the then Sultan invoked an article of the Constitution that allowed him to assume emergency powers for 2 years. These powers have been regularly renewed, most recently in July 1998. In August the Foreign Minister confirmed that a review of the Constitution had been submitted to the Sultan for approval, and that "an element of an election" was in this report. Although not all the articles of the Constitution are suspended, the state of emergency places few limits on the Sultan's power. The Sultan also serves as Prime Minister, Minister of Defense, Minister of Finance, chancellor of the national university, superintendent general of the Royal Brunei Police Force, and leader of the Islamic faith. The police force, which has responsibility for internal security, reports to the Prime Minister's office, which includes an Internal Security Department, and is firmly under the control of civil authorities.

    The police force, which has responsibility for internal security, and which includes an Internal Security Department, reports to the Sultan, who maintains firm control over it. Brunei's large oil and natural gas reserves, coupled with its population of 340,000, give it a high per capita gross domestic product of over $14,000. The worldwide recovery in oil prices that began in 1998 has helped restore the country's cash flow; however, the economy still continued to feel the effects of the Amedeo Development Corporation's 1997-98 collapse. The Government accused the Corporation's head, the Sultan's brother Prince Jefri, of misappropriating $16 billion of the country's foreign reserves. The Government generally respected its citizens' human rights in several areas; however, its record was poor in other areas, particularly with regard to civil liberties, and problems remain. In practice citizens do not have the right to change their government, and they generally avoid political activity of any kind. Constitutional provisions notwithstanding, citizens do not genuinely exercise the freedoms of speech, press, assembly, and association. Other human rights problems continued, including restrictions on religious freedom and discrimination against women. Despite government efforts, occasional societal violence against women remains a problem. Labor rights are circumscribed, and foreign workers, particularly in the garment sector, are subject to exploitation.

    FIFTY YEARS OF PAINTING AND SCULPTURE FROM PAKISTAN 12 April -18 June 2000
    THE EXHIBITION
    Artists working in the 1950s had the difficult task of determining whether to work in relation to dominant international trends, or to develop their own indigenous heritage - a dilemma shared by many creative artists across the globe in the post-colonial era. The exhibition opens with the watercolours of Rahman Chugtai (1897-1975) , an internationally famous figure whose overtly Islamic art has earned him the position of founder of the National School, although his work has only marginally influenced subsequent generations. Chugtai uses line and colour in a highly contrived way; the amorous content of his work evokes both the spirit of Persian poetry and the visual language of Beardsley, Rackham or Lautrec. A number of important artists emerged in the 1960s: Shakir Ali (1916-1975) Ahmed Parvez (1926-1979) lived and worked in Britain from 1955-64. His exuberant paintings hover on the borders of abstraction and figuration, expressing the dichotomy of his position as an exotic outsider in Britain, and as a westernised modernist on his return to Pakistan. Zainul Abedin (1917-1976) in East Pakistan produced powerful images of rural poverty; while Zubeida Aga (1922-1997), a courageous female pioneer, developed a personal language of colourful abstraction.

    Today's News - September 14, 2005 Deputy Sultan Grants Audience to UK Minister
    His Royal Highness Prince Haji Al-Muhtadee Billah, the Deputy Sultan, Tuesday consented to receive in audience the Minister of State for the Armed Forces of the United Kingdom who is currently on a working visit to the country. His Royal Highness the Deputy Sultan consented to receive the Right Honourable Adam Ingram MP at Istana Nurul Iman. The Right Honourable was accompanied by Brunei’s Deputy Defence Minister, Retired Colonel Pehin Dato Paduka Haji Mohammad Yasmin and the British High Commissioner to Brunei Darussalam, His Excellency Mr. John Saville. At the audience, His Royal Highness the Deputy Sultan was briefed on developments pertaining to defence matters in the United Kingdom and also on other bilateral matters of mutual interest to both countries. Also present at the audience were the Permanent Secretary at the Prime Minister’s Office, Dato Paduka Haji Sulaiman bin Haji Ismail and the Permanent Secretary at the Ministry of Defence, Awang Haji Mustappa in Haji Sirat. The informal meeting was held a day before the 2nd ASEAN-UN Summit. ASEAN and the United States have been working closely together in a number of fields. These include issues pertaining to security. The United Nations welcomes ASEAN’S efforts aimed at establishing an ASEAN Security Community by the year 2020. Soon after the meeting, His Royal Highness joined other ASEAN Foreign Ministers for a working luncheon held at the UN Headquarters.
