IN 1989 VÍCTOR PAZ ESTENSSORO stepped down as president of Bolivia and on August 6 handed over power to the third democratically elected leader of the 1980s. Paz Estenssoro presided over four years of economic and political stability following two decades of military rule and nearly six years of a tumultuous transition to democracy. When Paz Estenssoro assumed office on August 6, 1985, he inherited a society besieged by the most profound political and economic crisis in its history. Years of military rule had destroyed the nation's political institutions and eroded democratic traditions. The economy, in turn, had experienced a catastrophic downturn owing to years of mismanagement, the exhaustion of a state-centered economic development strategy, and extreme dependence on a single export commoditytin. By 1985 inflation had reached 24,000 percent, and growth rates were declining steadily by over 10 percent annually. To revive an agonizing nation, Paz Estenssoro, the old politician who had led the 1952 Revolution, transcended electoral and party-based politics. To address the economic crisis, he commissioned a team of young technocrats. The resulting New Economic Policy imposed a severe austerity program that stabilized the economy and fundamentally transformed Bolivia's development strategy.

    GOVERNMENT The 1967 constitution, revised in 1994, provides for balanced executive, legislative, and judicial powers. The traditionally strong executive, however, tends to overshadow the Congress, whose role is generally limited to debating and approving legislation initiated by the executive. The judiciary, consisting of the Supreme Court and departmental and lower courts, has long been riddled with corruption and inefficiency. Through revisions to the constitution in 1994, and subsequent laws, the government has initiated potentially far-reaching reforms in the judicial system and processes. Bolivia's nine departments received greater autonomy under the Administrative Decentralization law of 1995, although principal departmental officials are still appointed by the central government. Bolivian cities and towns are governed by directly elected mayors and councils. Municipal elections are slated for December 2004, with councils elected to 5-year terms. The Popular Participation Law of April 1994, which distributes a significant portion of national revenues to municipalities for discretionary use, has enabled previously neglected communities to make striking improvements in their facilities and services

    Bolivia
    A South American republic which lies between longitudes west of Greenwich 57 deg. 30' and 74 deg., and latitudes 8 deg. and 22 deg. 50' south. These figures are, however, still subject to treaty changes.
    AREA, POPULATION, ETC.
    The republic covers an area of 702,767 sq. miles (1,822,334 sq. kilometers) and ranks as third in size among the South American countries. In 1905 its population was estimated at 1,816,271, or a little more than five persons to every two square miles. Of these, 231,088 are reported as whites; 484,611 as mestizos, and 792,850 as Indians. Besides these, there were about 4,000 negroes, and the residue are of unascertained origin. The proportion of Catholics to non-Catholics is approximately as seventy-two to one. All these figures are taken with reserve, since the efforts at serious statistics are but very recent. Since the close of the war with Chile in 1881, Bolivia has had no sea-coast. It is bounded on the west, north-west, and north by Peru; on the north-east and east by Brazil; on the south-east by Paraguay; on the south by the Argentine Republic, and on the south-west by Chile. Its communications with the outer world were still defective in 1905. A line of steamers on the Lake Titicaca then plied between the Peruvian port of Puno and the Bolivian of Huaqui, and stage lines, between La Paz and the Chilian frontier. On the east side of the Andes, in the Basin of the Amazon, rivers, which are often interrupt ed in their upper course by rapids (cachuelas) afford the only means of transit. Bolivia had two short railroad lines of its own, besides the Chilian line to Oruro, of which the terminus is upon Bolivian soil. The two Bolivian railroads were trunk-lines, with an aggregate length of sixty-five miles. Work was, however, progressing on several other newly begun lines.

LA PAZ, Bolivia (AP) At least two people were killed and nine injured when striking miners clashed with riot troops near the Bolivian capital Thursday. The protests broke out over a government plan to export natural gas through neighboring Chile. Government troops fired tear gas to disperse some 500 miners marching through the city of El Alto, on the outskirts of La Paz, in protest of the export plan proposed by President Gonzalo Sanchez de Lozada. Some miners responded by hurling lighted sticks of dynamite. One man died after a stick apprarently exploded in his hand, a police spokesman said. Authorities said it was unclear what caused the other death. Acrid white tear gas wafted through the air as masked protesters scrambled to flee rifle-toting government troops. Officers fired from behind plastic shields during the confrontations, that lasted for more than an hour.
