More than 70,000,000 Americans enjoy recreational boating each year. Annual boat registrations have increased steadily from just over 10 million in 1988 to nearly 12.8 million in 2003, the last year for which we have data. During this same time period, boating-related fatalities have decreased, due in part to increased use of life jackets, or personal flotation devices (PFD). May 21-27, 2005 is National Safe Boating Week. The theme for this year’s North American Safe Boating Campaign is "Boat smart. Boat safe. Wear it!” In 2003, 3,888 persons were reported injured and 703 died in boating incidents. Among those who drowned, 86% were not wearing life jackets. The North American Safe Boating Campaign wants to raise awareness and ensure that every person on a boat is wearing a life jacket. On some waterways, for example, there may be Federal, State, and Local regulations that apply. In sole state waters, you must generally conform to State, County, and Local regulations. Usually (but not in all cases), Federal and State regulations are similarly applied. But it's yor responsibility to know what the rules are before you venture out. New Boating Safety Regulations

January 18, 1999 Thank you for being here today. As the Minister responsible for the Canadian Coast Guard, I want to thank the organizers of the Toronto International Boat Show for allowing us the use of this venue. This is particularly timely given the presentation last night of the first Canadian Safe Boating Awards (CASBAs), created to promote safe and responsible recreational boating. Before providing you with an overview of the new boating safety regulations , I want to thank the thousands of Canadians and the many recreational boating associations who took part in the broad consultative process that preceded their development. These individuals are the real architects of these reasonable and balanced measures which are to be published in the Canada Gazette on February 3,1999. A Call to Action We all know that Canadians love the water. Some 8 million Canadians are boaters, and Canadians own an estimated 2.6 million recreational boats.

The waters of Washington state are a national and international resource. Recreationally and commercially, these waters contribute to the well-being of residents of the Pacific Northwest. To help maintain this valuable resource, it is essential that all users of these waters, including recreational boaters, recognize their role in keeping these waters clean. Additionally, it's important that boaters operate their vessels in a safe manner to protect themselves and others from needless accidents and injuries.
The State Parks boating program promotes enjoyable, safe, environmentally responsible recreation on Washington's waters in partnership with government, business, educators, citizen action groups and the boating public. Program activities are guided by a citizen advisory committee and, where possible, all boating safety activities occur at the county and city levels. The program provides assistance in training, equipment and materials to local groups in carrying out a network of boating safety education and law enforcement activities. On a statewide basis, the program conducts a targeted boating safety information program intended to increase the safety awareness of specific groups of boaters. The program also works with the U.S. Coast Guard and other states to ensure reciprocity of boating regulations for ease of travel by boaters when crossing state and national boundaries.

RE: NEW BOATING SAFETY REGULATIONS Dear Minister, On behalf of the Ontario Public Health Association (OPHA), a province-wide organization that represents the interests of some 3,000 public and community health professionals, I would like to congratulate you and your department on the release of the draft recreational boating regulations. These appear to have been developed with extensive public input and will undoubtedly improve the safety of Canada's waterways and of recreational boaters and their families. In response to your recent call for comments, OPHA would like to offer two suggestions:
  • That the CCG-Accredited Courses and Tests and Rental Boat Safety Checklist (Proposed Regulatory Text, Sections 7, 8 and 9) explicitly include information related to the impact of alcohol and other drugs on water and boater safety. In particular the following issues should be covered: a) impact of alcohol and other substances on operator and passenger perception, judgement, skill and risk of injury and death; b) laws related to alcohol and recreational watercraft use; c) alcohol-related liability and the responsibilities of boaters, rentors and marinas; and d) tools and strategies for preventing injuries and reducing liability.

    State of Connecticut Department of Environmental Protection REFERENCE SHEET RE: New Boating Regulations and Boating Under the Influence Law The Department of Environmental Protection announces some significant changes to boating regulation effective March 9, 2004. No person under 16 years of age, who has been issued a Certificate of Personal Watercraft Operation (CPWO) on or after March 9, 2004, may operate a personal watercraft on Connecticut waters without the onboard supervision of a person who is at least 18 years of age, who possesses a CPWO. Operators who were issued a CPWO prior to March 9, 2004 and are between12 and 16 years of age will be able to operate by themselves, although the DEP recommends that they be accompanied by a person 18 years or older who possesses a certificate. All out of state boaters must be 16 to operate a PWC by themselves. This was the recommendation of the National Association of State Boating Law Administrators, the Personal Watercraft Industry Association, and the American Academy of Pediatrics with regard to age restrictions on operating PWC. Section 15-121-A15 of the Regulations of Connecticut State Agencies Personal Watercraft (PWC) must be operated at “Slow-No-Wake” speed within 200 feet of shore or of a dock, pier, float or anchored or moored vessel in all waters of the State, unless the PWC is approaching the float, dock or shore to enable a water skier to take off or land.
