Web Policy and Procedures Revised May 23, 2001
What is the World Wide Web?
The Web or World Wide Web (WWW) is an information system running over the Internet. It provides information electronically through the use of hypertext. A variety of multimedia techniques make it easy to roam, browse, and contribute to the Web.
  • Information placed on the Web is formatted using HyperText Markup Language (HTML). The approved UW Oshkosh standard is HTML 3.2 or greater, defined in http://www.w3.org/TR/REC-html32.html HTML documents have an extension of .html or .htm. Graphics included in Web pages are usually in a Graphics Image Format (.gif) or Joint Photographic Experts Group (.jpg). Universal Resource Locators (URLs) are the detailed names used to access information. For example, http://www.uwosh.edu/ is the URL for the University of Wisconsin Oshkosh home page.
Types of Browsers The University recognizes that external Web users seeking to access the University's Web pages may be using other browsers. Web page authors are urged to keep this fact in mind when creating Web pages. Likewise, users creating PDF (Portable Document Format) files should consider creating duplicate versions in a Web standard format (such as .txt, .html, or .htm) for readers who are incapable of reading PDF files. Acceptable Use Policy Access to University computing and networking resources is a privilege available to all members of the University community. Certain responsibilities accompany that privilege. The University of Wisconsin Oshkosh Statement of Acceptable Use of Computing Resources can be viewed at

Web Publishing in Hebrew and Jewish Languages
Although you can use word processors to make HTML/XHTML documents, they, especially Word, generate bloated codes, making the file size unnecessarily bigger. This is also the case with the so-called WYSIWYG HTML editors. Furthermore, few of these WYSIWYG editors support Hebrew and the bidirectional algorithm, and the number of HTML/XHTML elements linguists need for their text-centric webpages is rather limited, so it is much more efficient to use text editors that support Unicode and the bidirectional algorithm. Whether you choose Unicode (UTF-8) or ISO-8859-8-I as the encoding of your HTML/XHTML documents, it is recommended to add the following meta tag inside the head element so that browsers may use the appropriate encoding: Once your HTML/XHTML documents are ready, you may be tempted to include your email address there in a "clickable" way as spambots in HTML/XHTML source codes and automatically "harvest" any text string that includes one or both of them, assuming that it is an email address. If privacy is important for you, please consider using one or some of the tricks for protecting your email address from spambots . An ounce of prevention is worth a pound of cure. MORE INFORMATION
Single Proxy Server Scenario
Browser to Proxy Server Authentication
When you use a single proxy, any of the authentication methods between the proxy and the client browsers can be used; this includes Basic, Anonymous, and Windows NT Challenge/Response (NTLM) authentication.
NOTE: If NTLM authentication is used, the Web browser must support NTLM authentication. Currently, Microsoft Internet Explorer versions 3.02 and later support NTLM authentication.
Browser Authentication through a Proxy Server
When a proxy server is inserted into the system, between the Web browser and the Web publishing server, NTLM authentication between the client browser and the WEB publishing server will no longer work. In fact any authentication method relying on implicit end-to-end state (such as NTLM) will cease working.

Common Web Publishing Problems
Date Launched: Nov 21, 2002 Last Updated: Jul 16, 2004 Section: Tutorials :: Publishing Author: Thomas Shinder Printable Version Rating: 3.9/5 - 16 Votes Web Publishing continues to be one of the most enticing features of ISA Server 2000. The Web Publishing Wizard makes it a virtual no-brainer to publish internal network Web sites. But sometimes the simplicity is only skin deep. Check out part 1 of this two part article on common Web Publishing problems and make your publishing woes fade away! Common Web Publishing Problems
Part 1: Destination Sets
By Thomas W Shinder, M.D.
We can't get enough of Web Publishing Rules around here! Why? Web Publishing Rules allow you publish Web servers on the internal network or on a DMZ located behind the ISA Server and make them available to users on the Internet. Sure, you could use Server Publishing Rules to publish Web servers on your internal network, but there are several reasons why you might want to use Web Publishing Rules instead of Server Publishing Rules. These advantages include:
  • Publishing multiple Web sites with a single external IP address
  • HTTP Content inspection
  • Redirect requests based on path contained in the URL
  • Terminate an SSL request at the ISA Server
  • Bridge SSL requests
  • Redirect HTTP requests as FTP requests

Content Negotiation Techniques Koen Holtman, CERN
Content negotiation is the process by which the 'best' version of a web page is automatically chosen and displayed when the user follows the link to the page. I will discuss the current state of web content negotiation standards, together with currently applicable negotiation techniques, inside and outside the standards. The focus is on techniques for site designers who want to support 'standard' browsers. Techniques for browser designers, by which they they can better support site designers who want to put up negotiated content, are also discussed. I will review the necessary measures which must be taken to make negotiation work correctly if there are web caches between the browser and the server. I will also review recent developments like the creation of a feature tag registry by the IETF, and the implementation of the transparent content negotiation standard in the Apache server.

    Style Guide
Philosophy The underlying purpose of most web pages is to communicate. In order to communicate effectively one must first understand the audience. Since we cannot predict what browser the audience will be using, it is best to design pages that are browser independent. Browser independent means designing pages that are best viewed in any browser. Accomplishing browser independence doesn't mean one cannot include: Java, Plug In's, Frames, Clickable Image Maps, Tables, and other neat doo hickeys. BUT one should question if the technology adds value or is merely a demonstration of technical prowess. Extensions to the HTML standard should add value without alienating 30% of the audience. Before using fancy HTML extensions consider low tech alternatives that can accomplish the same objective. To help you design pages that reach and appease the largest audience possible, study the following common web site visitor complaints I have made, received, and observed: Page takes too long to download This is caused by slow modems, network bottlenecks, expensive connections, and impatient visitors. Some solutions to alleviate this problem include:
