Bolivia Report
SGI-Bolivia Blossoms Amidst Hardship
By Alex Garnica Cruz

Bolivia is a landlocked country in the heart of the South American continent. Running from north to south, the peaks of the Andes soar to more than 6,000 meters; in the east, rain forests form the headwaters of the Amazon River that flows toward Brazil.
The first seeds of Nichiren Buddhism were sown in Bolivia in 1961. A chapter of 50 households was formed in 1962. In those days, almost all the members were Japanese immigrants; at present, native Bolivians are the majority in an organization that comprises seven headquarters and 17 chapters. Some 1,700 people attended the national General Meeting in Santa Cruz last December.
Bolivia is considered the poorest country in South America. Official statistics indicate that 50 percent of the people in urban areas live below the poverty line, a figure that rises as high as 82 percent for the rural population. In rural areas, the female illiteracy rate is as high as 62 percent, evidence of the extreme dearth of educational opportunities for women and a clear indicator of developmental issues facing the countryside.

Since pre-Columbian times, Bolivia had a great cultural and intellectual life. Architecture, ceramics, temples and other symbols scattered throughout the country give testimony to a culture with an advanced social organization. The Incas brought a new system of roads and aqueducts, hanging bridges, and surgical and medical practices. Other Incaic influences included new designs and geometric shapes on clay objects; new rituals and songs were also introduced.
Centuries later, with the arrival of the Spaniards, the age of the horse and the wheel begun. The era is also characterized by churches, and images, woodcarving and embroidery. During the colonial period, the intellectual center was the city of Sucre; it was also known then as Charcas or Chuquisaca.

The Tiwanaku site The city of Tiwanaku, capital of a powerful prehispanic empire that dominated a large area of the southern Andes and beyond, reached its apogee between 500 and 900 AD. Its monumental remains testify to the cultural and political significance of this civilisation, which is distinct from any of the other prehispanic empires of the Americas.

"Call that a pot hole..." IN THIS FEATURE Anyone for a game of football? Expedition and extreme-sports competition Culture clash Endearingly rustic Body-breaking physical activities A real sting in the tail The culture clash is softened by the Bolivians warmth and openness. Villagers, road gangs repairing deep holes in the ruptured dirt roads ("we never finish, there is always somewhere that needs fixing," one road worker tells me from the bottom of a hole deeper than he is tall) and our occasional fellow road users all wave and want to talk. Football is often the only common denominator (Bolivia's hero, we find out, is Valladolid star Juan Manuel Pena) and language is never a barrier, even when many Bolivians are indigenous Amerindians who speak only Quechua. In less than 50kms the chaco turns to mountains. Between Santa Cruz and Samaipata the Andes rise out of the plains so abruptly that it is like scaling up the outside of a dinosaur sleeping on a bed of verdant grass.

    Preserving Bolivia's Ancient Culture
In the Bolivian Andes, the village malku and mama t' halla see to peoples' needs and check in on every aspect of their lives, from ensuring that their potatoes are protected from frost to offering marital and childrearing advice. A CONAMAQ-facilitated workshop to train ayllu leaders in the highlands provinces of Bolivia. At 13,000 feet above sea level there are no trees, only groves of rocks and spiny vegetation that cling stubbornly to the mountain surface to avoid the whipping winds. The villagers have adapted over thousands of years, constructing their homes with adobe and mud, and cultivating hardy strains of potatoes and livestock to feed their families and bring in some desperately needed cash. The malku and mama t'halla are leaders of their ayllu, an ancient form of community organization that predates the Incan empire. Ayllus are villages brought together by ties of kinship and governed by community members who take turns leading committees, supervising agriculture, livestock, housing construction, water distribution, and other community needs. Indigenous peoples comprise over 76 percent of the Bolivian population, and enjoy strong popular support in the rural highlands and tropical lowlands However, ayllus are not formally recognized by the Bolivian government. As a result, indigenous peoples are not granted the same rights as mainstream Bolivians. Native peoples occupy the lowest paying positions in society and are consistently threatened by economic, social and legal discrimination. Ethnic discrimination in Bolivia and neighboring countries translates into a lack of basic services: bad roads, inadequate health care and poor education.

Work of fourteen contemporary Bolivian artists will be on display from 26 June through 18 July 2004 in Pulchri Studio in Den Haag. Since 1991, has been engaged in the development of the visual arts in Bolivia. The emphasis is on creating more public recognition of Bolivian art and artists. Through the mediation and promotion of esART, more Bolivian artists are being invited to national and international exhibitions. EsART also has its own exhibition space in La Paz. One of the tools for promotion is the web site. Via a somewhat peculiar navigation system, this web site offers a broad overview of Bolivian artists, background articles about Bolivian art and the addresses of important art institutions in the country. A three-year subsidy from Hivos has enabled esART to work on the web site and update it regularly, but also to do more to promote artists nationally, regionally and internationally. esART wants to create a public for Bolivian visual arts by placing wall paintings and sculptures in public areas.
