issue 263 - January 1995 The new prison being built in the British Virgin Islands (BVI) looks out onto glistening blue tropical waters, white beaches and a string of small green islands. Unlike the new $20 million government building in the capital, or the giant new cruise-ship dock, this building does not reflect the noble path of ‘progress’ which the people of these tiny islands are supposed to be experiencing. It represents the shameful baggage which comes with it. Sadly there is a pressing need for a prison. American-style gun-crime has seeped into the country with devastating consequences for a community that 10 years ago scarcely knew such evils. The BVI’s population is distributed between four islands (there are 36 in all) though most people live on the largest, Tortola. The islands are self-governing though not independent from Britain, whose resident Governor acts as representative of the Crown. Most people enjoy a quality of life uncommon in the Caribbean. The use of the US currency and the steady growth in the yachting industry and up-market hotels have combined to create a tourism economy envied by others in the region. As the major source of employment, tourism has attracted an increasing number of immigrants seeking work. Political power lies with a small group of individuals some of whom have been in and out of power for many years. The Chief Minister Lavitty Stoutt of the Virgin Islands Party has this time held office since 1987 when his predecessor, Cyrill Romney, resigned in the islands’ biggest known political scandal. Romney had been closely linked to a local trust company alleged to have been laundering large amounts of ‘dirty’ money. His name was subsequently cleared and he is now Leader of the Opposition in the single-chamber Legislative Council.

EAST BRUNSWICK — If some men think taking a vacation with Jimmy Buffett and three super models is what dreams are made of, that’s exactly what Jeffrey Bravman did recently. The fourth-grade teacher from East Brunswick’s Frost School took off Feb. 12 for the trip of a lifetime — a blind journey determined by the folks at NBC as part of the "Today" show. Bravman, accompanied by his wife, Sylvia, ultimately wound up on Necker Island, one of the British Virgin Islands, for what he called "a science teacher’s delight." Bravman won the trip by prevailing in an NBC essay contest, but had no idea where he and his wife would be taken until he got there. When he left Newark Liberty International Airport that morning, all he could do was hope.

The BVI ... a paradise for sailors If you haven’t visited the British Virgin Islands, you’ll find them at the edge of a huge underwater shelf extending eighty-five miles from Puerto Rico before dropping off in the Atlantic to the north and the Caribbean to the south. With over sixty islands, only a handful are inhabited. Tortola, home to the capital of Road Town, is the largest with a population of 18,000. Bursting with colorful West Indian culture, Tortola, much like the neighboring islands, remains free of crash commercialism. There are no high rises or casinos, and since buildings cannot be taller than a pine tree, the town remains unfettered with a sprinkling of multihued homes on the hills. No wonder the scenery remains so lush.

TORTOLA

Tortola, "land of turtle doves' or Chocolate City is the largest of the British Virgin Islands overlooking Sir Francis Drake Channel and situated about 60 miles east of Puerto Rico. Its most popular point of entry for vacationers is the East End Beef Island Airport linked to the capital city of Road Town by the one-lane Queen Elizabeth Bridge. This chain of some 60 islands and cays, known as the British Virgin Islands (B.V.I.), has a distinctly nautical flavour. While some cruise ships visit the islands, you're more likely to see yachts. Sailors enjoy constant trade winds, short distances between islands, beautiful views and many sheltered coves where they can drop anchor. These are considered some of the finest sailing waters in the world. This is also a paradise for scuba divers and snorkelers with beautiful the reefs, wrecks and clear waters off the islands to explore. In addition to the spectacular sailing waters and coral reefs that surround them, the British Virgins have calm and tidy towns, luxurious accommodations and gourmet dining. For many, it's the perfect island getaway. Tortola Virgin Gorda Jost van Dyke Anegada and Peter Island are the largest and most frequented islands. The natural beauty of these islands is spectacular. The volcanic origins of these islands produce contrasting colour tones of verdant land, turquoise sea and radiant white beaches. Tortola (population 15,000) is a peaceful refuge of tropical, mountainous landscapes, seafarer's appeal and a distinct West Indian flavor. Tortola is serene, seductive, and free from crowds; buildings here can't be taller than the palm trees. The lack of direct flights from the U.S. and Europe restricts the number of visitors, but rewards those who take the extra "leg" with an island they very nearly have to themselves.
