The indigenous population has declined from a pre-Columbian high of an estimated 5–6 million to just 100,000 in . Only a few tribes still survive in their original culture in remote areas of the Amazon Rainforest . However, changes in government policies over the past 50 years have managed to afford some protection to the remaining indigenous peoples, and the population has risen again to some 300,000 (

Brazilian policies on Indigenous Peoples Resolution of the Climate Alliance´s General Assembly of 26.3.1996 The Climate Alliance Municipalities already responded two years ago to the request of the indigenous peoples of Brazil to support them in their struggle to ensure observation of Article 231 of the Brazilian Constitution. This constitutional article guarantees to the indigenous peoples the right to their territory, and provides for a swift geographical demarcation of these territories. At the time, the Member Municipalities expressed their support in letters to the Brazilian President. While the 1988 Constitution of the Federal Republic of Brazil requires the swift demarcation of all indigenous territories, this process is stagnating in an unacceptable manner - to the detriment of the affected communities. The latest political decisions even indicate a serious retrogression. In this connection, the organizations of Brazilian indigenous peoples and numerous other non- governmental organizations criticize most vehemently the issuance of Decree No. 1775/96 and Ministerial Ordinance 14/96, which alter the basis of the demarcation of indigenous land in favour of third parties, in particular by granting an also retroactive right to object. Indigenous organizations and the Member Municipalities of the Climate Alliance fear that the situation of many of the Brazilian indigenous peoples will deteriorate, e.g. through the diminution of their territories, the delaying of demarcation, or through new encroachments upon their land. Since the beginning of the debate on the Decree's amendment, and particularly since it was signed, increased invasions upon unprotected indigenous lands are to be observed, without the Brazilian government taking steps against this in the form that would be called for. The view is widely accepted that the new legal situation evidently even encourages these encroachments.

When the Indigenous Brazilian Games Project was proposed we anticipated six weeks for completion of the preliminary survey and then we would begin the field survey. However the VI Indigenous Peoples Games in Palmas , Tocantins state, changed our plans. Within 30 days the team was in the field, because we had been able to meet directly so many of the tribes at the Games. This direct contact was the key; it gave us a new, much quicker path to follow and more certainty to our team in deciding which villages to visit.
The team at the Guarani Indians' hut. There were about 40 tribes at the games in Palmas and we tried to keep contact with the majority of them. Among the games , toys and fun activities mentioned by the Indians we were able to find the shuttlecock, play house, sete marias, origami, dolls made out of calabash, bow and arrow, bed's cat, stilts, pega-moça. Also at the games a game called Ronkran was presented to the public, which is a kind of hockey, played with "bordunas" (a mace used by the Indians). But the most outstanding and important game we found was the puzzle, best known throughout the world as "African ring", which is played among the Canela Indians from Maranhão State. The tribal chief, Severo, showed this puzzle to us using any material he could find available at hand. As the result of the survey done in Palmas our team decided, after the Kamaiuras from the Alto Xingu region, to visit the Bororos from the Meruri village and the Paresis, from JM village, both in Mato Grosso state. Besides those, we would visit the Terenas from Cachoeirinha, in Mato Grosso do Sul state. We decided on that route because of their origin from peoples like Peruvians, Bolivians and Paraguayans. You must be asking: "Why are they so interested in their origin?" Because there is evidence that the more elaborate games might come from the Inca civilization.

    Indigenous associations in the 1990s: between the new Constitution and the "projects market" Since the end of the 1980s there has been a prolific increase in the creation and registration of indigenous associations in the form of "civil organizations" (COs). To give an idea of the scale of the phenomenon, only ten such associations existed before 1988 (Upper and Mid Solimões River, Manaus, Upper Negro River, Roraima); now there are more than 180 associations in the six States making up the Northern Region of Brazil (Amazonas, Roraima, Rondônia, Acre, Pará and Amapá), and probably more than 250 in so-called Legal Amazonia, which includes parts of the States of Mato Grosso, Tocantins and Maranhão.
