    History Founded in 1993, COTA's diverse membership includes organizations and businesses from all sectors of the tourism industry, including accommodation, transportation, resorts, attractions, tourism associations, industry suppliers, and educators. When COTA's original members began meeting, tourism was worth less than $4 billion annually to the B.C. economy. The industry was just starting to show signs of becoming one of the province's lead generators of economic growth. Over the past decade, tourism has grown to the point where it now generates $9.2 billion annually for our province's economy and directly employs 117,500 British Columbians. When tourism-related employees are included, the total swells to 266,000. Tourism is currently the second largest industry in B.C. after forestry. Over the years COTA's efforts have resulted in numerous tourism-friendly changes in government policy. COTA was instrumental in the creation of Tourism British Columbia as a Crown corporation and secured a sustainable revenue flow for Tourism BC's marketing efforts. Further COTA was the driving force that effected changes to the Tourism Act, ensuring that tourism values are included in all land-based decisions.

It’s an opportunity for all British Columbians to have a say about the future of their province – whether to move forward or go backwards. “Four years ago, we were elected with a mandate to revitalize the economy, restore sound fiscal management, and usher in a new era of hope and prosperity. We set out a plan. We acted on that plan. And clearly, it’s working,” said Campbell. “Today, B.C. leads the nation in job creation – employment is up in every region and we have the lowest unemployment rate in 24 years. British Columbians are benefiting from a balanced budget, from the lowest provincial income taxes in Canada for low and middle-income levels, from the largest projected surplus ever, and from the largest pay-down of public debt in B.C. history.     History Historical Outline Captain James Cook, R.N. - 1778
    In the spring of 1778 Captain James Cook, R.N., became the first known European to set foot on what is now British Columbia. Permanent European settlement, long delayed, was brought about by the gradual overland penetration of the fur trade companies towards the Pacific Coast. On March 13, 1843, Chief Factor of the Hudson's Bay Company James Douglas, accompanied by the pioneer Roman Catholic missionary Father J.B.Z. Bolduc, anchored off Clover Point in the "Beaver." The next day he selected the site for Fort Victoria. By mid-June Chief Factor Charles Ross was busy at work constructing the new post. The Hudson's Bay Company - 1843
    Hence the City of Victoria was founded by the Hudson's Bay Company on March 14, 1843, as a trading post and fort at the location the native Indians called "Camosack" meaning "Rush of Water." Anticipating that under the Oregon Treaty, then being drawn up, the 49th parallel would be chosen as the International Boundary Line, the Hudson's Bay Company moved its fort from Vancouver on the Columbia River to the southern end of Vancouver Island. Thereafter, for a short time, it was known locally as "Fort Albert," but by resolution passed by the Council of the Northern Department of the Company meeting at Fort Garry on June 10, 1843, it was officially named "Fort Victoria" after the great British Queen. To buttress the British claim north of the 49th parallel, the Hudson's Bay Company, by Royal Grant dated January 13, 1849, received title to the whole of Vancouver Island, but only on condition that colonization should be undertaken. By midsummer Chief Factor James Douglas was in residence at Fort Victoria to begin this task, with the assistance of his colleagues in the fur trade.

    Wilderness Goals, Achievements, and Challenges I nspired by the US and Canadian National Parks concept, BC's first provincial park, Strathcona , was created on Vancouver Island in 1911. This was followed by Garibaldi , adjacent to the city of Vancouver, in the early 1920s. From then on the idea of expanding the parks system had a certain prestige about it, and several large parks were created by the BC government such as Wells Gray Tweedsmuir , and Manning in the 1930s and 1940s. The intention at this time was to retain large expanses of natural, scenic landscape. This focus came about as the logging industry was moving farther into interior BC, encroaching on many wild areas. Many of the foresters associated with the BC government still had the romance of wilderness at heart, wanted to see some areas protected, and they worked to achieve their goal. During this era, these large parks had virtually no management, and fell under the jurisdiction of the BC Forest Service. It wasn't until well into the 1960s that BC actually established a Parks Branch, and the parks system was no longer managed by an agency whose primary motive was to log forests.

    Welcome to the new look Alan Douglas site! Lots of work has been done and there's still plenty more to do. Currently work has been completed on the main page and I am in the process of developing the link pages. This work is not as easy as what I had figured it would be isn't that always the case with these things? The most visible change is the use of a cascading style sheet that gives the site its look and feel. I'm still not 100% certain of what it all means or how it all works. It's one of those things that ended up making this take a lot more time than I had thought it would. I also went nuts and scanned loads of old photos and created a photo log. The pictures will update each time the page is re-loaded. So hopefully things will at least seem fresher. The second major change is the use of a database on the backend. Instead of having to manually update and re-deploy the changes, I can now add information to the various tables and have the site update dynamically. So, hopefully, updates will be more frequent. And I'll have more time to spend being creative. June 22, 2004

Notably negotiated wage increases, operating costs for new facilities and equipment, increased public expectations, technological change, aging population. Province-Wide Impact: $195 Million in administrative savings and efficiencies, $165 Million as a result of best practices, $57 Million in revenue generation, $150 Million as a result of service changes for a total of $567 Million in projected savings. 6,500 FTE reduction (out of 107,000 FTEs) during the next three years. 3 outright facility closures; Enderby, Kimberley, and New Denver. Building four, 165 new assisted living beds combined with 3,000 residential care beds decommissioned for a net gain of 1,165 beds. Bed closures.
