IMPROVING DEMOCRACY IN B.C.
THE FINAL REPORT
The Citizens' Assembly on Electoral Reform says the new proportional electoral system it proposes for B.C. will improve the practice of democracy in the province.
"Election results will be fairer, reflecting a balance between votes and seats, voters will have more choice and candidates will work harder to earn their support," says the final report of the Assembly, Making Every Vote Count: The Case for Electoral Reform in British Columbia.
"Political parties will remain at the centre of the electoral process, but they will give up some of the excesses of party discipline and the adversarial style that alienates many voters. The Legislative Assembly will be strengthened in its ability to hold governments accountable."
The report was released Friday 10 December 2004.

Order of Her Majesty in Council admitting British Columbia into the Union At the Court at Windsor, the 16th day of May, 1871 PRESENT The QUEEN'S Most Excellent Majesty His Royal Highness Prince ARTHUR Lord Privy Seal Earl Cowper Earl of Kimberley Lord Chamberlain Mr. Secretary Cardwell Mr. Ayrton Whereas by the "Constitution Act, 1867" provision was made for the Union of the Provinces of Canada, Nova Scotia and New Brunswick into the Dominion of Canada, and it was (amongst other things) enacted that it should be lawful for the Queen, by and with the Advice of Her Majesty's Most Honourable Privy Council, on Addresses from the Houses of the Parliament of Canada, and of the Legislature of the Colony of British Columbia, to admit that colony into the said Union on such terms and conditions as should be in the Addresses expressed, and as the Queen should think fit to approve, subject to the provisions of the said Act. And it was further enacted that the provisions of any Order in Council in that behalf should have effect as if they had been enacted by the Parliament of the United Kingdom of Great Britain and Ireland. And whereas by Addresses from the Houses of the Parliament of Canada and from the Legislative Council of British Columbia respectively, of which Addresses copies are contained in the Schedule to this Order annexed, Her Majesty was prayed, by and with the advice of Her most Honourable Privy Council, under the one hundred and fortysixth section of the hereinbefore recited Act, to admit British Columbia into the Dominion of Canada, on the terms and conditions set forth in the said Addresses.

Canada's federation has two levels of government: federal and provincial, each with its own law-making bodies, governing executive and judiciary.
At the federal level, the Canadian government has two law-making bodies: the 301-seat House of Commons and the 105-seat Senate. B.C. Residents are represented by 34 elected Members of Parliament (MPs) and six appointed senators. The Prime Minister and appointed Ministers comprise the federal cabinet or governing executive. The federal judiciary includes the Supreme Court of Canada, the highest court of appeal for all cases.
Provincial Government
The structure of the British Columbia government is rooted in British parliamentary tradition and precedent. Prior to 1866, B.C. was comprised of two British-controlled colonies, one on Vancouver Island and a second on the mainland. In 1866, the two colonies were officially united as the Crown Colony of British Columbia, with its capital in Victoria. British Columbia became a province of Canada when it entered Confederation on July 20, 1871.
