The islands were annexed by the British in 1672. Two hundred years later, they were incorporated into the British colony of the Leeward Islands. The governor of the Leewards continued to run the Virgin Islands until 1960, at which point direct responsibility was assumed by an administrator (later restyled governor) appointed from London. The 1967 constitution (see Government ) gave the islands internal self-government.
Government
Under the 1977 constitution, the British monarch appoints a governor to take responsibility for defense, foreign affairs and internal security. The governor also chairs the executive council, which has five other members. The Legislative Council has 13 directly elected members, one ex-officio member and a speaker.

Culture and History of Tortola: Tortola is one of the islands that comprise the British Virgin Islands. It has Road Town as its capital on the southern shore of the island. The other islands that are associated with the British Virgin Islands are Anegada, Guana Island, Mosquito Island, Peter Island, Jost Van Dyke and Virgin Gorda. It has constructed a large yacht chartering business, which is able to take people to these islands. Rugged mountain peaks characterize the entire southern coast while the northern coastline contains white sandy beaches. Banana trees, mangos and clusters of palm help adorn the scenery. The inhabitants are mostly descendents from slaves and/or slave owners. There is a mixture of British and West Indian influence in their culture. The hybrid Caribbean culture can be seen in their music, food and the sloops that are made for fishing. Calypso is very much alive there as the sounds are social commentary of the local political and social issues. Fungi bands play scratch instruments such as gourds and washboards. Carnival began in the British Virgin Islands as a celebration of the slave emancipation.

Soper's Hole - British Virgin Islands Photos
Pusser's Landing Restaurant - Soper's Hole A sand bar and a very small bridge join Frenchman's Cay and Tortola at the West End of Tortola. Soper's Hole is a very picturesque harbour as well as an excellent overnight anchorage. Blackbeard is said to have taken up residence in the BVI for a couple of years in the late 1700's at Soper's Hole. The area provided several excellent lookout points at which his men could spot ships laden with goods bound for far away lands. Like shooting fish in a barrel, Blackbeard would raise the Jolly Roger, set sail and swoop down, upon the unsuspecting ships. Once he had "dispatched" their crews, he'd seize their ships and whatever cargo they carried. He made quite a living out of plundering and murder! West End Ferry Terminal - Tortola, BVI
