BOTSWANA: Government to provide free HIV/AIDS drug Integrated Regional Information Network - August 11, 2000 JOHANNESBURG, 10 August (IRIN) - President Festus Mogae of Botswana has said that his government would provide free HIV/AIDS drugs at public health facilities for people living with the disease. Addressing the women's wing of the ruling Botswana Democratic Party, Mogae said that with the financial support of international organisations like the Melinda and Bill Gates Foundation, the government would soon purchase the drugs and make them available in clinics, dispensaries and hospitals. The drugs would be issued free since the majority of people could not afford to buy them. The president added that it is not helpful to disown or dispute Botswana's alarming HIV/AIDS statistics. A forthcoming UNDP report says that Botswana's HIV/AIDS prevalence rate has reached 36 percent of the population.

“Bushmen” in Botswana
The UN Special Envoy, Anna Tibaijuka, is quoted in the Sunday Times as saying: “Although a case for a crime against humanity… might be difficult to sustain, the government of Zimbabwe clearly caused large sections of its population serious suffering.” In 2002, reporting on the plight of the San people in Botswana, the UN Human Rights Commission reported that remaining in the Kalahari is essential to the San’s “survival as a distinct people”. The San people are not only distinct, but are indigenous people of Southern Africa; something that the Botswana government refuses to recognize. The government claims that every Motswana (people of Botswana) is indigenous – a self-serving argument that does not stand in the face of historical and archeological evidence.

Special Education Needs as an Integral Part of the Botswana Education System: A Move Towards Inclusive Education

Introduction Botswana like other countries is signatory to the UN Declarations on Education for All. When the Salamanca Statement and Framework for Action on Special Needs Education was adopted in 1994, Botswana had already taken a step in the right direction by setting up a National Commission on Education. The Terms of reference required the Commission to conduct a broad ranging review of the entire education system, vocational education and training, preparation and orientation towards the world of work articulation between the different levels of the system and a re-examination of the structure (Revised National Policy on Education, 1994). The Commission indicated amongst other issues that the education of disabled people needed immediate attention. The commission came up with 134 main recommendations. All recommendations were adopted by Parliament and have become the basis for the National Policy on Education now set forth in the Government White Paper No2 of 1994, referred to as the Revised National Policy on Education (RNPE). The policy seeks to make education accessible to all including children with special educational needs.

BUSHMAN HUNTING EXPOSED A government witness in the Bushman court case admitted yesterday that there was no evidence that Bushmen living in the Central Kalahari Game Reserve had been hunting using guns and vehicles, or hunting too many animals. The government has repeatedly justified the evictions by claiming that the Bushmen had 'radically changed their traditional lifestyles' and regularly hunted animals with high-powered rifles from four wheel drive vehicles. The witness - Joseph Matlhare, former Director of Wildlife - also failed to support his claim that Bushmen had a serious negative impact on the ecology of the reserve before they were evicted in 2002. When asked whether mining for diamonds in the game reserve would not also cause an unacceptable disturbance from an ecological point of view, Matlhare answered, 'I don't see what you mean, acceptable or unacceptable. If you're going to mine anyway, you would have to accept the disturbance.' Survival's director Stephen Corry said today, 'Both the Botswana government and De Beers have alleged that the Bushmen hunted in the reserve using rifles and trucks. This false and damaging allegation has now been demolished in court. It's a tragedy that it's taken an expensive court case for them to admit this.'

The HIV/AIDS Situation in Botswana Botswana ranks as one of the countries hardest hit by the worldwide HIV pandemic.
  • 35.4% of pregnant women were HIV positive in 2002 (National AIDS Coordinating Agency [NACA]).

Wednesday, August 10, 2005 - Web posted at 7:48:14 GMT UN urges Botswana talks with Kalahari Bushmen * ALISTAIR THOMSON PRETORIA - A United Nations official called on Monday for talks between Botswana's government and San Bushmen moved off their Kalahari lands, but took a swipe at a campaign by a UK pressure group against diamond giant De Beers. Botswana has relocated hundreds of San Bushmen from their traditional hunting grounds in the Central Kalahari Game Reserve saying they must leave the reserve to benefit from education, water and health services. But UK-based Survival International says the relocations are to free up land for diamond mining and has led a vocal campaign against De Beers, picketing its store openings and accusing police of torturing evicted San Bushmen, who have lived as hunter-gatherers in southern Africa for thousands of years. "I feel personally that it is important to push negotiations in the interests of the San people and of all the people of Botswana," Rodolfo Stavenhagen, UN rapporteur for indigenous peoples, told reporters during a visit to neighbouring South Africa. "I hear from some of my sources that there are people certainly in government who are ready to engage," he said.
