RIO DE JANEIRO - The city known for its scantily clad Carnival dancers and anything-goes approach to sexuality is abuzz. Rio de Janeiro state police arrested a couple over the weekend after the woman refused to cover up her breasts on the beach. They clubbed her boyfriend - in his 60s - when he tried to intervene. While the scandal ostensibly is over toplessness, the incident is a window into Brazilian culture, where religion and pleasure collide and arbitrary actions by police largely go unpunished. Brazil boasts the world's largest Roman Catholic population but is constantly at odds with the Vatican over television ads promoting birth control, wide acceptance of the African-origin Candomble religion and sexual liberalism. Brazilians were surprised when police began cracking down on topless sunbathing last weekend - something the governor of Rio state says will not be repeated. Many Brazilians were outraged and complained of hypocrisy, noting that in early March many Carnival participants will be wearing only a tampa sexo

Search
Diversity and dynamism are the basic features of the Brazilian society and culture. Its diversity is derived from the multiethnic composition of the society, the miscigenation of different ethnic groups, and therefore the syncretism among their cultures. At the arrival of the Portuguese in 1500, Brazil was inhabited by an estimated population of 5 million aborigines, belonging to several cultural groups. The interaction - and miscegenation - of the communities living along the coast with the Portuguese coloniser has been intense from the beginning of their encounter. Miscegenation has also been intense with slaves from the Western coast of Africa brought by the Portuguese Crown to work in the sugarcane plantations in the Northeast of Brazil. For almost three centuries, - waves of African slaves from different groups arrived to Brazil while new economic activities expanded to other areas -mining, the state of Minas Gerais, coffee plantation in the state of Rio de Janeiro, and also in urban areas.

The Law Rouanet
Named after the Representative who pushed the bill forward, the Law Rouanet allows tax payers (both persons and corporations) to make donations or sponsorships to cultural projects and get a tax exemption proportional to the incentive.
Click the link to access the full text of the Law Rouanet (in Portuguese only); the law is nr. 8313, promulgated on 23rd December 1991.
The law instituted the National Program of Support to Culture (PRONAC), with the goal to support cultural projects. The Program would be funded by two kinds of sources: official sources and private sources; the official sources are listed in the article 5.
The article 18 establishes that tax payers, persons or corporations, can use fractions of the income tax due to donate or sponsor cultural projects; article 25 establishes the projects which can be beneficiary; article 26 establishes the tax exemptions (up to eighty percent of the amount donated, if persons, or fourty percent, if corporations).
This law is being of enourmous benefits to Brazilian culture;

Carnival in Brazil: Selected Sources
Compiled by Katherine McCann Carnival, the annual celebration before Lent, is perhaps the most widely attended of Brazilian festivals and certainly the most widely recognized internationally. Scholars and writers from various disciplines continue to examine Carnival, Carnaval in Portuguese, as both a reflection and a distortion of national identity. This bibliography is intended to help the reader locate materials that describe the history, music, and images of Carnival, and its role in Brazilian popular culture. Many more sources can be located through the General LibrariesÕ online catalog, UTCAT. The basic search term is CARNIVALBRAZIL. For items related to a specific city, use CARNIVALBRAZIL[city name]. Other useful subject terms are FESTIVALSBRAZIL, SAMBA (DANCE)BRAZIL, FREVO (DANCE), and BRAZILSOCIAL LIFE AND CUSTOMS. Brazilian Culture in the Netherlands
Samba de Quintal is a Dutch foundation, based in Rotterdam, that has the objective to divulge Brazilian culture and music in the Netherlands. To this end, it organizes or participates in Brazilian events, parties, festivals, exhibitions, theatre shows, and catering. Also, Samba de Quintal offers some special services, such as 'hommages' where you can hire the Samba de Quintal team to bring a musical hommage to a special person. Or the foundation can help you to produce special purpose video projects with a Brazilian focus. The site is in Dutch, with some Portuguese support. However, it is full of videos in Portuguese, with Dutch subtitles, so the site will give you a pretty good idea of how Samba de Quintal promotes Brazilian culture in the Netherlands.

African-Brazilian Culture

Study Trip to Salvador, Brazil The Latin American Studies Center and the Department of Spanish and Portuguese proposes to offer a 3-week course for undergraduate and graduate students on "African-Brazilian Culture" in Salvador da Bahia, Brazil. The first two days will be at College Park with the purpose of introducing students to Brazilian language and African-Brazilian culture. The course was first offered in Winter Term 2001 for twelve students (10 undergraduate and 2 graduate). This program is a collaboration with the Universidade do Estado da Bahia (UNEB), coordinated by JosÈ Carlos Limeira, assistant to the President of the University. The University is responsible for identifying housing and cultural activities directly related to the object of study and will assist us throughout the entire process. Professor Phyllis Peres and instructor Christina Guidorizzi will be accompanying the students to Brazil and teaching and working with the students in culture and language and linguistics respectively.
