For immediate release January 17, 2003 Women's equality moving backwards in B.C. says women's coalition Alternative report on provincial government cuts and changes that negatively impact women and girls presented to United Nations Committee Vancouver - British Columbia is moving backwards on women's equality due to current provincial government policies and is in contravention of its obligations under the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), says the B.C. CEDAW Group. "B.C. is moving resolutely backwards on women's equality with policy shifts and program cuts that have increased the economic and social vulnerability of women and girls," says Tami Friesen of the West Coast Legal Education and Action Fund (LEAF). "The provincial government cannot honestly claim to be meeting international human rights obligations while it continues to take steps that worsen conditions and life opportunities for women and girls in B.C." The B.C. CEDAW Group - a coalition of 12 leading B.C. women's organizations - has produced an alternative report, British Columbia Moves Backward on Women's Equality, that details recent, drastic changes in provincial government policies and programmes and explains their harmful impact on women and girls. This report was presented to the CEDAW Committee last week and will be considered by the committee in its upcoming review of the government.

Consumers' Association Calls On The BC Government To Stop Forcing ICBC To Implement An Auto Insurance Scheme That Other Provinces Are Rejecting
OTTAWA, July 18 /CNW/ - The Consumers' Association of Canada yesterday released the first results from its forthcoming national study on auto insurance rates. "The good news for BC consumers is that the study shows British Columbia has rates that are 50% less than in Nova Scotia", said Mel Fruitman, President of the Association.
"The bad news for BC drivers is that the BC Government is bringing in changes that will force ICBC to implement a discriminatory rating system for optional insurance that is similar to that now being used in Nova Scotia". "Public auto insurance was implemented in British Columbia because consumers were fed up with the practices of private auto insurers", said Bruce Cran, head of the BC Branch of the Consumers Association. "Rates were sky high, people were not buying enough insurance because they couldn't afford it. This was the situation thirty years ago in British Columbia and this is the situation now in Nova Scotia."
Even the Premier of Alberta is fed up with private insurers and he has called for an auto insurance system based on a driver's record - like BC's. "The Premier of Alberta should be congratulated for recognizing that a BC style system delivers the fairest rates where the good drivers pay less and the bad drivers pay more", said Mr. Cran. "The Government of BC needs to explain why it wants ICBC to go backwards in time to adopt an Alberta type system that Alberta has now decided is unfair and plans on getting rid of?"

And, it has received a clean opinion on those financial statements from its Auditor General. The Public Sector Accounting Board comprises twelve volunteer members drawn from senior levels of government, including federal and provincial auditors general, controllers, and deputy ministers, municipal finance officials, academics and other experts in government reporting. The Canadian Institute of Chartered Accountants (CICA) , together with the CA institutes/ordre, represents approximately 68,000 CAs and 8,000 students in Canada and Bermuda. The CICA conducts research into current business issues and supports the setting of accounting and assurance standards for business, not-for-profit organizations and government. It issues guidance on control and governance, publishes professional literature, develops continuing education programs and represents the CA profession nationally and internationally. D ave Secko decided to pursue his Ph.D. in microbiology at the University of British Columbia so that he could take advantage of the province's tuition fees , which are currently second lowest in the country. He's not alone. Enrollment at British Columbia (BC) universities has increased more than 30% over the last decade, with the most dramatic increase occurring since 1996, when the previous provincial government passed tuition freeze legislation. Over the same 10 years, though, provincial grants to the universitieswhich account for 70% of their general operating budgetshave grown by little more than 10%, resulting in degrading facilities and marked increases in the size of classes. All this may be about to change. The BC government announced last week that it plans to fully deregulate university and college tuition fees in the province. This announcement is just the latest in a string of postelection announcements intended to limit the province's $4.4 billion budget deficit that has left stunned residents wondering what has hit them. In her throne speech, Lieutenant-Governor Iona Campagnolo stated that the BC government "will allow postsecondary institutions to make their own decisions about their tuition fee levels," and that this was intended to "restore greater autonomy to the institutions themselves, because they should be directly accountable to the students and communities they serve."
