Mostar's Old Bridge Rises Again
July 27, 2004 Tens of thousands of people, including Mostar residents, citizens from all over Bosnia and Herzegovina (BH), many foreign tourists, and senior international dignitaries alike, packed the old cobblestone-covered streets of Mostar on Friday evening to witness an historic event – the official opening of the new Old Bridge. The Bank Group, through IDA, financed one-third of the cost of the restoration.
 Residents of Mostar on approaches to the bridge. The opening program lasted the whole day, with numerous donors’ and bilateral meetings. The opening ceremony itself went throughout the evening with the participation of scores of children, actors, singers and dancers, as well as white doves, balloons and fireworks. The opening ceremony came as the climax of the program that lasted for weeks, with numerous exhibitions, conferences, concerts and other events celebrating one of the most unique, and most important events that marked this year in Bosnia and Herzegovina.

Mostar’s Old Bridge Rises Again July 27, 2004 —Tens of thousands of Mostar residents, citizens from all over Bosnia and Herzegovina (BH), foreign tourists, and international dignitaries packed the cobblestone streets of Mostar on July 23 rd to witness the official opening of the new Old Bridge. Lack of respect for the architectural profession shown by both public and private building patrons and their interference in the implementation of projects are among chronic difficulties that have remained as rampant today as yesterday. Other problems have also persisted, such as expecting consulting engineers to carry out large-scale projects without an initial plan, the inability to evaluate the artistic quality of projects, nitpicking over trivial matters while ignoring fundamental faults when judging the projects, the designers' and builder dislike of constructive criticism, lack of productive cooperation between designers and consultants, absence of healthy competition and the prevalence of deceitful practices in competing with others. Recently, a new issue has been added to these and that is the resistance of building patrons toward the construction of an edifice that is of a bold and outstanding artistic design.

It cannot pay First World prices for the hundreds of thousands of Western books, journals, databases and other materials in agriculture, finance, engineering, law, medicine, and other essential fields that are needed by its universities and research centers. The depth of this knowledge gap can be seen in universities which are among the poorest institutions in the country. Their libraries, at the heart of the higher education enterprise, are outdated and half empty. The result is a calamity: faculty cannot stay current, students cannot learn what they should, and the system will not produce enough well trained graduates to sustain the modernization of the country. The poverty of most libraries may be hidden by showcase buildings but is plan to see in the stacks. The new Library of Peking University, impressive as it appears, holds a large but weak collection. The Medical Library of Xi'an Jiaotong University is more typical: virtually all of its shelves are empty and coated with dust, and a small faculty reading room holds just a handful of current titles.

Such applications will not invent themselves. The trends are away from public access toward increasing privatization of networks and content. As a result, in Beijing or Hanoi, the price of a book in Western medicine equals the monthly salary of a doctor, and most medical libraries have few (if any) up-to-date Western books. The Internet can send data around the world at high speed and low cost, but it cannot overcome the price barriers set by the First World knowledge industry. Developed countries will continue own and acquire most of the world’s knowledge, charging high fees for access to it, while developing countries will own and gain little. If the Internet spreads to every village in the world, this maldistribution will not change, without progressive, even radical, reforms of intellectual property regimes. The solution is moral, not technological. Until essential knowledge is treated as a public good rather than a commodity, and access is made affordable, China and other countries will continue to fall behind, and the Internet will continue to increase rather than decrease the knowledge gap.

The Exposition
The Pan-American Exposition was a celebration of many sorts. It was intended to be a recognition of the achievements made in the industry and culture of the Americas, but as it turned out, the Pan-American toasted the new 20th century, the progress of electricity, and the City of Buffalo. Now here, the Queen City invites the world to come to her midst and be her guest from May first to November first 1901. The Rainbow City, as the Pan-American was called, was only a thirty minute ride from the heart of downtown Buffalo. Upon entering the grounds, the visitor was treated to the sight of splendid domes, attractive minarets, towers and pavilions glowing with pleasing hues and tints, regal statues, and buildings containing attractive exhibits from all parts of the Western hemisphere. The Pan-American opened its gates on May 1, 1901 feeling confident that no visitor would be disappointed. The Grounds
The general plan of the grounds was that of an inverted "T" with the cross arm being the Esplanade extending east and west, and terminating at the Propylaea. The Court of Fountains was in the center of the vertical stem and starting from its four corners was the beginning of the main group of large buildings. The most prominent of these was the Electric Tower which rose to a height of 391 feet. It was said that the Electric Tower could be seen from downtown Buffalo! Perhaps the most unusual aspect of the Pan-American was the color scheme of its buildings. In previous expositions, the main feature had always been architecture but not color. The Pan-American attempted to appease both. Imagine seeing colossal buildings colored in hues of red, blue, green and gold! The Electric Tower alone was colored deep green, with details of cream white, blue and gold! Now you can see where the name "Rainbow City" came from.

Clemson connection
None of the architectural renderings of the new Ravenel Bridge features the ubiquitous Clemson Tiger Paw, but perhaps they should have. From preconstruction to ribbon cutting, Clemson alumni have played key roles in building the longest cable-stay span in America.
Structurally, the design team had to consider hurricane-force winds, seismic events and ship impact protection, each with its own unique design characteristics and effect on the budget. From a public involvement standpoint, there were diverse groups ranging from major developers to a minority neighborhood, the S.C. State Ports Authority, the Charleston Harbor Pilots Association and others. The bridge deck had to provide not only for projected traffic needs but also for a pedestrian/bicycle walkway.
The chosen contractor is Palmetto Bridge Constructors (PBC), a joint venture between Tidewater Skanska Inc. of Norfolk, Va., and Flatiron Constructors of Longmont, Colo. Parsons, Brinckerhoff, Quade and Douglas provided design services. One of the S.C. companies that worked with Parsons Brinckerhoff is the LPA Group. LPA provides engineering, architectural, planning and environmental services for the development of airports, roads and bridges.
